Pursuant to the Federl Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Sunshine in the Government Act of 1976 (5 U.S.C. 552b, as amended) and 41 Code of Federal Regulations (CFR) Sec. Sec. 102-3.140 through 160, the Department of Defense announces the following committee meeting: Name of Committee: Department of Defense Task Force on the Future of Military Health Care, a duly established subcommittee of the Defense Health Board. Date of Meeting: October 3, 2007. Time of Meeting: 9 a.m. to 3 p.m. Place of Meeting: National Transportation Safety Board Conference Center, 429 L'Enfant Plaza, Washington, DC 20594. Purpose of Meeting: To obtain, review, and evaluate information related to the Task Force's congressionally-directed mission to examine matters relating to the future of military health care. The Task Force members will receive briefings on topics related to the delivery of military health care during the public meeting. Agenda: Discussion topics will include: Military and Civilian Personnel Mix; Managing Health Care Needs of Medicare-Eligible Beneficiaries. Prior to the public meeting the Task Force will conduct a Preparatory Work Meeting from 8 a.m.-8:50 a.m. to solely analyze relevant issues and facts in preparation for the Task Force's next public meeting. In addition, the task Force, following its public meeting, will conduct an addditional Preparatory Work Meeting from 3:10 p.m. to 4:10 p.m. to analyze relevant issues and facts in preparation for the Task Force's next public meeting. Both Preparatory Meetings will be held at the National Transportation Safety Board Conference Center, and pursuant to 41 Code of Federal Regulations, Part 102- 3.160(a), both Preparatory Work Meetings are closed to the public. This final rule implements section 713 of the National Defense Authorization Act for Fiscal Year 2006 (NDAA for FY06), Public Law 109- 163. The rule provides eligibility for survivor benefits under the TRICARE Dental Program (TDP) to include the active duty spouse of a member who dies while on active duty for a period of more than 30 days who subsequently separates from active duty during the three-year transitional survivor period.

This Notice is provided pursuant to section 2905(b)(7)(B)(ii) of the Defense Base Closure and Realignment Act of 1990. It provides a partial list of military installations closing or realigning pursuant to the 2005 Defense Base Closure and Realignment (BRAC) Report. It also provides a corresponding listing of a successor Local Redevelopment Authority (LRA) for Fort Monroe, Virginia recognized by the Secretary of Defense, acting through the Department of Defense Office of Economic Adjustment (OEA), as well as the point of contact, address, and telephone number for the successor LRA for this installation. Representatives of state and local governments, homeless providers, and other parties interested in the redevelopment of the installation should contact the person or organization listed. The following information will also be published simultaneously in a newspaper of general circulation in the area of the installation. There will be additional Notices providing this same information about LRAs for other closing or realigning installations where surplus government property is available as those LRAs are recognized by the OEA.

Under the provisions of the Federal Advisory Committee Act of 1972, (5 U.S.C. appendix, as amended), the government in the sunshine Act of 1976 (5 U.S.C. 552b, as amended),k and 41 CFR 102-3.55, the Department of Defense gives notice that it will terminate the charter for the U.S. Southern Command Advisory Group on September 30, 2007. The committee's charter was filed April 2, 2007; however, changing priorities within the U.S. Southern Command have negated the need for this advisory committee. The Department of Defense did not expend any funds on this committee nor did it approve the appointment of any committee members.

Pursuant to the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Sunshine in the Government Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, The Defense Task Force on Sexual Assault in the Military Services published a document in the Federal Register of August 14, 2007 concerning the Place of Meeting, Date, Time and Purpose of the Meeting. Due to scheduling changes beyond the control of the Task Force the schedule for the Task Force's September 19, 2007 administrative working meeting must be changed. Since these changes were subsequent to the Task Force publishing its meeting notice in the Federal Register, the Committee Management Officer for the Department of Defense, pursuant to 41 CFR 102-3.150(b), waives the 15-calendar day notification requirement. The purpose for the administrative working meeting remains unchanged and, pursuant to 41 CFR 102-3.160(b), the meeting is closed to the public.

At the meeting, the Defense Science Board Task Force will: Assess the sufficiency of support for U.S. military forces by current and planned intelligence, surveillance and reconnaissance systems. The task force's findings and recommendations, pursuant to 41 CFR 102-3.140 through 102-3.165, will be presented and discussed by the membership of the Defense Science Board prior to being presented to the Government's decision maker. The Department of Defense (the Department or DoD) is amending 32 CFR by adding new regulations to implement the consumer protections provisions of Public Law 109-364, the John Warner National Defense Authorization Act for Fiscal Year 2007, section 670, ``Limitations on Terms of Consumer Credit Extended to Service Members and Dependents'' (October 17, 2006). Section 670 requires the Secretary of Defense to prescribe regulations to carry out the new section. The final rule regulates the terms of certain credit extensions to active duty service members and their dependents.

Pursuant to the provisions of the Federal Advisory Committee Act, notice is hereby given of meetings of the Invasive Species Advisory Committee. The purpose of the Advisory Committee is to provide advice to the National Invasive Species Council, as authorized by Executive Order 13112, on a broad array of issues related to preventing the introduction of invasive species and providing for their control and minimizing the economic, ecological, and human health impacts that invasive species cause. The Council is co-chaired by the Secretary of the Interior, the Secretary of Agriculture, and the Secretary of Commerce. The duty of the Council is to provide national leadership regarding invasive species issues. The purpose of a meeting on October 1-3, 2007 is to convene the full Advisory Committee and to discuss implementation of action items outlined in the National Invasive Species Management Plan, which was finalized on January 18, 2001.

Time: 8 a.m. to 5 p.m. Purpose of Meeting: At this meeting, the Committee will receive classified briefings by MDA senior staff, Program Managers, senior DoD leaders, representatives from industry and the Services on the appropriate role for MDA in Cruise Missile Defense (CMD). The mission of the MDAC is to provide the Department of Defense advice on all matters relating to missile defense, including system development, technology, program maturity and readiness of configurations of the Ballistic Missile Defense System to enter the acquisition process. Proposed Agenda: Topics tentatively scheduled for discussion includes, but is not limited to administrative work; responsibilities for CMD development; current MDA CMD capabilities and responsibilities; review of governing directives; and CMD capabilities development programs for the Services.
