In compliance with section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Pentagon Force Protection Agency announces the proposed extension of a public information collection and seeks public comment on the provisions thereof. Defense Health Board (DHB); DoD Task Force on the Prevention of Suicide by Members of the Armed Forces
Pursuant to the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix as amended), the Sunshine in the Government Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, and in accordance with section 10(a)(2) of Public Law, DoD announces that the DoD Task Force on the Prevention of Suicide by Members of the Armed Forces will meet on January 15, 2010. Enhancing Airline Passenger Protections
The Department of Transportation is issuing a final rule to enhance airline passenger protections in the following ways: By requiring air carriers to adopt contingency plans for lengthy tarmac delays and to publish those plans on their Web sites; by requiring air carriers to respond to consumer problems; by deeming continued delays on a flight that is chronically late to be unfair and deceptive in violation of 49 U.S.C. 41712; by requiring air carriers to publish information on flight delays on their Web sites; and by requiring air carriers to adopt customer service plans, to publish those plans on their Web sites, and audit their own compliance with their plans. The Department took this action on its own initiative in response to the many instances when passengers have been subject to delays on the airport tarmac for lengthy periods and also in response to the high incidence of flight delays and other consumer problems.
Medicaid and CHIP Programs; Initial Core Set of Children's Healthcare Quality Measures for Voluntary Use by Medicaid and CHIP Programs
This notice identifies and solicits public comments on the initial, recommended core set of children's health care quality measures for voluntary use by State programs administered under titles XIX and XXI of the Social Security Act, health insurance issuers and managed care entities that enter into contracts with Medicaid and Children's Health Insurance Programs, and providers of items and services under these programs, in accordance with the Children's Health Insurance Program Reauthorization Act of 2009 (Pub. L. 111-3). This notice also discusses steps already underway to facilitate the programs' voluntary use of the children's health care quality measures. In addition, this notice solicits comments on how the steps might be enhanced, and recommendations for additional steps to facilitate use of the measures.

Science and Technology Reinvention Laboratory Personnel Management Demonstration Project, Department of the Army, Army Research, Development and Engineering Command, Edgewood Chemical Biological Center (ECBC)
Section 342(b) of Public Law 103-337, as amended, authorizes the Secretary of Defense to conduct personnel demonstration projects at Department of Defense (DoD) laboratories designated as Science and Technology Reinvention Laboratories (STRLs). The above-cited legislation authorizes DoD to conduct demonstration projects to determine whether a specified change in personnel management policies or procedures would result in improved Federal personnel management. Section 1107 of Public Law 110-181 as amended by section 1109 of Public Law 110-417 requires the Secretary of Defense to execute a process and plan to employ the Department's personnel management demonstration project authorities found in title 5 United States Code (U.S.C.) section 4703 at the STRLs enumerated in 5 U.S.C. 9902(c)(2), as redesignated in section 1105, Public Law 111-84, and 73 Federal Register (FR) 73248 to enhance the performance of these laboratories. The ECBC is listed as one of the designated STRLs.
Opportunity for Co-Sponsorship of the President's Challenge Physical Activity and Fitness Awards Program
The Office of the President's Council on Physical Fitness and Sports (PCPFS) announces the opportunity for non-Federal public and private sector entities to co-sponsor and administer a series of financially self-sustaining activities related to the President's Challenge Physical Activity and Fitness Awards Program (President's Challenge). Minimum Standards for Driver's Licenses and Identification Cards Acceptable by Federal Agencies for Official Purposes
Pursuant to the Department of Homeland Security's REAL ID regulations, States must be in material compliance with the REAL ID ACT of 2005, 49 U.S.C. 30301 note, by January 1, 2010. This final rule stays that date. Any new material compliance dates will be announced in a future Federal Register document.

Federal Advisory Committee Meeting; Military Leadership Diversity Commission (MLDC); Correction
The Office of the Secretary of Defense published a document in the Federal Register on December 17, 2009 (74 FR 66959), announcing a Military Leadership Diversity Commission (MLDC) meeting on January 14 and 15, 2010. That document contained the correct agenda but the specific agenda topic (Promotion) is incorrect and is corrected in this notice. The dates, times, and meeting location are correct.
Privacy Act of 1974; U.S. Immigration and Customs Enforcement, DHS/ICE-004 Bond Management Information System (BMIS) System of Records
In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to amend a U.S. Immigration and Customs Enforcement system of records titled DHS/ICE-004 Bond Management Information System (Sept. 11, 2008) to expand the categories of records. The categories of records have been updated to include the collection of certain additional information about individuals who post cash bonds for the release of detained aliens in the custody of U.S. Immigration and Customs Enforcement.

Extension of Provider Reimbursement Demonstration Project for the State of Alaska
This notice provides an extension of the demonstration project in the State of Alaska for individual provider payment rates. Under the demonstration, payment rates for physicians and other non-institutional individual professional providers in the State of Alaska have been set at a rate higher than the Medicare rate. Further, the enhanced portion of the State of Alaska demonstration that provides for reimbursement of 101 percent of reasonable costs for inpatient and outpatient facilities of Critical Access Hospitals (CAHs) is terminated because it is no longer necessary based on publication of the TRICARE Reimbursement of CAHs final rule (74 FR 44752) on August 31, 2009.
Notice of an Extension of a TRICARE Demonstration Project for the State of Alaska
This notice advises interested parties of the extension of a Military Health System (MHS) demonstration project entitled ``TRICARE Demonstration Project for the State of Alaska.'' The original demonstration notice was published on May 18, 2004 (69 FR 28124-28125), and described a demonstration project to exempt the underwriting provisions for the cost of civilian health care in the State of Alaska from the TRICARE managed care support contract for the Western Region. The demonstration was to be conducted for up to 5 years after the start of health care delivery under the contract and therefore, was scheduled to end on March 31, 2009. On February 23, 2009, a notice was published in the Federal Register (74 FR 8068-8069) to extend the demonstration for 1 additional year. As the rulemaking process has not yet been completed, the demonstration project will now be extended for 1 additional year (March 31, 2011).

TRICARE Over-the-Counter Drug Demonstration Project
This notice is to advise interested parties of modifications to and an extension of the demonstration project entitled ``TRICARE Over-the-Counter Drug Demonstration Project.'' The original demonstration notice was published on June 15, 2007 (72 FR 33208; FR Doc. E7-11558) and described a demonstration project to evaluate the costs/benefits and beneficiary satisfaction of providing OTC drugs under the pharmacy benefits program when the selected OTC drugs are determined to be clinically effective. The demonstration was to be conducted until the implementation of the combined TRICARE mail and retail contract (TPharm) which will be November 4, 2009. This demonstration project will now be modified and extended for three additional years (November 4, 2012).

Civilian Health and Medical Program of the Uniformed Services (CHAMPUS)/TRICARE: Inclusion of Retail Network Pharmacies as Authorized TRICARE Providers for the Administration of TRICARE Covered Vaccines
This interim final rule allows a TRICARE retail network pharmacy to be an authorized provider for the administration of three TRICARE-covered vaccines in the retail pharmacy setting. The three immunizations are H1N1 vaccine, seasonal influenza vaccine, and pneumococcal vaccine. In addition, this interim final rule solicits public comment on also including other TRICARE-covered immunizations in the future for which retail network pharmacies will be authorized providers. As part of DoD preparations for a possible public health emergency involving H1N1 influenza this fall and winter, this is being issued as an interim final rule.
Meeting of the Uniform Formulary Beneficiary Advisory Panel
Under the provisions of the Federal Advisory Committee Act of 1972 (title 5, United States Code (U.S.C.), Appendix, as amended) and the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended) the Department of Defense announces that the Uniform Formulary Beneficiary Advisory Panel (hereafter referred to as the Panel) will meet on January 14, 2010. During the meeting the Panel will review and comment on recommendations made to the Director, TRICARE Management Activity, by the Pharmacy and Therapeutics Committee regarding the Uniform Formulary.

The above-mentioned invention is assigned to the United States Government as represented by the National Security Agency.
