H2 Refuel H-Prize Final Guidelines Update
Document Number: 2015-21733
Type: Notice
Date: 2015-09-03
Agency: Rural Housing Service, Executive Office for Immigration Review
On October 28, 2014, the Department of Energy (DOE) announced in the Federal Register the $1 million H2 Refuel H-Prize competition, allowing teams from across the United States to compete to develop systems that generate and dispense hydrogen from resources commonly available to residences (electricity or natural gas) for use in homes, community centers, businesses or similar locations, to supplement the current infrastructure roll-out and reduce barriers to using hydrogen fuel cell electric vehicles. The Federal Register notice announcing the competition included the H2 Refuel H-Prize Competition Guidelines. The purpose of today's notice is to update the H2 Refuel H-Prize Competition Guidelines. Substantive changes in this update provide additional information on communication expectations for finalists, expand the process used to resolve ties, correct a typographical error in the dispensing time criteria table, define how availability will be calculated, and provide a method to determine a winner in the event that no entry receives at least a minimum score of one for each of the scoring criteria (not including bonus criteria). In addition, language is added for clarification where necessary. The section on the draft guideline public comments and responses is deleted. Finally, minor errors are corrected and contact information is updated.

Energy Conservation Program: Energy Conservation Standards for Battery Chargers
Document Number: 2015-20218
Type: Proposed Rule
Date: 2015-09-01
Agency: Rural Housing Service
The Energy Policy and Conservation Act of 1975, as amended (``EPCA'' or in context, ``the Act''), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including battery chargers. EPCA also requires the U.S. Department of Energy (``DOE'' or, in context, ``the Department'') to determine whether Federal energy conservation standards for a particular type of product or equipment would be technologically feasible and economically justified, and save a significant amount of energy. On March 27, 2012, DOE published a notice of proposed rulemaking (``NOPR'') to establish energy conservation standards for battery chargers. DOE received comments suggesting changes to DOE's proposed approach. To this end, this supplemental notice of proposed rulemaking (``SNOPR'') updates and revises DOE's prior analysis by considering, among other things, the impacts attributable to standards issued by the California Energy Commission (CEC), along with accompanying data included in the CEC's compliance database. This notice also announces a public meeting to receive comment on these proposed standards and associated analyses and results.

Sabine Pass Liquefaction, LLC; Application for Long-Term, Multi-Contract Authorization To Export Liquefied Natural Gas to Non-Free Trade Agreement Nations for a 20-Year Period
Document Number: 2015-21125
Type: Notice
Date: 2015-08-26
Agency: Rural Housing Service
The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application (Application), filed on April 20, 2015, by Sabine Pass Liquefaction, LLC (SPL), requesting long-term, multi-contract authorization to export domestically produced liquefied natural gas (LNG) in a volume equivalent to approximately 203 billion cubic feet per year (Bcf/yr) of natural gas (0.56 Bcf per day). SPL seeks to export the LNG by vessel from Trains 1 through 4 of the Sabine Pass Liquefaction Project (Liquefaction Project), which SPL and its affiliate, Sabine Pass LNG, L.P., are currently constructing at the existing Sabine Pass LNG Terminal in Cameron Parish, Louisiana.\1\ SPL requests authorization to export this LNG to any country with which the United States does not have a free trade agreement (FTA) requiring national treatment for trade in natural gas, and with which trade is not prohibited by U.S. law or policy (non-FTA countries).\2\ DOE/FE notes that the requested export volume (203 Bcf/yr) is incremental and therefore additive to the volumes of LNG previously authorized for export from the Liquefaction Project to non-FTA countries. Specifically, SPL states that the grant of this Application will align the volumes of LNG authorized for export to non-FTA countries with the maximum liquefaction production capacity of the Liquefaction Project, as approved by the Federal Energy Regulatory Commission.\3\ SPL requests the authorization for a 20-year term to commence on the date of first commercial export from the Liquefaction Project. SPL seeks to export this LNG on its own behalf and as agent for other entities who will hold title to the LNG at the time of export. The Application was filed under section 3 of the Natural Gas Act (NGA). Additional details can be found in SPL's Application, posted on the DOE/FE Web site at: http://energy.gov/sites/prod/files/2015/05/f22/15_63_lng.pdf
