The Per Diem, Travel and Transportation Allowance Committee is publishing Civilian Personnel Per Diem Bulletin Number 285. This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 285 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.

The Food and Drug Administration (FDA) of the Department of Health and Human Services (HHS) will be implementing a new system of records, 09-10-0020, ``FDA Records Related to Research Misconduct Proceedings, HHS/FDA/OC.'' HHS/FDA is exempting this system of records from certain requirements of the Privacy Act to protect the integrity of FDA's scientific misconduct inquiries and investigations and to protect the identity of confidential sources in such investigations. HHS/FDA is issuing a direct final rule for this action because the Agency expects that there will be no significant adverse comment on this rule.

The Department of Labor (DOL) is submitting the Mine Safety and Health Administration (MSHA) sponsored information collection request (ICR) titled, ``Ground Control Plans for Surface Coal Mines and Surface Work Areas of Underground Coal Mines,'' to the Office of Management and Budget (OMB) for review and approval for continued use in accordance with the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. 3501 et seq.).

The Department of Defense is publishing the unclassified text of a section 36(b)(1) arms sales notification. This is published to fulfill the requirements of section 155 of Public Law 104-164 dated July 21, 1996.

This notice is published in accordance with Section 10(a)(2) of the Federal Advisory Committee Act (Pub. L. 92-463). The topic of the meeting on October 23-25, 2012 is to review new start research and development projects requesting Strategic Environmental Research and Development Program funds in excess of $1 million. This meeting is open to the public. Any interested person may attend, appear before, or file statements with the Scientific Advisory Board at the time and in the manner permitted by the Board.

This action extends the closing and award dates for a Notice of Funding Availability for the Small Business Transportation Resource Center in the Mid-Atlantic Region that was published on July 20, 2012, 77 FR 42790. USDOT OSDBU is extending the closing date to allow eligible entities time to adequately submit a proposal.

On July 27, 2012, the United States Department of the Interior (DOI) published a request for nominees to be submitted by August 27, 2012. This Federal Register Notice extends the original nomination deadline by 30 days.

Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C. Appendix) and 41 Code of Federal Regulations Sec. 102- 3.50(d), the Secretary of Defense, on October 11, 2010, established the Army National Cemeteries Advisory Commission. This discretionary advisory committee was chartered to provide independent advice and recommendations on matters relating to the Army National Cemeteries Program. On December 31, 2011, Public Law 112-81 Sec. 4723, National Defense Authorization Act for Fiscal Year 2012, directed the Department of Defense to create an ``advisory committee on Arlington National Cemetery,'' to advise the Department ``with respect to the administration of Arlington National Cemetery, the erection of memorials at the cemetery, and master planning for the cemetery.'' Based upon this the Department disestablished the Army National Cemeteries Advisory Commission and established the Advisory Committee on Arlington National Cemetery. Like the former Commission, the new Committee's charter authorizes the Secretary of Defense to appoint up to nine members who are preeminent authorities in their respective fields of interest or expertise. The Committee is a non-discretionary federal advisory committee that shall provide the Secretary of Defense through the Secretary of the Army, independent advice and recommendations, with respect to the administration of Arlington National Cemetery, the erection of memorials at the cemetery, and master planning for the cemetery. The Committee shall report to the Secretary of Defense through the Secretary of the Army. The Secretary of the Army may act upon the Committee's advice and recommendations. The Committee shall be comprised of no more than nine members who are preeminent authorities in their respective fields of interest or expertise, including: a. One member nominated by the Secretary of Veterans Affairs; b. One member nominated by the Secretary of the American Battle Monuments Commission; and c. No more than 7 members nominated by the Secretary of the Army.

Pursuant to Public Law 92-463, notice is hereby given of a forthcoming meeting of the National Security Education Board. The purpose of the meeting is to review and make recommendations to the Secretary of Defense concerning requirements established by the David L. Boren National Security Education Act, Title VII of Public Law 102-183, as amended.

This interim final rule with comment period implements parts of section 1104 of the Affordable Care Act which requires the adoption of operating rules for the health care electronic funds transfers (EFT) and remittance advice transaction.

In accordance with the Privacy Act of 1974, 5 U.S.C. 552a, the Department of Homeland Security proposes to update and reissue the Department of Homeland Security system of records notice currently titled,'' Department of Homeland Security/U.S. Citizenship and Immigration Services006 Fraud Detection and National Security Data - System and renaming it Fraud Detection and National Security Records.'' This system of records assists the Department of Homeland Security/U.S. Citizenship and Immigration Services in performing its statutory missions including strengthening the integrity of the nation's legal immigration system by ensuring that immigration benefits are not granted to individuals that may pose a threat to national security and/ or public safety. In addition, this system of records assists the Department of Homeland Security/U.S. Citizenship and Immigration Services' recording, tracking, and managing immigration inquiries, investigative referrals, law enforcement requests, and case determinations involving benefit fraud, criminal activity, public safety and national security concerns. This system of records is being updated to more clearly describe the functions of the Fraud Detection and National Security Directorate and clarify that the system of records contains both electronic and paper files.

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to update and reissue a current Department of Homeland Security system of records titled ``Department of Homeland Security/United States Citizenship and Immigration Services011 E- Verify Program System of Records.'' The United States Citizenship and Immigration Services E-Verify Program allows employers to check citizenship status and verify employment eligibility of newly hired employees. The Department of Homeland Security is updating this Privacy Act System of Records Notice for the E-Verify Program in order to provide notice that E-Verify is: (1) Updating the ``Category of Individuals'' to remove USCIS employees and contractors, which are covered under the DHS/ALL-004 General Information Technology Access Account Records System SORN, and to remove individuals who have locked their Social Security Number (SSN) in E-Verify since this functionality is not available; (2) adding the collection of the foreign passport country of issuance (COI) from the employers using the recently updated Form I-9 and from the United States Visitor and Immigrant Status Indicator Technology (US-VISIT) Arrival and Departure Information System (ADIS) to the ``Categories of Records;'' (3) moving the list of sources of records from ``Category of Records'' to ``Record Source Categories,'' removing two decommissioned systems and adding two new systems to ``Record Source Categories;'' (4) removing the monitoring and compliance ``Category of Records'' because those are now covered by the Compliance Tracking and Management System (CTMS) SORN (74 FR 24022); (5) updating the system location information for the Verification Information System (VIS), the underlying technology supporting the E-Verify program, from a contractor-owned facility in Meriden, CT to a government-owned facility in Stennis, MS; (6) incorporating minor changes to the ``Routine Uses'' to improve clarity; and (7) adding COI to ``Retrievability'' as a way in which DHS may retrieve records in this system of records. This updated system is included in the Department of Homeland Security's inventory of record systems.

We are required to publish this notice in the Federal Register by the Paperwork Reduction Act of 1995, Public Law 104-13.

The Defense Logistics Agency (DLA) is proposing to amend the DLA Privacy Program Regulation. The DLA Privacy Offices have been repositioned under the DLA General Counsel; therefore, responsibilities have been updated to reflect the repositioning. In addition, DLA has adopted revisions to the DoD Privacy Program.
