This collection requires individuals to successfully complete a security threat assessment (1) to operate an aircraft to or from the three Maryland airports (Maryland Three Airports) that are located within the Washington, DC, Metropolitan Area Flight Restricted Zone (FRZ), or (2) to serve as an airport security coordinator at one of the three airports.

The collection involves the submission of identifying information for background checks for all aliens and other designated individuals seeking flight instruction (``candidates'') from Federal Aviation Administration (FAA)- certificated flight training providers. Through the information collected, TSA will determine whether a candidate is a threat to aviation or national security, and thus prohibited from receiving flight training. Additionally, flight training providers are required to conduct a security awareness program for their employees and contract employees and to maintain records associated with this training.

The Transportation Security Administration (TSA) is issuing this interim final rule (IFR) to address a statutory change affecting the IFR published on June 20, 2014 (2014 IFR), which implemented the passenger civil aviation security service fee (security service fee) increase mandated by the Bipartisan Budget Act of 2013. This IFR conforms TSA's regulations to statutory amendments enacted since publication of the 2014 IFR. These amendments impose a round-trip limitation on the security service fee. All other aspects of the regulations, including those made by the 2014 IFR and provisions unchanged by this rule, remain in effect. TSA is also requesting comments on added definitions related to imposition of a round-trip limitation. TSA is not soliciting comments with respect to any other issues concerning the 2014 IFR, except to the extent affected by this rule, as the deadline for such comments has expired.

The collection involves the voluntary submission of biographic and biometric information that will be used for identity verification and to conduct a security threat assessment which includes vetting of an individual's voluntarily submitted information against law enforcement, immigration, and intelligence databases to determine if the person poses a low risk to transportation or national security and is eligible for expedited screening through TSA Pre[check][supreg] lanes at airports. This notice also provides initial information regarding TSA plans to expand opportunities for enrollment into the TSA Pre[check][supreg] Application Program by using additional contractors that will be permitted to market, enroll, and pre-screen individuals for TSA Pre[check][supreg] Application Program eligibility. Under the proposed expansion, selected contractors will collect biographic and biometric information from the applicant, and perform an initial prescreening of applicants using processes approved by TSA. Those applicants who meet the prescreening standards will be forwarded by the contractors to TSA, which shall perform a security threat assessment and make a final determination of the applicants' eligibility for the TSA Pre[check][supreg] Application Program.

EXIS is a web portal designed to serve stakeholders in the transportation industry in regard to security training exercises. EXIS provides stakeholders with transportation security exercise scenarios and objectives, best practices and lessons learned, and a repository of the user's own historical exercise data for use in future exercises. It also allows stakeholders to design their own security exercises based on the unique needs of their specific transportation mode or method of operation. Utilizing and inputting information into EXIS is completely voluntary.

The Transportation Security Administration (TSA) is correcting an interim final rule (IFR) published in the Federal Register on June 20, 2014. This IFR implements amendments to 49 U.S.C. 44940, which authorizes TSA to impose fees to defray the government's costs for providing civil aviation security services, such as those related to screening personnel, screening equipment, and other specified security services.\1\ That document inadvertently failed to note the proper citation in a footnote in the Background section.
