The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Renewed Facility Operating License No. DPR- 50 held by Exelon Generation Company, LLC (Exelon, the licensee) for the operation of Three Mile Island Nuclear Station (TMI), Units 1 and 2, located in Dauphin County, Pennsylvania. The proposed amendment would allow for changes to TMI's Radiological Emergency Plan Annex staffing levels to align with Exelon's standard fleet Emergency Response Organization (ERO) framework. In accordance with the Possession-Only License No. DPR-73 Post-Defueling Monitored Storage Safety Analysis Report for TMI, Unit 2, the emergency plan for Unit 1 is considered to encompass Unit 2. Therefore, an amendment to the Unit 2 license is not required. The NRC is issuing an environmental assessment (EA) and finding of no significant impact (FONSI) associated with the proposed license amendment.

The U.S. Nuclear Regulatory Commission (NRC) has granted the request of the Tennessee Valley Authority (TVA, the licensee) to withdraw its license amendment request (LAR) dated September 16, 2015, as supplemented by letters dated April 15, April 29, May 11, May 25, June 16, August 24, and September 15, 2016, for a proposed amendment to Renewed Facility Operating License (RFOL) Nos. DPR-33, DPR-52, and DPR- 68, for the Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3. The proposed amendment would have revised the BFN, Units 1 and 2 Technical Specifications (TSs) by adding a new specification governing the safety functions for the emergency core cooling system preferred pump logic, common accident signal logic, and the unit priority re-trip logic. In addition, the LAR relocated the BFN, Unit 3, requirements for common accident signal logic and unit priority re-trip logic to a new specification governing the safety functions for the common accident signal logic and the unit priority re-trip logic for consistency with the changes to the BFN, Units 1 and 2, TSs.

This guidance is proposed Revision 1 to Regulatory Guide (RG) 1.206, ``Combined License Applications for Nuclear Power Plants (LWR Edition),'' dated June 2007. This proposed revision of RG 1.206 provides revised guidance for prospective applicants regarding the format and content of applications for new nuclear power plants. The proposed revision reflects the lessons learned regarding the review of nuclear power plant applications since 2007. The major change in this revision is the removal of detailed technical information on the format and content of a safety analysis report. Guidance on moving that information to NUREG-0800, ``Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants: LWR Edition,'' is included in DG-1325.

The purpose of this action is to inform members of the public of the discontinuation of the rulemaking activity and the denial of the PRM, and to provide a brief discussion of the NRC's decision regarding the rulemaking activity and PRM. The rulemaking activity will no longer be reported in the NRC's portion of the Unified Agenda of Regulatory and Deregulatory Actions (the Unified Agenda).

(Honeywell), for its Metropolis Works (MTW) facility, located in Metropolis, Illinois. Honeywell submitted its license renewal application (LRA) by letter dated February 8, 2017. Originally issued on December 17, 1958, the license has been renewed many times, most recently on May 11, 2007. License SUB-526 authorizes Honeywell's MTW facility to convert uranium ore into pure uranium hexafluoride, via the dry conversion process, for use in enrichment operations. In its February 8, 2017, LRA, Honeywell requests a renewed license term of 40 years.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an environmental assessment (EA) and a finding of no significant impact regarding a request from American Centrifuge Operating, LLC (ACO or the licensee). ACO is authorized to possess and use special nuclear material (SNM), source material, and byproduct material at its Lead Cascade Facility (LCF) in Ohio under NRC License SNM-7003, issued in 2004. ACO requested the NRC's approval to ship radioactively contaminated and non-contaminated classified matter and waste from the LCF to the Nevada National Security Site (NNSS) operated by the U.S. Department of Energy (DOE). The classified matter and waste would be permanently buried at the NNSS. ACO operated the LCF on DOE's site in Piketon, Ohio, where a gaseous diffusion uranium enrichment plant had previously operated. The LCF was operated as a test facility using centrifuges to enrich uranium, and provided reliability, performance, cost and other data for use in deciding whether to construct and operate a commercial uranium enrichment plant at DOE's Piketon, Ohio, site.

The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of one amendment request. The amendment request is for Southern Nuclear Operating Company, Inc., Vogtle Electric Generating Plant, Units 3 and 4. The proposed amendment would revise the combined licenses (COL) Appendix C (and to plant-specific Tier 1 information) and associated Tier 2 information to address mitigation of fire protection system flooding of the Auxiliary Building identified during completion of the pipe rupture hazards analysis. An exemption request relating to the proposed changes to the AP1000 Design Control Document Tier 1 is included with the request. The NRC proposes to determine that the license amendment request involves no significant hazards consideration. Because the amendment request contains sensitive unclassified non-safeguards information (SUNSI), an order imposes procedures to obtain access to SUNSI for contention preparation.
