Wildfire Suppression Aircraft Transfer Act of 1996

This final rule removes the DoD regulation which implemented law authorizing the sale of aircraft and aircraft parts to entities that contract with the Federal government for the delivery of fire retardant by air in order to suppress wildfire. This authorization has since expired. Existing statutory authorities allow the sale or transfer of aircraft and aircraft parts to Fire Fighter Agencies, rendering this part obsolete and unnecessary.

The Missile Defense Agency (MDA) has decided to extend the scoping period for the Environmental Impact Statement (EIS) for the Long Range Discrimination Radar (LRDR) at Clear Air Force Stations (CAFS) that published in the Federal Register on May 17, 2019. The EIS is being prepared in accordance with the National Environmental Policy Act (NEPA) of 1969 and the Council on Environmental Quality Regulations for Implementing the Procedural Provisions of NEPA. MDA began construction of the LRDR following a 2016 Environmental Assessment and Finding of No Significant Impact (FONSI). Due to threat evolution, operational requirements have created the need to expand the current Special Use Airspace (SUA) at Clear Air Force Station (AFS) to protect nearby aircraft. Several potential designs of the additional SUA have been developed. The MDA is preparing the EIS to evaluate potential environmental impacts that could result from the LRDR SUA alternatives. The Department of Defense has not selected a preferred alternative for the proposed SUA.

In accordance with the Paperwork Reduction Act of 1995, the Department of Transportation's (DOT) Office of the Secretary (OST) announces its plan to submit the Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for its review and approval and invites public comment. Executive Order 12862 directs Federal agencies to provide service to the public that matches or exceeds the best service available in the private sector. In order to work continuously to ensure that our programs are effective and meet our customers' needs, the Department of Transportation (DOT) seeks a revision to a fast track generic clearance information collection request already approved by OMB. A 60-day notice was published on March 28, 2019. No comments were received. OST requests revision of ICR with OMB Control Number: 2105-0573 as described below.

The Department of Homeland Security is publishing this notice of availability in connection with the proposed rule entitled ``Ammonium Nitrate Security Program'' that was published on August 3, 2011. Through this notice, DHS is making available a redacted version of a final technical report developed by Sandia National Laboratories titled ``Ammonium Nitrate Security Program Technical Assessments.'' The report documents Sandia National Laboratories' technical research, testing, and findings related to the feasibility of weaponizing commercially available products containing ammonium nitrate. The redacted report has been added to the docket for the proposed rule. This notice solicits comments on the report and its application to the proposed definition of ammonium nitrate included as part of the Ammonium Nitrate Security Program rulemaking.

The Defense Logistics Agency (DLA) is proposing to modify the system of records notice, ``Defense Agencies Initiative (DAI) Civilian Time and Labor Records,'' S890.11. The DAI is the target financial management system for the Department of Defense (DoD) and is required to eliminate or replace DoD financial management systems that are duplicative, redundant, or fail to comply with the standards set forth in the Federal Financial Management Improvement Act, and other relevant Federal and DoD policies. The modifications to this System of Records Notice (SORN) are necessary since the DAI system has undergone several enhancements necessitating changes to several sections of the SORN and to ensure the SORN meets OMB Circular A-108 requirements. As a result, this SORN proposes changes to the system name, system location, system manager(s) and address, authorities, purpose, categories of individuals, categories of records, record source categtories, routine uses, storage of records, retrieval of records, retention and disposal of records, record access procedures, and notification procedures.
