Prevailing Rate Systems; Redefinition of Certain Nonappropriated Fund Federal Wage System Wage Areas
This rule amends the geographic boundaries of several nonappropriated fund (NAF) Federal Wage System (FWS) wage areas. Based on consensus recommendations of the Federal Prevailing Rate Advisory Committee (FPRAC), the U.S. Office of Personnel Management (OPM) is defining Lee County, Florida, as an area of application county to the Hillsborough, FL, NAF FWS wage area; Leon County, FL, as an area of application county to the Lowndes, Georgia, NAF FWS wage area; Fulton County, GA, as an area of application county to the Cobb, GA, NAF FWS wage area; and Lane County, Oregon, as an area of application county to the Pierce, Washington, NAF FWS wage area. These changes are necessary because there are NAF FWS employees working in these four counties, and the counties are not currently defined in regulation to NAF wage areas. In addition, OPM is removing Mississippi County, Arkansas, from the wage area definition of the Shelby, Tennessee, NAF FWS wage area because there are no longer NAF FWS employees working in the county.

The President's Commission on White House Fellowships (PCWHF) was established by an Executive Order in 1964. The PCWHF is an advisory committee composed of Special Government Employees appointed by the President. The Advisory Committee meets in June to interview potential candidates for recommendation to become a White House Fellow. The meeting is closed. Based on consensus recommendations of the Federal Prevailing Rate Advisory Committee (FPRAC), the U.S. Office of Personnel Management (OPM) would define Brown County, Wisconsin, as an area of application county to the Lake, Illinois, NAF FWS wage area; Forsyth County, North Carolina, as an area of application to the Cumberland, NC, NAF FWS wage area; and Mecklenburg County, NC, as an area of application to the Richland, South Carolina, NAF FWS wage area. These changes are necessary because there are NAF FWS employees working in these three counties, and the counties are not currently defined in regulation to NAF wage areas.

Submission for OMB Emergency Review and 60-Day Notice for Comment for Existing Information Collection Requests
The Office of Personnel Management (OPM) has submitted to the Office of Management and Budget (OMB) a request for emergency clearance and review for existing information collection requests for the following OPM surveys: Customer Satisfaction Survey; Organizational Assessment Survey, Federal Employee Viewpoint Survey, Exit Survey, and New Leaders Onboarding Assessment; and the OPM Leadership 360TM. Approval of these surveys is necessary to collect information on Federal agency performance, climate, engagement, and leadership effectiveness. This also serves as the 60-Day Notice for review for full clearance.
