On behalf of the President's Pay Agent, the U.S. Office of Personnel Management is issuing final regulations on the locality pay program for General Schedule employees. Originally published on September 28, 2009, as an interim rule with a request for comments, the regulations moved the McGuire Air Force Base, NJ, and Fort Dix, NJ, Philadelphia locality pay area portions of the new Joint Base McGuire- Dix-Lakehurst, from the Philadelphia locality pay area to the New York locality pay area. We received no comments on the interim rule and adopt the final rule without change. We are also adding a corresponding note to the definition of the Philadelphia locality pay area to clarify that the Joint Base is not part of the Philadelphia locality pay area and changing titling of the Portland, OR, locality pay area to correspond to a change in the name of the Portland Metropolitan Statistical Area.

L. 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) has submitted to the Office of Management and Budget (OMB) a request for review of a revised information collection. ``Application for Death BenefitsFERS'' (OMB Control No. 3206-0172; Standard Form 3104), is used by persons applying for death benefits which may be payable under FERS because of the death of an employee, former employee, or retiree who was covered by FERS at the time of his/her death or separation from Federal Service. ``Documentation and Elections in Support of Application for Death Benefits when Deceased was an Employee at the Time of Death FERS'' (OMB Control No. 3206-0172; Standard Form 3104B), is used by applicants for death benefits under FERS if the deceased was a Federal employee at the time of death.

The Office of Personnel Management (OPM) is providing notice of adjusted present value factors applicable to retirees under the Civil Service Retirement System (CSRS) who elect to provide survivor annuity benefits to a spouse based on post-retirement marriage and to retiring employees who elect the alternative form of annuity, owe certain redeposits based on refunds of contributions for service before October 1, 1990, or elect to credit certain service with nonappropriated fund instrumentalities. This notice is necessary to conform the present value factors to changes in demographic factors adopted by the Board of Actuaries of the Civil Service Retirement System.

The Office of Personnel Management will hold a public meeting on June 25, 2010, as part of its hiring reform initiative to hear and consider views on whether normal, competitive hiring is an effective avenue for bringing recent college graduates into the Federal workforce. On May 11, 2010, President Obama issued a Memorandum for the Heads of Executive Departments and Agencies in which he stated that ``the Federal Government must recruit and hire highly qualified employees and public service should be a career of choice for the most talented Americans.'' This public meeting will constitute one phase of that initiative.

These changes implement Section 1 of the President's June 17, 2009, Memorandum on Federal Benefits and Non-Discrimination and help ensure that agencies consider the needs of a diverse workforce and provide employees the broadest possible support to help them balance their work, personal, and family obligations.

Federal Employees Health Benefits Program; Medically Underserved Areas for 2011

The U.S. Office of Personnel Management (OPM) has completed its annual determination of the States that qualify as Medically Underserved Areas under the Federal Employees Health Benefits (FEHB) Program for calendar year 2011. This is necessary to comply with a provision of the FEHB law that mandates special consideration for enrollees of certain FEHB plans who receive covered health services in States with critical shortages of primary care physicians. Accordingly, for calendar year 2011, the following states are Medically Underserved Areas under the FEHB Program: Alabama, Arizona, Idaho, Illinois, Kentucky, Louisiana, Mississippi, Missouri, Montana, New Mexico, North Dakota, Oklahoma, South Carolina, South Dakota, and Wyoming. Oklahoma has been added for the 2011 calendar year.

L. 10413, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) intends to submit to the Office of Management and Budget (OMB) a request for review of a new information collection. ``Request for Case Review for Enhanced Disability Annuity Benefit'' (OMB Control No. 3206-0XXX). Due to recent court orders, the Office of Personnel Management (OPM) must compute, or recomputed as applicable, the disability annuities for individuals who performed service as law enforcement officers, firefighters, nuclear materials carriers, Customs and Border Patrol officers, members of the Capitol and the Supreme Court police, Congressional employees, members of Congress, and air traffic controllers. Because these court orders were handed down long after some of the affected individuals retired and/or died and they are not identified in the OPM computer systems, it is necessary for these individuals to self-identify. Form RI 20-123 is needed on the OPM website so these individuals and their survivors can make the request.

Federal Long Term Care Insurance Program: Eligibility Changes

The U.S. Office of Personnel Management (OPM) is issuing a final regulation to expand eligibility to apply for coverage under the Federal Long Term Care Insurance Program (FLTCIP). Under this regulation, the definition of ``qualified relative'' is expanded to cover the same-sex domestic partners of eligible Federal and U.S. Postal Service employees and annuitants.
