The United States Mint is announcing the prices of the 2009 Abraham Lincoln Commemorative Silver Dollar and the 2009 Louis Braille Bicentennial Silver Dollar. Public Laws 109-285 and 109-247 require the United States Mint to mint and issue the Abraham Lincoln Commemorative Silver Dollar and the Louis Braille Bicentennial Silver Dollar, respectively. These coins will be offered in both proof and uncirculated conditions. In addition, the uncirculated Louis Braille Bicentennial Silver Dollar will be offered in an easy-to-open capsule for those who would like to feel the tactile elements offered by the coin design. The Abraham Lincoln Commemorative Silver Dollar will be offered at an introductory price on February 12, 2009, through March 16, 2009, when it will be offered at regular pricing. The Louis Braille Bicentennial Silver Dollar will be offered at introductory pricing beginning March 26, 2009, through April 27, 2009, when it will be offered at regular pricing. The United States Mint is changing its return policy for all numismatic products. Effective February 10, 2009, the United States Mint will change its 30-day return policy. As a result of implementing a new pricing methodology for numismatic coins containing gold and platinum, the United States Mint is implementing a new seven-day return policy for all numismatic gold and platinum precious metal products. Further, to ensure consistency in our return policies across all numismatic product categories, the United States Mint will adopt this same seven-day return policy for all numismatic products. (This policy does not apply to $1 coin direct shipments, which are not considered numismatic products.) Under this new policy, United States Mint customers will have the opportunity to return products within seven calendar days from the date they receive their orders.

Notification of New Pricing Methodology for Numismatic Products Containing Platinum and Gold Coins

The United States Mint is implementing a new pricing methodology for its numismatic products containing platinum and gold coins to mitigate the effect that fluctuating gold and platinum commodity costs has on the pricing of these products. The new pricing methodology is based primarily on the London Fix weekly average (average of the London Fix prices covering the previous Thursday a.m. Fix through the Wednesday a.m. Fix) platinum and gold prices, which reflect the market value of the platinum and gold bullion that these products contain. As required by law, the prices of these products also must be sufficient to recover all other costs incurred by the United States Mint, such as the cost of minting, marketing, and distributing such products (including labor, materials, dies, use of machinery, and promotional and overhead expenses). This pricing methodology will allow the United States Mint to change the prices of these products as often as weekly so they better reflect the costs of platinum and gold on the open markets.

Pursuant to United States Code, title 31, section 5135(b), the United States Mint is reopening and extending the submission period for applications for appointment to the Citizens Coinage Advisory Committee (CCAC) as a member representing the interests of the general public in the coinage of the United States. The CCAC was established to: Advise the Secretary of the Treasury on any theme or design proposals relating to circulating coinage, bullion coinage, Congressional Gold Medals, and national and other medals produced by the United States Mint. Advise the Secretary of the Treasury with regard to the events, persons, or places that the CCAC recommends to be commemorated by the issuance of commemorative coins in each of the five calendar years succeeding the year in which a commemorative coin designation is made. Make recommendations with respect to the mintage level for any commemorative coin recommended. Total membership consists of eleven voting members appointed by the Secretary of the Treasury: One person specially qualified by virtue of his or her education, training or experience as a nationally or internationally recognized curator in the United States of a numismatic collection; One person specially qualified by virtue of his or her experience in the medallic arts or sculpture; One person specially qualified by virtue of his or her education, training, or experience in American history; One person specially qualified by virtue of his or her education, training, or experience in numismatics; Three persons who can represent the interests of the general public in the coinage of the United States; and Four persons appointed by the Secretary of the Treasury on the basis of the recommendations by the House and Senate leadership. Members are appointed for a term of four years. No individual may be appointed to the CCAC while serving as an officer or employee of the Federal Government. The CCAC is subject to the direction of the Secretary of the Treasury. Meetings of the CCAC are open to the public and are held approximately six to eight times per year. The United States Mint is responsible for providing the necessary support, technical services and advice to the CCAC. CCAC members are not paid for their time or services, but, consistent with Federal Travel Regulations, members are reimbursed for their travel and lodging expenses to attend meetings. Members are Special Government Employees and are subject to the Standards of Ethical Conduct for Employees of the Executive Branch (5 CFR part 2653). The United States Mint will review all submissions and will forward its recommendations to the Secretary of the Treasury for appointment consideration. Candidates should include specific skills, abilities, talents, and credentials to support their applications. The United States Mint is also interested in candidates who have demonstrated leadership skills, have received recognition by their peers in their field of interest, have a record of participation in public service or activities, and are willing to commit the time and effort to participate in the CCAC meetings and related activities. In 2004, the United States Mint prepared and marketed a product known as the ``2004 United States Mint Lewis and Clark Coin and Pouch Set.'' This product includes a 2004 Lewis and Clark Expedition Bicentennial Silver Dollar and a small pouch crafted by artisans from one of several American Indian tribes. The United States Mint, however, has now learned that one of the organizations whose artisans produced pouches for the productthe Shawnee Nation United Remnant Band of Ohiois not officially recognized as an Indian tribe by state or Federal authorities. The Shawnee Nation United Remnant Band of Ohio, therefore, does not have the legal right to claim that the pouches its artisans produced are authentic American Indian products. Accordingly, the United States Mint is offering a refund to members of the public who own a 2004 United States Mint Lewis and Clark Coin and Pouch Set containing a pouch produced by the Shawnee Nation United Remnant Band of Ohio. Owners may ascertain whether their pouch set was crafted by the Shawnee Nation United Remnant Band of Ohio by referring to the Certificate of Authenticity (COA) that accompanies the set. Owners wishing to obtain a refund have two options: (1) Return the entire United States Mint Lewis and Clark Coin and Pouch Set, including the COA from the Shawnee Nation United Remnant Band of Ohio, for a refund of $130.00 (original sales price, plus $10 for shipping and insurance), or (2) return just the pouch and the COA from the Shawnee Nation United Remnant Band of Ohio for a refund of $90.00 (prorated sales price for the pouch, plus $10 for shipping and insurance).
