Notice of Petition for Waiver of Hussmann From the Department of Energy Commercial Refrigerator, Freezer and Refrigerator-Freezer Test Procedure, and Grant of Interim Waiver
This notice announces receipt of and publishes the Hussmann Inc. (Hussmann) petition for waiver and application for interim waiver (hereafter, ``petition'') from the U.S. Department of Energy (DOE) test procedure for determining the energy consumption of commercial refrigerators, freezers and refrigerator-freezers. Today's notice also grants an interim waiver of the commercial refrigerator, freezer and refrigerator-freezer test procedure. Through this notice, DOE also solicits comments with respect to the Hussmann petition.
Nationwide Categorical Waivers Under the American Recovery and Reinvestment Act of 2009 (Recovery Act)
The U.S. Department of Energy (DOE) is hereby granting a nationwide limited waiver of the Buy American requirements of section 1605 of the Recovery Act under the authority of Section 1605(b)(2), (iron, steel, and the relevant manufactured goods are not produced in the United States in sufficient and reasonably available quantities and of a satisfactory quality), with respect to Recovery Act projects funded by EERE for: (1) 5-25 Watt LED Candelabra Bulbs (includes Flame tip, bent tip, A19, S11, G16.5 or G25 clear bulb enclosure); (2) 140 Watt LED fixtures with 10 degree beams capable of illuminating from 100 feet, UL certified; and (3) 27 Watt round LED fixtures, producing 1 foot-candle at 242 feet distance, UL certified. This waiver expires May 1, 2012.
Nationwide Limited Public Interest Waiver Under the American Recovery and Reinvestment Act of 2009 (Recovery Act)
The U.S. Department of Energy (DOE) is hereby granting a nationwide limited waiver of the Buy American requirements of section 1605 of the Recovery Act under the authority of section 1605(b)(1) (amended public interest waiver), with respect to donated manufactured goods.
Request for Information (RFI) Regarding Miscellaneous Residential and Commercial Electrical Equipment
The Department of Energy (DOE) is evaluating the energy use and energy efficiency potential of miscellaneous residential and commercial electrical equipment, including: audio-video equipment, computer systems, household cleaning equipment, imaging equipment, network equipment, personal space heating equipment, thermal household equipment, thermal kitchen equipment, uninterruptible power supplies (UPS), and vertical transport equipment. DOE is requesting information from interested parties regarding product markets, energy use, test procedures, and energy efficient product design.
Proposed Agency Information Collection
The Department of Energy (DOE) invites public comment on a proposed emergency collection of information that DOE is developing for submission to the Office of Management and Budget (OMB) pursuant to the Paperwork Reduction Act of 1995. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.
Decision and Order Granting a Waiver to Samsung From the Department of Energy Residential Refrigerator and Refrigerator-Freezer Test Procedures
The U.S. Department of Energy (DOE) gives notice of the decision and order (Case Nos. RF-018, RF-019) that grants to Samsung Electronics America, Inc. (Samsung) a waiver from the DOE electric refrigerator and refrigerator-freezer test procedures for the basic models set forth in its petitions for waiver in Cases RF-018 and RF- 019. Under today's decision and order, Samsung shall be required to test and rate these refrigerator-freezers using an alternate test procedure that takes their multiple defrost cycles into account when measuring energy consumption.
Wind Plant Performance-Public Meeting on Modeling and Testing Needs for Complex Air Flow Characterization
This notice announces a public meeting for interested parties to provide DOE information on modeling needs and experimental validation techniques for complex flow phenomena in and around off- shore and on-shore utility-scale wind power plants. DOE is requesting this information to support the development of cost-effective wind power deployment.
