This notice is to inform the public that the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to award up to $1,448,432 (total costs) for one year to Link2Health Solutions, Inc., as a program supplement to the National Suicide Prevention Lifeline. The purpose of this program is to provide national telephonic access at any time of the day or night to suicide prevention and crisis intervention services through toll-free suicide prevention hotline numbers, including 1-800-273-TALK (8255). Supplemental funding is being provided for the National Suicide Prevention Lifeline to expand and enhance the currently funded chat and text-based SMS services from 12 hours a day to 24/7 coverage. The Lifeline will continue awareness raising activities such as, but not limited to, social media engagement and promotion of services that will continue to be directed towards the suicide prevention needs of high-risk populations identified by the National Action Alliance for Suicide Prevention; lesbian, gay, bisexual, or transgender (LGBT) youth, American Indian/Alaska Native (AI/AN), military family members and veterans, and suicide attempt survivors. This notice is to inform the public that the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to award up to $1,182,918 (total costs) for one year to the Education Development Center, Inc., Waltham, MA, as a program supplement to the Suicide Prevention Resource Center. The purpose of this program supplement is to support high-impact objectives of the National Strategy for Suicide Prevention (NSSP), provide technical assistance for NSSP implementation, and develop an implementation plan for preventing suicide among men in mid-life, with the overall goal of reducing suicides and suicidal behaviors in the nation. The Department of Health and Human Services (HHS) notifies federal agencies of the laboratories and Instrumented Initial Testing Facilities (IITF) currently certified to meet the standards of the Mandatory Guidelines for Federal Workplace Drug Testing Programs (Mandatory Guidelines). The Mandatory Guidelines were first published in the Federal Register on April 11, 1988 (53 FR 11970), and subsequently revised in the Federal Register on June 9, 1994 (59 FR 29908); September 30, 1997 (62 FR 51118); April 13, 2004 (69 FR 19644); November 25, 2008 (73 FR 71858); December 10, 2008 (73 FR 75122); and on April 30, 2010 (75 FR 22809). A notice listing all currently HHS-certified laboratories and IITFs is published in the Federal Register during the first week of each month. If any laboratory or IITF certification is suspended or revoked, the laboratory or IITF will be omitted from subsequent lists until such time as it is restored to full certification under the Mandatory Guidelines. If any laboratory or IITF has withdrawn from the HHS National Laboratory Certification Program (NLCP) during the past month, it will be listed at the end and will be omitted from the monthly listing thereafter. This notice is also available on the Internet at https:// www.workplace.samhsa.gov.
