Proposed Agency Information Collection
The Department of Energy (DOE) has submitted to the Office of Management and Budget (OMB) for clearance, a proposal for collection of information under the provisions of the Paperwork Reduction Act of 1995. The proposed collection will collect data from industry members in order to identify new and improved research capabilities and tools that would be valuable to the solar industry and opportunities for, and barriers to, national laboratory and industry collaboration on technology development and transfer in those high-value areas.
Proposed Agency Information Collection Extension
The Department of Energy (DOE), pursuant to the Paperwork Reduction Act of 1995, intends to extend for three years an information collection request with the Office of Management and Budget (OMB). Comments are invited on: (a) Whether the extended collection of information is necessary for the proper performance of the functions of DOE, including whether the information shall have practical utility; (b) the accuracy of DOE's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.
Notice of Public Scoping, Request for Comment, and Announcement of Public Scoping Meeting for the U.S. Department of Energy Environmental Assessment for Project Icebreaker (DOE/EA-2045)
The U.S. Department of Energy (DOE) is proposing to authorize the expenditure of federal funding for the design, construction, operation, maintenance, and decommissioning of ``Project Icebreaker,'' a 20-megawatt offshore wind renewable energy project that would be located in Lake Erie, approximately 8 miles off Cleveland, Ohio. The proposed project would consist of up to six wind turbine generators and the necessary electrical transmission facilities (i.e. underwater and underground cable) to connect to the Cleveland Public Power Lake Road Substation. The Army Corps of Engineers (USACE) anticipates receiving an application pursuant to Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act for the proposed project. The U.S. Coast Guard (USCG) is responsible for reviewing impacts related to navigation and the USCG mission. Pursuant to the requirements of the National Environmental Policy Act (NEPA), DOE is preparing an Environmental Assessment (EA) to identify and analyze potential impacts to the human environment that may occur if DOE authorizes the expenditure of federal funding in support of Project Icebreaker. The USACE and the USCG are cooperating agencies in preparation of the EA. DOE is requesting public input on the scope of the EA for Project Icebreaker. Proposed Agency Information Collection
The Department of Energy (DOE) has submitted to the Office of Management and Budget (OMB) for clearance a proposal for collection of information under the provisions of the Paperwork Reduction Act of 1995. The proposed collection will gather opinions of experts in industry and other organizations regarding the impact on the development and diffusion of energy-efficient technologies and techniques in the construction of residential buildings of DOE/EERE Building Technologies Office (BTO) investments. Expert opinions are necessary to characterize expected patterns of technology development and diffusion in the absence of DOE investments, and so (by comparing these expectations with actual observations) estimate the difference DOE investments have made. This information is needed by DOE for budget justification and strategic planning. Respondents will include representatives of production builder companies (including companies that received DOE R&D funding and companies that received no direct funding from DOE).
Notice of Petition for Waiver of Dyson, Inc. From the Department of Energy Battery Chargers Test Procedures and Grant of Interim Waiver
This notice announces receipt of and publishes a petition for waiver from Dyson, Inc. (Dyson) seeking an exemption from specified portions of the U.S. Department of Energy (DOE) test procedure for determining the energy consumption of battery chargers. The waiver request pertains to the battery chargers in Dyson's robotic vacuum cleaner model RB01, marketed as the Dyson 360-Eye (Robot). In its petition, Dyson contends that in order to provide the user with the advanced setting and management features of the Robot, the relevant functionalities and circuitry have to be powered at all times, and consequently, there is no user-controllable switch to disable those non-battery charging functions as the current DOE test procedure contemplates. Consequently, Dyson seeks to use an alternate test procedure to turn off the Non-Battery Charging Functionalities during the charge and maintenance mode test by isolating a terminal of the battery pack using isolating tape. This notice also announces that DOE has granted Dyson an interim waiver from the DOE battery charger test procedure for its specified robotic vacuum cleaner basic model, subject to use of the alternative test procedure as set forth in this notice. DOE solicits comments, data, and information concerning Dyson's petition and its suggested alternate test procedure.
Notice of Re-Opening Request for Information (RFI): Stakeholder Input on Out-Year Marine and Hydrokinetic Program Strategy
On April 6, 2016, the Water Power Technologies Office within the U.S. Department of Energy (DOE), published a notice in the Federal Register announcing a stakeholder meeting to receive comments on its request for information (RFI) to receive input for DOE's Outyear Marine and Hydrokinetic Program Strategy. Based on requests from several stakeholder to extend the RFI comment period, DOE has decided to reopen the RFI comment period.
