In this notice, the U.S. Department of Energy (DOE) is forecasting the representative average unit costs of five residential energy sources for the year 2012 pursuant to the Energy Policy and Conservation Act. The five sources are electricity, natural gas, No. 2 heating oil, propane, and kerosene.

A notice of availability and request for comments on a revised version of The Guidelines for Home Energy Professionals: Standard Work Specifications for Single Family Energy Upgrades was published in the Federal Register on March 29, 2012. 77 FR 19008. A number of commenters indicated that because of the extent of changes to the revised version from the version previously made publically available, additional time should be provided for review and comment. This notice reopens the comment period on the revised guidelines to provide additional opportunity for public review and comment.

The U.S. Department of Energy (DOE) is hereby granting a nationwide limited waiver of the Buy American requirements of section 1605 of the Recovery Act under the authority of Section 1605(b)(2), (iron, steel, and the relevant manufactured goods are not produced in the United States in sufficient and reasonably available quantities and of a satisfactory quality), with respect to Recovery Act projects funded by EERE for pre-insulated district heating pipe system consisting of thin wall thickness steel pipe meeting the EN13941 standard, bonded to polyurethane foam insulation, bonded to an HDPE jacket, such that all the components operate as a single pipe (including two 1.5 mm squared area copper wires embedded in the insulation for leak detection and location); pre-insulated steel fittings with the same characteristics as the pre-insulated pipe; and pre-insulated maintenance free ball valves with an all welded valve body and a stainless steel valve ball in a spring loaded teflon seat, having the same insulation and jacket characteristics as the pipe.

This notice announces receipt of and publishes the Sanyo E&E Corporation (Sanyo) petition for waiver (hereafter, ``petition'') from specified portions of the U.S. Department of Energy (DOE) test procedure for determining the energy consumption of electric refrigerators and refrigerator-freezers. The waiver request pertains to the hybrid wine chiller/beverage center basic models set forth in Sanyo's petition. In its petition, Sanyo provides an alternate test procedure to test the wine chiller compartment at 55[emsp14][deg]F instead of the prescribed temperature of 38[emsp14][deg]F. DOE solicits comments, data, and information concerning Sanyo's petition and the suggested alternate test procedure.

Today's notice also grants an interim waiver of the dishwasher test procedure. Through this notice, DOE also solicits comments with respect to the BSH petition.
