The Department of Homeland Security (DHS) is revising its procedures for managing classified national security information. DHS is updating its regulations to incorporate new and revised procedures pursuant to Executive Order 13526, ``Classified National Security Information.'' Further, DHS is delegating to the Chief Security Officer of DHS the responsibility of serving as the ``Senior Agency Official'' pursuant to Executive Order 13526. The Chief Security Officer acted in this capacity under the predecessor Executive Order as well. Finally, DHS is also removing outdated regulations dealing with classified national security information at 44 CFR part 8.

Department of Defense Science and Technology Reinvention Laboratory (STRL) Personnel Management Demonstration Project Program

STRLs will implement Senior Scientific Technical Manager (SSTM) positions, which are defined as senior professional scientific and technical positions classified above the GS-15 level of the General Schedule (GS). The primary functions of these positions shall be (1) to engage in research and development in the physical, biological, medical, or engineering sciences, or another field closely related to the mission of such STRL; and (2) to carry out technical supervisory responsibilities. These positions may only be established at authorized STRLs with personnel demonstration projects. STRLs will also implement two new direct-hire authorities to appoint bachelor's degree candidates into scientific and engineering positions and veteran candidates into scientific, technical, engineering, and mathematics positions. The current direct-hire authority to appoint candidates with an advanced degree into scientific and engineering positions is also being included in this notice so that all STRL direct-hire authorities are documented in one location.

AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 294 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.

Subsequent to the publication of that notice, the Department of Defense realized that the original notice did not specify the location for each of the three meeting dates. In addition, the staff at Wilford Hall Ambulatory Surgical Center required modifications to the original times. This notice makes these revisions. TRICARE Certified Mental Health Counselors

The Department of Defense is publishing this final rule to implement the TRICARE Certified Mental Health Counselor (TCMHC) provider type as a qualified mental health provider authorized to independently diagnose and treat TRICARE beneficiaries and receive reimbursement for services. Additionally, we are extending the time frame that was mentioned in the Interim Final Rule for meeting certain education, examination, and supervised clinical practice criteria to be considered for authorization as a TCMHC. The time frame has been changed from prior to January 1, 2015, to prior to January 1, 2017. One final set of criteria shall apply for the authorization of the TCMHC beginning January 1, 2017. The supervised mental health counselor (SMHC) provider type, while previously proposed to be terminated under TRICARE, is now continued indefinitely as an extramedical individual provider practicing mental health counseling under the supervision of a TRICARE-authorized physician.

The Missile Defense Agency (MDA) announces its intention to prepare an Environmental Impact Statement (EIS) in accordance with the National Environmental Policy Act (NEPA) of 1969 and the Council on Environmental Quality Regulations for Implementing the Procedural Provisions of NEPA. As required by the 2013 National Defense Authorization Act, the MDA has selected possible additional locations in the United States that would be best suited for future deployment of an interceptor capable of protecting the homeland against threats from nations, such as North Korea and Iran. The MDA is preparing this EIS to evaluate the potential environmental impacts that could result from the future deployment of the Continental United States Interceptor Site (CIS). The existing Ballistic Missile Defense System (BMDS) provides protection of the United States from a limited ballistic missile attack, and the Department of Defense has not made a decision to deploy or construct the CIS.

The Office of the Secretary of Defense proposes to alter a system of records, WUSU 07, entitled ``USUHS Grievance Records'', in its inventory of record systems subject to the Privacy Act of 1974, as amended. This system will be used to track, analyze and mitigate informal grievances filed by Uniformed Services University employees covered by a collective bargaining agreement. Utilizing this information allows Uniformed Services University civilian personnel employer relations officers to track grievances, to analyze findings from an investigation, and to research the success and/or failure of mitigation efforts. The Defense Finance and Accounting Service proposes to alter a system of records in its inventory of record systems subject to the Privacy Act of 1974 as amended. This system is used to provide a bridge or link between the Defense Civilian Payroll System (DCPS) and the Civilian Pay Accounting Interface System (CPAIS). This system will create pay information files from DCPS. The pay information files will contain civilian payroll costs and manpower data; this data will then be provided to the U.S. Air Force accounting activities for processing. The system contains information on other than U.S. Air Force civilian employees; however, the CPAIS system will not use the non-Air Force data other than to transmit it directly to the General Accounting and Finance System (GAFS).

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to update and reissue a current system of records titled, ``Department of Homeland Security/Federal Emergency Management Agency012 Suspicious Activity Reporting System of Records.'' This system of records allows the Department of Homeland Security/Federal Emergency Management Agency to collect and maintain records on individuals who report suspicious activities, individuals reported as being involved in suspicious activities, and individuals charged with the analysis and appropriate handling of suspicious activity reports. As a result of the biennial review, the Federal Emergency Management Agency has made non-substantive changes to simplify the formatting and text of the previously published notice. This updated system will be included in the Department of Homeland Security's inventory of record systems.
