The Defense Logistics Agency (DLA) executes the Department of Defense (DoD) Procurement Technical Assistance Program by awarding cost sharing cooperative agreements to assist states, local governments, private nonprofit organizations, tribal organizations and economic enterprises in establishing or maintaining procurement technical assistance centers (PTACs) pursuant to Chapter 142 of title 10, United States Code. The Solicitation for Cooperative Agreement Applications (SCAA) issued July 7, 2010 is amended to allow acceptance of applications for new programs in fiscal year (FY) 2012. For FY 2012, new applications will only be considered from entities proposing to provide service to an area that will not be covered by an existing program. Applications proposing to duplicate any portion of the service area of an existing program will neither be accepted nor considered. Amendment No. 004 is not applicable to existing programs that have already received a base period award in FY 2011 under the amended solicitation. As of the issue date of Amendment No. 004, significant areas not covered or expected to become uncovered in FY 2012 include, but may not be limited to, the States of Washington, North Dakota and Rhode Island, and Washington DC. There are also uncovered regional areas (i.e., counties), but those areas have not been listed. Any entity contemplating submitting an application under this amendment, including those that propose to service an area identified, must first submit the inquiry discussed in Amendment No. 004 to ascertain if the proposed area is covered. Funding of new programs for FY 2012 is contingent on the availability of funds. In addition, awards may not be made to all acceptable applicants. Award decisions will optimize the use of program funds while at the same time maximizing the availability of procurement technical assistance. DLA will make funding decisions on a case-by-case basis and in the best interest of the overall program. An award decision for any application submitted pursuant to this amendment will be made prior to October 1, 2012. The SCAA issued on July 7, 2010 and Amendment Nos. 001-004 are available at https://www.dla.mil/SmallBusiness/Pages/SCAA.aspx. Additional details regarding this opportunity are provided in Amendment No. 004. Printed copies are not available for distribution. Applications must be submitted to DLA by 5 p.m., Eastern Standard Time, on January 31, 2012. Notwithstanding any other provision in the SCAA or in previous Amendments, late applications will be neither accepted nor evaluated.

This regulatory action implements OMB's initiative to streamline and consolidate into one title of the CFR all Federal regulations on drug-free workplace requirements for financial assistance. These changes constitute an administrative simplification that would make no substantive change in USDA's policy or procedures for drug-free workplace.

Pursuant to Section 10(a), Public Law 92-463, as amended, notice is hereby given of a forthcoming meeting of the Defense Advisory Committee on Women in the Services (DACOWITS). The purpose of the meeting is for the Committee to review and approve the 2011 Report. The Committee will also receive briefings on the Women in Services Review report, assignment policies, female engagement teams, suicides, and retention. Additionally, the Committee will discuss 2012 topics and installation visits. The meeting is open to the public, subject to the availability of space. Interested persons may submit a written statement for consideration by the Defense Advisory Committee on Women in the Services. Individuals submitting a written statement must submit their statement to the Point of Contact listed in the FOR FURTHER INFORMATION CONTACT section no later than 5 p.m., Friday, December 2, 2011. If a written statement is not received by Friday, December 2, 2011, prior to the meeting, which is the subject of this notice, then it may not be provided to or considered by the Defense Advisory Committee on Women in the Services until its next open meeting. The Designated Federal Officer will review all timely submissions with the Defense Advisory Committee on Women in the Services Chairperson and ensure they are provided to the members of the Defense Advisory Committee on Women in the Services. If members of the public are interested in making an oral statement, a written statement should be submitted as detailed in this SUMMARY section. After reviewing the written comments, the Chairperson and the Designated Federal Officer will determine who of the requesting persons will be able to make an oral presentation of their issue during an open portion of this meeting or at a future meeting. Determination of who will be making an oral presentation is at the sole discretion of the Committee Chair and the Designated Federal Officer and will depend on time available and if the topics are relevant to the Committee's activities. Two minutes will be allotted to persons desiring to make an oral presentation. Under the authority granted to the National Coordinator for Health Information Technology by section 3001(c)(5) of the Public Health Service Act (PHSA) as added by the Health Information Technology for Economic and Clinical Health (HITECH) Act, this final rule establishes a process for addressing instances where the ONC-Approved Accreditor (ONC-AA) engages in improper conduct or does not perform its responsibilities under the permanent certification program. This rule also addresses the status of ONC-Authorized Certification Bodies (ONC- ACBs) in instances where there may be a change in the accreditation organization serving as the ONC-AA and clarifies the responsibilities of the new ONC-AA.

On May 18, 2011, the Defense Logistics Agency (DLA) published a Notice of Availability (NOA) in the Federal Register (76 FR 28757) announcing the revised Defense Logistics Agency Regulation (DLAR) 1000.22 implementing the National Environmental Policy Act of 1969, 42 U.S.C. 4321 et seq. (NEPA) and Council on Environmental Quality (CEQ) Regulations (40 CFR parts 1500-1508). The revised DLA regulation was available for a 30-day public comment period. DLA has incorporated the comment received from the Navy, and after a conformity review by the CEQ, DLA is adopting the revised regulation.

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to update and reissue a Department-wide system of records notice titled, ``Department of Homeland Security/ ALL017 General Legal Records System of Records.'' This system will assist attorneys in providing legal advice to the Department of Homeland Security on a wide variety of legal issues. As a result of the biennial review of this system, updates have been made to the routine uses within this notice and other administrative non-substantive changes. The subsections of the exemptions have been updated for accuracy and a new Notice of Proposed Rulemaking has been published. Until a new Final Rule is published, the Final Rule published on October 1, 2009 remains active and in place. This system will continue to be included in the Department of Homeland Security's inventory of record systems.

This action extends the comment period for a supplemental notice of proposed rulemaking (SNPRM) on the accessibility of Web sites and automated kiosks that was published in the Federal Register on September 26, 2011. The Department of Transportation is extending the closing date for interested persons to submit comments on this rulemaking by 45 days from November 25, 2011, to January 9, 2012. This extension is a result of requests from a number of parties for additional time to respond to the SNPRM. The Air Transport Association, the International Air Transport Association, the Air Carrier Association of America, the Regional Airline Association, and the Association of Asia Pacific Airlines all asked to extend the comment period on the proposal by 120 days in order to allow interested parties to fully evaluate the proposed rule, answer the numerous questions in the preamble, and develop constructive comments for the Department's consideration. The Interactive Travel Services Association requested an extension of at least 60 days to gather the information necessary to provide an in-depth, comprehensive response to the SNPRM. An individual with a disability has also asked for an extension, citing difficulties in using the online comment form on the www.regulations.gov Web site. The Department acknowledges that more time to provide comments may be warranted given the complex nature of the issues and the need to resolve problems encountered by some individuals to date in submitting comments. Nonetheless, we are not persuaded that an additional 120 or even 60 days are needed to respond. In addition to extending the comment period, this action responds to questions posed by the Associations about certain aspects of the SNPRM.
