New Pallet Preparation Standards for Periodicals
The Postal Service will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM[supreg]) 705.8.10.2 to align pallet preparation standards for Periodicals with those currently required for Periodicals prepared in sacks and similar containers. The Postal Service will also align the preparation standards for merged pallets of Periodicals in DMM 705.10, 705.12 and 705.13 with other DMM sections by allowing mailers using these programs to place Periodicals bundles directly on mixed area distribution center (ADC) pallets.

Privacy Act of 1974; System of Records
The United States Postal Service[supreg] is proposing to modify seven General and Customer Privacy Act Systems of Records. These modifications are being made to account for updates to the system location, system manager(s) and address, and notification procedures due to an organizational re-design. Also included is the addition of previously omitted disclosure information, the removal of records not retained or which are outdated, the correction of retention times, and the additional disclosure of customs records. Lastly, a new system of records is included for the Judicial Officer.

Rules of Practice in Proceedings Relative to Administrative Offsets Initiated Against Former Employees of the Postal Service
This document proposes revisions to the rules of practice of the Judicial Officer in proceedings relative to administrative offsets initiated against former employees of the Postal Service. These revisions would update the rules to reflect changes in the Postal Service's debt collection regulations and procedures. This document also proposes minor revisions to eliminate outdated provisions and conform the rules to the Judicial Officer's existing practice.
