Holtec Decommissioning International, LLC; Indian Point Nuclear Generating, Unit Nos. 1, 2, and 3; Post-Shutdown Decommissioning Activities Report
On June 24, 2021, the U.S. Nuclear Regulatory Commission (NRC) noticed receipt of, and solicited public comments on, the post-shutdown decommissioning activities report (PSDAR) for the Indian Point Nuclear Generating, Unit Nos. 1, 2, and 3 (Indian Point Energy Center (IPEC)), submitted by Holtec Decommissioning International, LLC (HDI). The PSDAR, which includes the site-specific decommissioning cost estimate (DCE), provides an overview of HDI's planned activities, schedule, projected costs, and environmental impacts for the decommissioning of the IPEC. The NRC will hold a public meeting to discuss the PSDAR and DCE and to receive comments.
Virginia Electric Power Company; North Anna Power Station, Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Facility Operating License Nos. NPF-4 and NPF-7, issued to Virginia Electric Power Company (VEPCO), for operation of the North Anna Power Station, Units 1 and 2. The proposed amendment would add a new requirement to isolate Primary Grade water from the reactor coolant system within 1 hour following a reactor shutdown from Mode 2. Additionally, it would make an editorial change to Technical Specification (TS) 5.6.5, ``Core Operating Limits Report (COLR).''
Monthly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to section 189.a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular monthly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration (NSHC), notwithstanding the pendency before the Commission of a request for a hearing from any person. This monthly notice includes all amendments issued, or proposed to be issued, from May 27, 2021, to June 24, 2021. The last monthly notice was published on June 15, 2021.
Advisory Committee on the Medical Uses of Isotopes: Reschedule of Public Meeting
The U.S. Nuclear Regulatory Commission (NRC) has rescheduled the public teleconference meeting of the Advisory Committee on the Medical Uses of Isotopes (ACMUI) previously scheduled for July 15, 2021. Systematic Assessment for How the NRC Addresses Environmental Justice in Its Programs, Policies, and Activities
The U.S. Nuclear Regulatory Commission (NRC) is requesting comments as part of its systematic review for how NRC programs, policies, and activities address environmental justice. Specifically, the NRC would like input on how the agency is addressing environmental justice, considering the agency's mission and statutory authority. The information will be used to inform the agency's assessment of how it addresses environmental justice.
Exelon Generation Company, LLC; Braidwood Station, Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of amendments to Renewed Facility Operating License Nos. NPF- 72 and NPF-77, that were issued to Exelon Generation Company, LLC, (licensee) for operation of the Braidwood Station, Units 1 and 2. The proposed amendments are contained in the licensee's letter dated May 27, 2021, and would change technical specifications (TSs) surveillance requirement (SR) 3.7.9.2 to allow an ultimate heat sink (UHS) temperature of less than or equal to 102.8 degrees Fahrenheit ([deg]F) until September 30, 2021.
Replacement Energy Cost Estimates for Nuclear Power Plants: 2020-2030
The U.S. Nuclear Regulatory Commission (NRC) is issuing NUREG- 2242, ``Replacement Energy Cost Estimates for Nuclear Power Plants: 2020-2030.'' This report updates previous estimates of replacement energy costs for potential shutdowns of U.S. nuclear electricity- generating units due to a temporary power reactor outage to implement safety modifications or the loss of generation associated with a possible severe reactor accident. The final NUREG largely, is unchanged from the draft issued for public comment but has been revised to reflect the recent change to retirement dates for Byron Units 1 and 2, and Dresden Units 2 and 3.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an Order approving the application dated November 19, 2020, as supplemented by letter dated April 13, 2021, filed by NorthStar Nuclear Decommissioning Company, LLC (NNDC) and ADP CR3, LLC (ADP CR3), on behalf of themselves, NorthStar Vermont Yankee, LLC (NVY), and their corporate parents related to NorthStar Group Services, Inc (NorthStar). The application sought NRC consent to the indirect transfer of (1) NNDC's licensed authority under, and NVY's licensed ownership of, Renewed Facility Operating License No. DPR-28 for the Vermont Yankee Nuclear Power Station (Vermont Yankee) and the general license for the Vermont Yankee independent spent fuel storage installation (ISFSI); and (2) ADP CR3's licensed authority under Facility Operating License No. DPR-72 for the Crystal River Unit 3 Nuclear Generating Plant (CR3) and the general license for the CR3 ISFSI. Duke Energy Florida, LLC (DEF) will remain the licensed owner of CR3, and the application does not involve any direct or indirect transfer of DEF's license or responsibilities. No physical changes to the Vermont Yankee or CR3 facilities or operational changes were proposed in the application. The application requested NRC consent to these indirect transfers in order to complete an internal reorganization with new intermediary holding companies that would acquire control of NorthStar.

The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of two amendment requests. The amendment requests are for Perry Nuclear Power Plant, Unit 1 and Three Mile Island Nuclear Station, Unit 1. For each amendment request, the NRC proposes to determine that they involve no significant hazards consideration (NSHC). Because each amendment request contains sensitive unclassified non-safeguards information (SUNSI) and safeguards information (SGI), an order imposes procedures to obtain access to SUNSI and SGI for contention preparation by persons who file a hearing request or petition for leave to intervene.

Fuel Qualification for Advanced Reactors
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft NUREG, NUREG-2246, ``Fuel Qualification for Advanced Reactors.'' The purpose of this NUREG report is to provide a fuel qualification assessment framework for use by applicants. Specifically, the framework provides objective criteria, derived from regulatory requirements, that when satisfied, would support regulatory findings for licensing.
PSEG Nuclear, LLC; Exelon Generation Company, LLC; Salem Nuclear Generating Station, Unit No. 2
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of amendments to Renewed Facility Operating License No. DPR- 75, issued to PSEG Nuclear, LLC, for operation of the Salem Nuclear Generating Station, Unit No. 2. The proposed amendments would revise Technical Specification (TS) actions for rod position indicators. This is a one-time change during the current operating cycle to support maintenance on the transformer supplying power to all of the Unit No. 2 rod position indicators.
GE-Hitachi Nuclear Energy Americas, LLC; Morris Operation
The U.S. Nuclear Regulatory Commission (NRC) staff received and is considering an application for the renewal of special nuclear materials (SNM) License No. SNM-2500, which currently authorizes GE- Hitachi Nuclear Energy Americas, LLC (GEH), to possess, transfer, and store radioactive material at the Morris Operation. The renewed license would authorize GEH to continue to store radioactive material for an additional 20 years from May 31, 2022, the expiration date of the current license. Because this license renewal application contains Sensitive Unclassified Non-Safeguards Information (SUNSI), an order imposes procedures to obtain access to SUNSI for contention preparation.
Issuance of Multiple Exemptions in Response to COVID-19 Public Health Emergency
The U.S. Nuclear Regulatory Commission (NRC) issued two exemptions in response to requests from one licensee. The exemptions afford the licensee temporary relief from certain requirements under NRC regulations. The exemptions are in response to the licensee's requests for relief due to the coronavirus 2019 disease (COVID-19) public health emergency (PHE). The NRC is issuing a single notice to announce the issuance of the exemptions.
Plant-Specific, Risk-Informed Decisionmaking: Inservice Testing
The U.S. Nuclear Regulatory Commission (NRC) is issuing Revision 1 to Regulatory Guide (RG) 1.175, ``Plant-Specific, Risk- Informed Decisionmaking: Inservice Testing.'' This RG has been revised to incorporate additional information since Revision 0 was issued, particularly information to be consistent with the terminology and defense-in-depth philosophy provided in RG 1.174, ``An Approach for Using Probabilistic Risk Assessment in Risk-Informed Decisions on Plant-Specific Changes to the Licensing Basis,'' as well as to endorse a standard by the American Society of Mechanical Engineers Boiler and Pressure Vessel Code for Operations and Maintenance.
Palo Verde Nuclear Generating Station, Units 1 and 2 and Independent Spent Fuel Storage Installation; Consideration of Approval of Transfer of Licenses
The U.S. Nuclear Regulatory Commission (NRC, the Commission) received and is considering approval of a license transfer application filed by Arizona Public Service Company (APS), on behalf of the Salt River Project Agricultural Improvement and Power District (SRP) and Public Service Company of New Mexico (PNM) on May 19, 2021. The application seeks NRC approval of the transfer of Renewed Facility Operating License Nos. NPF-41 and NPF-51 for Palo Verde Nuclear Generating Station (Palo Verde), Units 1 and 2, respectively, and the general license for the Palo Verde Independent Spent Fuel Storage Installation (ISFSI) as a result of SRP acquiring PNM's 7.9333330 percent share of the undivided interests in Palo Verde, Unit 1, and 0.7933333 percent share of the undivided interests in Palo Verde, Unit 2, whereby SRP would own a total of 25.423333 percent of the shares in Unit 1, and 18.2833333 percent of the shares in Unit 2, and PNM would own a total of 2.266667 percent of the shares in Unit 1, and 9.4066667 percent of the shares in Unit 2.
Volcanic Hazards Assessment for Proposed Nuclear Power Reactor Sites
The U.S. Nuclear Regulatory Commission (NRC) is issuing a new Regulatory Guide (RG) 4.26, ``Volcanic Hazards Assessment for Proposed Nuclear Power Reactor Sites.'' This RG provides guidance for facilitating the NRC staff's review of volcanic hazards assessments performed by applicants to support the siting of new nuclear power reactors. The RG also provides applicants with the methods and approaches the NRC staff considers acceptable for the assessment of volcanic hazards in license applications for sites with Quaternary volcanoes within the site region or with Quaternary volcanic deposits within the site vicinity.

Duke Energy Carolinas, LLC; Duke Energy; Oconee Nuclear Station, Units 1, 2, and 3
The U.S. Nuclear Regulatory Commission (NRC) has received an application for the subsequent renewal of Renewed Facility Operating License Nos. DPR-38, DPR-47, and DPR-55, which authorize Duke Energy Carolinas, LLC (Duke Energy or the applicant) to operate Oconee Nuclear Station (ONS), Units 1, 2, and 3. The subsequent renewed licenses would authorize the applicant to operate ONS for an additional 20 years beyond the period specified in each of the current renewed licenses. The current renewed operating licenses for ONS expire as follows: Unit 1 on February 6, 2033, Unit 2 on October 6, 2033, and Unit 3 on July 19, 2034.
Revisions to Uniform Low-Level Radioactive Waste Manifest Forms
The U.S. Nuclear Regulatory Commission (NRC) announces the availability of revisions to the NRC Form 540 (Uniform Low-Level Radioactive Waste Manifest (Shipping Paper)), NRC Form 541 (Uniform Low-Level Radioactive Waste Manifest (Container and Waste Description)), and NRC Form 542 (Uniform Low-Level Radioactive Waste Manifest (Manifest Index and Regional Compact Tabulation)). On December 19, 2019, Holtec Decommissioning International, LLC (HDI) submitted to the U.S. Nuclear Regulatory Commission (NRC) a letter enclosing the post-shutdown decommissioning activities report (PSDAR) for the Indian Point Nuclear Generating, Unit Nos. 1, 2, and 3 (Indian Point Energy Center (IPEC)), contingent upon the transfer of the IPEC licenses to HDI. The PSDAR, which includes the site-specific decommissioning cost estimate (DCE), provides an overview of HDI's planned activities, schedule, projected costs, and environmental impacts for the decommissioning of the IPEC. The IPEC license transfer transaction closed on May 28, 2021. Accordingly, the NRC is noticing receipt of the PSDAR and making it available for public comment. The NRC will hold a public meeting in the vicinity of the IPEC to discuss the PSDAR's content and receive comments. The date, time, and location of the meeting will be provided in a future Federal Register notice.

Use of Plant Parameter Envelope in Early Site Permit Applications
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft regulatory guide (DG), DG-4029, ``Use of Plant Parameter Envelope in Early Site Permit Applications.'' DG-4029 is a new regulatory guide that proposes guidance for nuclear power plant applicants that elect to use the plant parameter envelope (PPE) concept to assume certain design parameters for an early site permit (ESP) application when a specific reactor technology has not been selected for a proposed site. It incorporates the PPE portions of NRC Review Standard (RS)-002, ``Processing Applications for Early Site Permits.'' The issuance of this DG allows the NRC staff to withdraw the outdated guidance in RS-002 while retaining the PPE information in it for future use by prospective ESP applicants.
Retrospective Review of Administrative Requirements
The U.S. Nuclear Regulatory Commission (NRC), on February 4, 2020, requested input from its licensees and members of the public on any administrative requirements that may be modified or eliminated without an adverse effect on public health or safety, common defense and security, protection of the environment, or regulatory efficiency and effectiveness. The public comment period ended on May 6, 2020, and the NRC evaluated the comments. This document announces the availability of the comment evaluation summary and provides the status of the NRC's Retrospective Review of Administrative Requirements initiative. The NRC plans to hold a public meeting to discuss the comment evaluation process and answer stakeholder questions.
United Nuclear Corporation Church Rock Project
On November 13, 2020, the U.S. Nuclear Regulatory Commission (NRC) issued for public comment a draft Environmental Impact Statement (EIS) for United Nuclear Corporation's (UNC) license amendment request. The public comment period closed on May 27, 2021. The NRC has decided to re-open the public comment period to allow more time for members of the public to develop and submit their comments. UNC is requesting authorization to amend its license (SUA-1475) to excavate approximately 1 million cubic yards (CY) of mine waste from the Northeast Church Rock Mine Site and dispose of it at the existing mill site in McKinley County, New Mexico. The NRC plans to hold a public meeting in the future to promote full understanding of the contemplated action and facilitate public comment.
Advisory Committee on the Medical Uses of Isotopes: Meeting Notice
The U.S. Nuclear Regulatory Commission (NRC) will convene a public teleconference meeting of the Advisory Committee on the Medical Uses of Isotopes (ACMUI) on July 15, 2021, to discuss the ACMUI Subcommittee on Extravasations and Medical Event Reporting draft report on the NRC staff's preliminary evaluation of whether extravasations merits a change in medical event reporting. Multi-Agency Radiation Survey and Site Investigation Manual, Revision 2
The Department of Defense (DoD), Department of Energy (DOE), Environmental Protection Agency (EPA) and the Nuclear Regulatory Commission (NRC) are announcing for public comment the availability of a draft revision document, entitled the ``Multi-Agency Radiation Survey and Site Investigation Manual'' (MARSSIM). MARSSIM provides information on planning, conducting, evaluating, and documenting environmental radiological surveys of surface soil and building surfaces for demonstrating compliance with regulations. MARSSIM, when finalized as Revision 2, will be a multi-agency consensus document. The agencies are seeking public comment in order to receive feedback from the widest range of interested parties and to ensure that all information relevant to developing the document is received. The agencies will review public comments received on the draft MARSSIM Revision 2 as well as comments from a concurrent, independent, scientific peer review. The Agencies will review comments received during the public comment period and make revisions to the document as appropriate.

Revision of Fee Schedules; Fee Recovery for Fiscal Year 2021
The U.S. Nuclear Regulatory Commission (NRC) is amending the licensing, inspection, special project, and annual fees charged to its applicants and licensees. These amendments are necessary to implement the Nuclear Energy Innovation and Modernization Act (NEIMA), which, beginning with fiscal year (FY) 2021, requires the NRC to recover, to the maximum extent practicable, approximately 100 percent of its annual budget less certain amounts excluded from this fee-recovery requirement. In addition, the NRC is also making improvements associated with fee invoicing to implement provisions of NEIMA.

American Centrifuge Operating, LLC; American Centrifuge Plant
The U.S. Nuclear Regulatory Commission (NRC) is considering the amendment submitted by the American Centrifuge Operating, LLC (ACO) of Special Nuclear Materials (SNM) License SNM-2011 for the American Centrifuge Plant (ACP), a proposed commercial uranium enrichment facilty to be located in Piketon, Ohio. The NRC has prepared an environmental assessment (EA) for this proposed license amendment in accordance with its regulations. Based on the EA, the NRC has concluded that a finding of no significant impact (FONSI) is appropriate. The NRC is also conducting a safety evaluation of the proposed license amendment.
Guidance for Implementation of Changes, Tests, and Experiments
The U.S. Nuclear Regulatory Commission (NRC) is issuing Revision 3 to Regulatory Guide (RG), 1.187. This Revision (i.e., Revision 3) addresses a clarification to the RG in response to post- promulgation comments on RG 1.187, Revision 2. This RG provides licensees with a method that the NRC considers acceptable for use in complying with the Commission's regulations on the process by which licensees, under certain conditions, may make changes to their facilities and procedures as described in the final safety analysis report (FSAR) (as updated) (also referred to as the updated final safety analysis report), and conduct tests or experiments not described in the FSAR (as updated), without obtaining a license amendment pursuant to NRC requirements.

The U.S. Nuclear Regulatory Commission (NRC) is issuing NUREG- 0090, Volume 43, ``Report to Congress on Abnormal Occurrences: Fiscal Year 2020.'' The report describes those events that the NRC or an Agreement State identified as abnormal occurrences (AOs) during fiscal year (FY) 2020, based on the criteria defined by the Commission. The report describes seven events at Agreement State-licensed facilities and two events at NRC-licensed facilities.

Evidence-Building and Evaluation Policy Statement
The U.S. Nuclear Regulatory Commission (NRC) is issuing an Evidence-Building and Evaluation Policy Statement that describes the general standards that guide the NRC's ``evidence-building'' activities, consistent with the Foundations for Evidence-Based Policymaking Act of 2018. The policy statement is intended to provide agency personnel and stakeholders with a clear understanding of the expectations related to the NRC's standards for evidence-building activities, which includes analyses, research, assessments, and evaluations performed by the agency for programmatic, operational, regulatory, and policy decision making. These standards include rigor, relevance and utility, transparency, collaboration, independence and objectivity, and ethics.

On May 3, 2021, the U.S. Nuclear Regulatory Commission (NRC, the Commission) solicited comments on an application for indirect transfer of licenses in the Federal Register. The public comment period was originally scheduled to close on June 2, 2021. The NRC has decided to extend the public comment period until June 23, 2021, to allow more time for members of the public to develop and submit their comments.
