The Department is changing the due dates for comments and reply comments on the legal and policy questions presented by a petition submitted by Hawaiian Airlines for a declaratory order regarding an Executive Order issued by the Honorable Togiola T.A. Tulafono, the Governor of American Samoa. The Governor's order proposes to block Hawaiian from continuing to serve American Samoa if another airline replaces Hawaiian's service between Honolulu and Pago Pago. Comments will now be due October 31, and reply comments will be due November 21, 2006.

Pursuant to the Privacy Act of 1974, the Department of Homeland Security, Office of Security, proposes to add a new system of records to the Department's inventory, entitled ``Office of Security File System.'' This system will support the administration of a program which provides security for the Department by safeguarding and protecting the Department's personnel, property, facilities, and information.

The Department of Defense published proposed changes to the Manual for Courts-Martial (2005 ed.) on August 10, 2006, in the Federal Register (Volume 71, Number 154)] [Notices] [Page 45780-45797]. This announcement modifies that former publication to include information concerning submitting comments, and extends the time period for submission.

This notice announces an upcoming meeting of the Delaware & Lehigh National Heritage Corridor Commission. Notice of this meeting is required under the Federal Advisory Committee Act (Pub. L. 92-463).

In accordance with the provisions of the Federal Advisory Committee Act, this notice announces the annual meeting of the Department of Defense Historical Advisory Committee. The committee will conduct reports from Army and Navy Historical Advisory Committees for future submission to higher authority. The meeting will be open to the public.

The Threat Reduction Advisory Committee will meet in closed session on Thursday, November 2, 2006, at the Defense Threat Reduction Agency (DTRA), and on Friday, November 3, 2006 in the Pentagon, Washington, DC. The mission of the Committee is to advise the Under Secretary of Defense (Acquisition, Technology and Logistics) on technology security, combating Weapons of mass destruction, chemical and biological defense, transformation of the nuclear weapons stockpile, and other matters related to the Defense Threat Reduction Agency's mission. In accordance with Section 10(d) of the Federal Advisory Committee Act, Public Law 92-463, as amended (5 U.S.C. Appendix II), it has been determined that this Committee meeting concerns matters listed in 5 U.S.C. 552b(c)(1), and that accordingly the meeting will be closed to the public.

The Department is inviting all interested persons to comment on a petition submitted by Hawaiian Airlines for a declaratory order regarding an Executive Order issued by the Honorable Togiola T.A. Tulafono, the Governor of American Samoa, that proposes to bar Hawaiian from continuing to serve American Samoa if the Governor finds another airline that will provide service between Honolulu and Pago Pago.

This final rule amends the February 2004 Interim Rule establishing uniform procedures to implement the Critical Infrastructure Information Act of 2002. These procedures govern the receipt, validation, handling, storage, marking, and use of critical infrastructure information voluntarily submitted to the Department of Homeland Security. The procedures are applicable to all Federal, State, local, and tribal government agencies and contractors that have access to, handle, use, or store critical infrastructure information that enjoys protection under the Critical Infrastructure Information Act of 2002.

The Defense Policy Board Advisory Committee will meet in closed session on September 21, 2006 from 0800 hrs until 1830 at the State Department, Washington, DC and September 22, 2006 from 0800 hrs until 1400 at the Pentagon. The purpose of the meeting is to provide the Secretary of Defense, Deputy Secretary of Defense and Under Secretary of Defense for Policy with independent, informed advice on major matters of defense policy. The Board will hold classified discussions on national security matters. In accordance with Section 10(d) of the Federal Advisory Committee Act, Public Law No. 92-463, as amended [5 U.S.C. App II (1982)], it has been determined that this meeting concerns matters listed in 5 U.S.C. Sec. 552B(c)(1)(1982), and that accordingly this meeting will be closed to the public.

This document amends the delegations of authority from the Secretary of Agriculture to the Under Secretary for Farm and Foreign Agricultural Services (FFAS) and to the Administrator, Farm Service Agency (FSA), to implement cooperative agreements for Conservation Programs carried out by FSA and to implement the Grassroots Source Water Protection Programs as authorized by section 1240O of the Food Security Act of 1985 (1985 Act).

This notice announces a public notice of the signing of a Memorandum of Understanding (MOU) between the U.S. Department of Defense and the U.S. Fish and Wildlife Service to Promote the Conservation of Migratory Birds. Pursuant to Executive Order 13186 (January 17, 2001), ``Responsibilities of Federal Agencies to Protect Migratory Birds,'' this MOU outlines a collaborative approach to promote the conservation of migratory bird populations. This MOU identifies specific activities where cooperation between the Parties will contribute substantially to the conservation of migratory birds and their habitats. It does not authorize the ``take'' of migratory birds. Take, as defined in 50 CFR 10.12, includes the pursuit, hunting, shooting, wounding, killing, trapping, capturing, collecting, or attempting to pursue, hunt, shoot, wound, kill, trap, capture, or collect. The Department of Transportation is directing all interested persons to show cause why it should not issue an order finding Partner Aviation Enterprises d/b/a Empire Airways fit, willing, and able, and awarding it a commuter air carrier authorization to engage in scheduled passenger air transportation as a commuter air carrier.

The Defense Business Board (DBB) will meet in open session on Wednesday, September 6, 2006 at the Pentagon, Washington, DC from 9:30 a.m. until 10 a.m. The mission of the DBB is to advise the Secretary of Defense on effective strategies for implementation of best business practices of interest to the Department of Defense. At this meeting, the Board will deliberate on their findings and recommendations related to Military Health System Governance and to the Alignment and Configuration of Business Activities.

The Department is rescinding the February 5, 1992, CAP Water Reallocation Decision that modified the March 24, 1983, CAP Water Allocation Decision. The Department is publishing a Final Decision of CAP Water Reallocation in accordance with the Arizona Water Settlements Act (Settlements Act).

This final rule implements 10 U.S.C. 1079(p), as added by section 722(b) of the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001. The rule provides coverage for medical care for active duty family members who reside with an active duty member of the Uniformed Services assigned to remote areas and eligible for the program known as TRICARE Prime Remote. Active duty family members who enroll in TRICARE Prime Remote for Active Duty Family Members (TPRADFM) will enjoy benefits generally comparable to TRICARE Prime enrollees including access standards, benefit coverage, and cost-shares. This final rule also implements Section 702 of the NDAA for FY 2003, which establishes circumstances under which dependents of Reserve Components and National Guard members called to active duty in support of contingency operations may enroll in TRICARE Prime Remote for Active Duty Family Members, and dependents of TRICARE Prime Remote service members may remain enrolled when the service member receives orders for an unaccompanied follow-on assignment. Finally, this final rule establishes circumstances under which eligible beneficiaries may enroll in TRICARE Prime for a period of less than 1 year.
