In accordance with the Privacy Act of 1974, the Department of the Interior (DOI) is giving notice of its intent to rescind the Privacy Act system of records, ``Interior, National Business Center Datamart, DOI-84,'' from its existing inventory. Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of the Interior (DOI) proposes to modify the DOI-50, Insider Threat Program, system of records. The DOI Office of Law Enforcement and Security uses this system to identify potential threats to DOI resources and information assets and facilitate management of insider threat investigations, complaints, inquiries, and counterintelligence threat detection activities. The USD(P&R) is establishing a new system of records titled ``Problematic Sexual Behavior in Children and Youth (PSB-CY) Information System,'' DPR 50. This system of records supports operation of the PSB-CY Information System, which was created to satisfy a congressional mandate that the DoD establish a centralized database of information on incidents of problematic sexual behavior in children and youth occurring on U.S. military installations. The PSB-CY Information System is used to document, coordinate, and manage the continuum of care provided to children, youth, and their families in order to identity, report, respond, and intervene in incidents of PSB-CY. The Office of Local Defense Community Cooperation (OLDCC) is carrying out an effort requested under the report accompanying the Consolidated Appropriations Act, 2021, to, in part, work with communities to find measures that would mitigate noise caused by defense fixed wing aviation activities. Approximately 205 active and reserve installations have been identified with ``covered facilities'' (hospitals, daycare facilities, schools, facilities serving senior citizens, and private residences) that appear to be located within one mile or a day-night average sound level of 65 decibel or greater of a military installation or another location at which military fixed wing aircraft are stationed. OLDCC is requesting affected communities adjacent to those 205 active and reserve installations to provide feedback through a web portal on measures to mitigate defense aviation noise for OLDCC to consider in its efforts to develop a community noise mitigation program in collaboration with the Service Secretaries.

The Anti-Discrimination Subcommittee is charged with making recommendations to the ACPAC on best practices related to training and other practices or actions that can be taken by DOT, airlines or others to ensure nondiscriminatory delivery of airlines' programs and activities to air travelers. The recommendations of the Anti-Discrimination Subcommittee will receive full review, deliberation and proper consideration in a public meeting of the ACPAC before final recommendations are submitted to the Department.

The Federal Civil Penalties Inflation Adjustment Act of 1990, as amended by the Debt Collection Improvement Act of 1996 and the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (the 2015 Act), requires the head of each agency to adjust for inflation its CMP levels in effect as of November 2, 2015, under a revised methodology that was effective for 2016 and for each year thereafter.

This proposed rule would revise the Medicare hospital outpatient prospective payment system (OPPS) and the Medicare ambulatory surgical center (ASC) payment system for Calendar Year (CY) 2022 based on our continuing experience with these systems. In this proposed rule, we describe the proposed changes to the amounts and factors used to determine the payment rates for Medicare services paid under the OPPS and those paid under the ASC payment system. Also, this proposed rule would update and refine the requirements for the Hospital Outpatient Quality Reporting (OQR) Program and the ASC Quality Reporting (ASCQR) Program, update Hospital Price Transparency requirements, and update and refine the design of the Radiation Oncology Model. Finally, this proposed rule includes a Request for Information (RFI) focusing on the health and safety standards, quality measures and reporting requirements, and payment policies for Rural Emergency Hospitals (REHs), a new Medicare provider type. The RFI will be used to inform future rulemaking for REHs.
Implementing Certain Provisions of the TICKETS Act and Revisions to Denied Boarding Compensation and Domestic Baggage Liability Limits

The U.S. Department of Transportation (Department or DOT) published a final rule to, among other things, raise the liability limits for denied boarding compensation that U.S. and foreign air carriers may impose from the current figures of $675 and $1,350 to $775 and $1,550. That final rule became effective on April 13, 2021. This document corrects an editorial error in the rule text of that final rule. This document also makes several technical corrections to the regulation regarding oversales reporting.

In accordance with the Privacy Act of 1974, the DoD is modifying and reissuing a current system of records titled ``Identity Synchronization Services (IdSS),'' K890.14. This system of records was originally established by the DISA to populate and maintain persona- based user objects in DoD enterprise-level Domain Controllers, such as the Enterprise Application and Services Forest (EASF) implemented by DISA to provide DoD Enterprise E-Mail, DoD Enterprise Portal Service (DEPS), etc. In addition, the DISA uses the IdSS to populate and maintain persona data elements in DoD Component networks and systems, such as directory services and account provisioning systems. This system of records notice (SORN) is being updated to make various changes, including expanding the individuals covered and adding DoD's standard routine uses.

The agenda also describes regulations affecting small entities as required by section 602 of the Regulatory Flexibility Act, Public Law 96-354. This agenda also identifies regulatory actions that are being reviewed in compliance with section 610(c) of the Regulatory Flexibility Act.
