Pursuant to the Privacy Act of 1974, 5 U.S.C. 552a, and Office of Management and Budget (OMB) Circular No. A-130, notice is hereby given that the Office of the Secretary of Defense (OSD) proposes to alter a system of records, DMDC 02 DoD, entitled ``Defense Enrollment Eligibility Reporting Systems (DEERS)'' last published at 80 FR 68304, November 4, 2015. The system of records exists to: Record the issuance of Department of Defense (DoD) badges and identification cards; authenticate and identify DoD affiliated personnel; grant physical and logical access to DoD facilities; determine eligibility for DoD entitlements and privileges; support DoD health care management programs; assess manpower, support personnel and readiness functions; and provide appropriate contact information of DoD personnel and beneficiaries for the purpose of conducting surveys authorized by the DoD. This alteration adds a routine use enabling information from the system of records to be disclosed to national consumer reporting agencies to ensure eligible Service members are afforded protections under the Military Lending Act (MLA) in accordance with 32 CFR 232, Limitations on Terms of Consumer Credit Extended to Service Members and Dependents. In addition, the following Department of Defense (DoD) blanket routine have been applied to this system: Law Enforcement, Disclosure When Requesting Information, Congressional Inquiries Disclosure, Disclosure to the Office of Personnel Management, Disclosure of information to the National Archives and Records Administration, and Data Breach Remediation Purposes. This alteration also reflects administrative changes to the categories of individuals, authorities, and storage sections of the systems of the system of records notice.

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to rename, update, and reissue a current Department of Homeland Security system of records notice previously titled, ``Department of Homeland Security/ALL-014 Emergency Personnel Location Records'' with a new Department of Homeland Security system of records notice titled, ``Department of Homeland Security/ALL-014 Personnel Emergency Contact Information System of Records.'' This system of records allows the Department of Homeland Security (DHS) to collect and maintain necessary records concerning DHS personnel (including Federal employees and contractors) for workforce accountability; federal employees, contractors, or other individuals who participate in or who respond to all-hazards emergencies including technical, manmade, or natural disasters, or who participate in emergency response training exercises; and individuals identified as emergency points of contact. This system of records will continue to permit DHS/CBP to collect and maintain records on all commercial goods imported into the United States, as well as information pertaining to the carrier, broker, importer, and other persons associated with the manifest, import, or commercial entry transactions for the goods. DHS/CBP is updating this system of records notice to provide notice that IIS records may be stored on both DHS unclassified and classified networks to allow for analysis and vetting consistent with existing DHS/CBP authorities and purposes and this published notice. Furthermore, this notice includes non-substantive changes to simplify the formatting and text of the previously published notice. This system of records notice was previously published in the Federal Register on August 17, 2015 (80 FR 49256). DHS/CBP previously published a Final Rule for the IIS system of records in the Federal Register on March 17, 2016 (81 FR 14369), which remains in effect. On May 16, 2016, DLA published a NOA in the Federal Register announcing the publication of the EA addressing the Closure of DFSP Moffett Field in Santa Clara County, CA (81 FR 30266). The EA was available for a 30-day public comment period that ended June 15, 2016. The EA was prepared as required under the National Environmental Policy Act (NEPA) of 1969 and complies with DLA Regulation 1000.22. No comments were received during the public comment period. This FONSI documents the decision of DLA to proceed with the Closure of DFSP Moffett Field. DLA has determined that the Proposed Action is not a major Federal action significantly affecting the quality of the human environment within the context of NEPA and that no significant impacts on the human environment are associated with this decision.

United States-Colombia Trade Promotion Agreement; Notice of Determination Regarding Review of Submission #2016-02

The Office of Trade and Labor Affairs (OTLA) gives notice that on July 15, 2016, Submission #2016-02 regarding Colombia was accepted for review pursuant to Article 17.5.5 of the United States-Colombia Trade Promotion Agreement (CTPA). On May 16, 2015, the American Federation of Labor and Congress of Industrial Organizations and five Colombian workers' and civil society organizations provided a formal submission to OTLA alleging violations of Chapter 17 (the Labor Chapter) of the CTPA by the Government of Colombia (GOC). The submission alleges that the GOC has failed to effectively enforce its labor laws through a sustained and recurring course of action or inaction in a manner that affects trade or investment; waived or otherwise derogated from its statutes or regulations in a manner affecting trade or investment; failed to adopt and maintain in its statutes and regulations, and practices thereunder, the rights as stated in the International Labor Organization Declaration on Fundamental Principles and Rights at Work (ILO Declaration); failed to ensure the proceedings in its administrative, judicial, or labor tribunals are transparent and do not entail unwarranted delays; and failed to ensure that final decisions in such proceedings are made available without undue delay. OTLA's decision to accept the submission for review does not indicate any determination as to the validity or accuracy of the allegations contained in the submission. The objective of the review will be to gather information so that OTLA can better understand the allegations contained in the submission and publicly report on the issues raised therein in light of the GOC's obligations under the Labor Chapter of the CTPA. As set out in the Procedural Guidelines (published as 71 FR 76691, December 21,2006), OTLA will complete the review and issue a public report to the Secretary of Labor within 180 days of this acceptance, unless circumstances, as determined by OTLA, require an extension of time.

In accordance with the Privacy Act of 1974, the Department of Homeland Security (DHS) proposes to update and reissue a current DHS system of records titled, ``Department of Homeland Security (DHS)/ United States Coast Guard (USCG)-015 Legal Assistance Case Files System of Records.'' This system of records allows DHS/USCG to collect and maintain records regarding legal assistance. As a result of the biennial review of this system, DHS/USCG is updating this system of records notice to clarify the authorities for collection, update the system manager, and update the system location. Additionally, this notice includes non-substantive changes to simplify the formatting and text of the previously published notice. This updated system will be included in the Department of Homeland Security's inventory of record systems.

In accordance with the Privacy Act of 1974, the Department of Homeland Security (DHS) proposes to update and reissue a current DHS system of records titled, ``Department of Homeland Security/U.S. Immigration and Customs Enforcement-014 Homeland Security Investigations Forensic Laboratory (HSI-FL) System of Records.'' This system of records allows the DHS/U.S. Immigration and Customs Enforcement (ICE) to collect and maintain records by the HSI-FL. The HSI-FL is a U.S. crime laboratory specializing in scientific authentication; forensic examination; research, analysis, and training related to travel and identity documents; latent and patent finger and palm prints; and audio and video files in support of law enforcement investigations and activities by DHS and other agencies. As a result of a biennial review of this system, DHS/ICE is updating this system of records notice to include minor changes that were made to make the wording consistent with the routine uses of other ICE System of Records Notice (SORN) and in accordance with Appendix I to the Office of Management and Budget (OMB) Circular A-130, Federal Agency Responsibilities for Maintaining Records About Individuals. DHS/ICE made minor changes to: Routine Use G that supports ICE's sharing of information with domestic and international law enforcement agencies when there is a violation, or potential criminal, civil, or regulatory violation of law, rule, regulation, or order; Routine Use H that supports parties involved in court litigation when DHS is a party or has an interest; Routine Use V that supports DHS in making a determination regarding redress for an individual; and the retention and disposal section has been updated to note that the current approved ICE records disposition authority states that all case files, other than war crime cases be destroyed five years after the date of completion of the forensic examination. War crime cases are unscheduled at this time, and thus deemed permanent records. In addition, a new schedule is currently being reviewed and once approved will provide lengthier retention periods than the current schedule. ICE is proposing that case files related to significant cases such as war crimes, terrorism, and homicide cases should be retained at ICE for 20 years after completion of the investigation and all actions based thereon, and then transferred to the National Archives for permanent retention. Once the schedules are approved the SORN will be updated to reflect the changes. The exemptions for the existing SORN will continue to be unchanged. This updated system will be included in DHS's inventory of record systems.
