In accordance with the Federal Advisory Committee Act, the California Bay-Delta Public Advisory Committee (Committee) will meet on December 7, 2005. The agenda for the Committee meeting will include discussions with State and Federal agency representatives on the CALFED Bay-Delta Program refocusing efforts underway and the 10-Year Action Plan, and a final recommendation to the Secretary on the Annual Statement of Progress and Balance and Annual Report.

The Bureau of Reclamation (Reclamation), the federal agency responsible for operation of Flaming Gorge Dam, in cooperation with the Bureau of Indian Affairs, Bureau of Land Management, National Park Service, State of Utah Department of Natural Resources, U.S. Fish and Wildlife Service, U.S.D.A. Forest Service, Utah Associated Municipal Power Systems, and Western Area Power Administration, has prepared and made available to the public a final environmental impact statement (EIS) pursuant to section 102(2)(c) of the National Environmental Policy Act of 1969 (NEPA), as amended, 42 United States Code (U.S.C.) 4332.
South Delta Improvements Program, Sacramento-San Joaquin Bay Delta, California

The Bureau of Reclamation (Reclamation) and the California Department of Water Resources (DWR) have made available for public review and comment the Draft EIS/EIR for the South Delta Improvements Program (SDIP). The proposed SDIP would (1) construct and operate a fish control gate at the Head of Old River; (2) construct and operate up to 3 flow control gates (one each in Middle River, Grant Line Canal, and Old River, near the Tracy Pumping Plant) to maintain adequate water quality and water levels available for agricultural diversions in the south Delta, downstream of the Head of Old River; (3) dredge various channels within the south Delta to improve conveyance; (4) construct extensions of up to 24 shallow agricultural diversions; (5) increase water deliveries by increasing the maximum diversion through the existing intake gates at Clifton Court Forebay to 8,500 cubic feet per second; and (6) implement an interim operations regime between December 15 and March 15 until the permanent gates are fully operable.

In accordance with the National Environmental Policy Act of 1969, the Bureau of Reclamation has prepared a Final EIS for the Lake Berryessa Visitor Services Plan (VSP). The Final EIS outlines the proposed project alternatives that seek to address issues related to the VSP, including the type and level of facilities and services that are appropriate for future uses on Federal land. Of the seven concession contracts at Lake Berryessa, six contracts expire in 2008/ 2009 and one interim contract expires in 2007. The VSP will be used as a basis for future concession contracts.

Notice is hereby given of contractual actions that have been proposed to the Bureau of Reclamation (Reclamation) and are new, modified, discontinued, or completed since the last publication of this notice on July 22, 2005. This notice is one of a variety of means used to inform the public about proposed contractual actions for capital recovery and management of project resources and facilities consistent with section 9(f) of the Reclamation Project Act of 1939. Additional announcements of individual contract actions may be published in the Federal Register and in newspapers of general circulation in the areas determined by Reclamation to be affected by the proposed action.
