The Defense Logistics Agency is America's combat logistics support agency responsible for sourcing and providing nearly every consumable item used by U.S. military forces worldwide. DLA Energy is a primary level field activity of DLA responsible for providing the Department of Defense and other government agencies with comprehensive energy solutions in the most effective and efficient manner possible. Its products and services offer a large array of energy related needs for the Federal Government and also help facilitate the cycle of storage and deployment of fuels and other energy sources. DLA Energy's action, to purchase mobility fuels for the Department of Defense, has not changed. However, the nature and makeup of the petroleum market has. Crude oil from Canada represents 13% of total United States consumption. The Canadian Association of Petroleum Producers 2010 forecast states that by 2020 Canadian oil sands production will rise from 2.72 million barrels per day in 2009 to 4.34 million barrels per day in 2025. In addition, within the past three years, the Department of State has approved two new pipelines to transport crude oil derived from Canadian oil sands to the United States. An additional permit for a third pipeline is pending. Thus, more petroleum products derived from Canadian oil sands recovered crude may be available within the United States petroleum market. In addition, because various types of crudes are comingled prior to processing and because refined petroleum products are fungible, it is anticipated that these petroleum products produced from Canadian oil sands recovered crude will be blended with and thus indistinguishable from other petroleum products, thereby making it difficult for DLA Energy to exclude Canadian oil sands recovered crude refined petroleum from routine petroleum purchases. Therefore, DLA Energy has decided to study whether its current purchases of mobility fuels for its customers today, and in the future, would or would not have environmental consequences. DLA Energy will conduct an Environmental Assessment to evaluate the potential environmental, human health, engineering and socioeconomic considerations, including a review of lifecycle greenhouse gas emissions, associated with DLA Energy's purchase of mobility fuels, including any fuels containing Canadian oil sands recovered crude, in light of Section 526 of the EISA. The Environmental Assessment will aid DLA Energy in defining the effects of its current mobility fuels purchasing program, and determine whether a modification to this program would bring an improved environmental outcome without consequences to DLA Energy's mission to support the Warfighter with comprehensive Energy solutions in the most effective and efficient manner possible. This notice serves as an announcement of scoping. As such, comments are sought from the public, government agencies, and other interested persons and organizations. Scoping is used to gain insight into the issues to be addressed and to identify other significant issues related to the proposed actions. All comments submitted during scoping will be considered by DLA Energy. There is always the possibility that DLA Energy might proceed to prepare an Environmental Impact Statement for the proposed actions instead of an Environmental Assessment. If this occurs, comments submitted now will be considered for any Environmental Impact Statement that is developed.

The Office of Trade and Labor Affairs (OTLA) gives notice that on June 10, 2011, Submission 2011-01 was accepted for review pursuant to Article 15.4.2 of Chapter Fifteen (the Labor Chapter) of the BahrainUnited States Free Trade Agreement. The submission was filed with OTLA on April 21, 2011, by the American Federation of Labor and Congress of Industrial Organizations, with a statement from the General Federation of Bahrain Trade Unions. The submission alleges the Government of Bahrain has violated Article 15.1.1 of the Labor Chapter of the BahrainUnited States Free Trade Agreement by failing to fulfill its obligations and commitments under the International Labour Organization Declaration on Fundamental Principles and Rights at Work and its Follow-up with regard to the rights of association and non-discrimination against trade unionists. These allegations were supported by specific factual descriptions which, if substantiated, could demonstrate that the Government of Bahrain's actions were inconsistent with its commitments under the Labor Chapter. The objectives of the review of the submission will be to gather information so that OTLA can better understand and publicly report on the U.S. Government's views regarding whether the Government of Bahrain's actions were consistent with the obligations set forth in the Labor Chapter of the BahrainUnited States Free Trade Agreement.

The Department of Homeland Security is updating and re- publishing the previously established Privacy Act system of records notice published in the Federal Register on January 16, 2007 for the Department of Homeland Security U.S. Citizenship and Immigration Services, Immigration and Customs Enforcement, and the Customs and Border Protection Alien File, Index, and National File Tracking System of Records. This system of records contains information regarding transactions involving an individual as he/she passes through the U.S. immigration and inspection process, some of which may also be covered by separate systems of records notices. This system of records contains personally identifiable information such as the individual's name, Alien Registration Number, receipt file number, date and place of birth, date and port of entry, as well as the location of each official Alien File. It may also contain other personal identifiers such as an individual's social security number. The Department of Homeland Security is updating the Department of Homeland Security United States Citizenship and Immigration Services001 Alien File and Central Index System to be renamed Department of Homeland Security U.S. Citizenship and Immigration Services, Immigration and Customs Enforcement, Customs and Border Protection001 Alien File, Index, and National File Tracking System of Records with the following substantive changes: (1) The addition of new routine uses to allow the Department of Homeland Security to share information from the system; (2) an update to the classification level of the system and to provide notice that the system may contain classified records; and (3) a proposed exemption from certain provisions of the Privacy Act for records that are classified. Additionally, this notice includes non-substantive changes to simplify the formatting and text of the previously published notice and improve the public's understanding of the system. To propose the additional exemption, the Department of Homeland Security is also giving concurrent notice of proposed rulemaking pursuant to the Privacy Act of 1974 for the Department of Homeland Security U.S. Citizenship and Immigration Services, Immigration and Customs Enforcement, Customs and Border Protection001 Alien File, Index, and National File Tracking System of Records. Notice is hereby given that on May 16, 2011, the Department of Health and Human Services (HHS) Debarring Official, on behalf of the Secretary of HHS, issued a final notice of debarment based on the misconduct in science and research misconduct findings of the Office of Research Integrity (ORI) in the following case: Philippe Bois, Ph.D., St. Jude Children's Research Hospital: Based on the findings of an investigation report by St. Jude Children's Research Hospital (St. Jude) and additional analysis conducted by ORI during its oversight review, ORI found that Philippe Bois, Ph.D., former postdoctoral fellow, Department of Biochemistry, St. Jude, engaged in misconduct in science and research misconduct in research funded by National Institute of General Medical Sciences (NIGMS), National Institutes of Health (NIH), grant R01 GM071596, and National Cancer Institute (NCI), NIH, grants P30 CA021765, P01 CA071907, R01 CA072996, and R01 CA100603. ORI found that the Respondent knowingly and intentionally falsified data reported in two (2) papers:

Pursuant to Section 10(a), Public Law 92-463, as amended, notice is hereby given of a forthcoming meeting of the Defense Department Advisory Committee on Women in the Services (DACOWITS). The purpose of the meeting is for the Committee to receive briefings from the Sexual Assault Prevention and Response Office on their annual report results and comments on the FY11 NDAA. The Defense Manpower Data Center will give the Committee a briefing on the results of their Workplace and Gender Relations survey. Additionally, the Committee will also receive a status update briefing from the Navy on the integration of women into submarines. Finally, OUSD Military Personnel Policy will brief on the laws and policies that restrict the service of female members and the plans for a new Working Group on women's issues. The meeting is open to the public, subject to the availability of space.
