The U.S. Nuclear Regulatory Commission (NRC) is amending its spent fuel storage regulations by revising the Standardized NUHOMS[supreg] Horizontal Modular Storage System (NUHOMS[supreg] System) listing within the ``List of approved spent fuel storage casks'' to renew, for an additional 40-year period, Revision 1 of the initial certificate and Amendment Nos. 1 through 11, and 13, and Amendment No. 14 of Certificate of Compliance (CoC) No. 1004. These changes require, among other things, that all future amendments and revisions to this CoC include evaluations of the impacts to aging management activities (i.e., time-limited aging analyses and aging management programs (AMPs)) to ensure that they remain adequate for any changes to spent fuel storage cask systems, structures, and components (SSCs) within the scope of the renewal. Each general licensee using a NUHOMS[supreg] System at a reactor site must have a program to establish, implement, and maintain written procedures for each AMP described in the AREVA Inc. (AREVA) Updated Final Safety Analysis Report (UFSAR). In addition, the renewals reflect the change in the name of the CoC holder from AREVA to TN Americas LLC, and make several other changes as described in Section IV, ``Discussion of Changes,'' in the SUPPLEMENTARY INFORMATION section of this document.

The U.S. Nuclear Regulatory Commission (NRC) reviewed an application by Virginia Electric and Power Company (Dominion) for an amendment to License No. SNM-2507 in the form of changes to the Technical Specifications (TS). Under this license, Dominion is authorized to receive, possess, store, and transfer spent nuclear fuel and associated radioactive materials at the North Anna Power Station (NAPS) Independent Spent Fuel Storage Installation (ISFSI). Dominion requested approval of the TS changes to allow storage of spent fuel in a modified TN-32B bolted lid cask as part of the High Burn-up Dry Storage Cask Research and Development Project sponsored by the U.S. Department of Energy and the Electric Power Research Institute. Data gathered from the cask will be used to confirm the effects of long-term dry storage on high burn-up assemblies.

The U.S. Nuclear Regulatory Commission (NRC) is considering an amendment to Materials License 42-23539-01AF, issued to the Department of the Air Force (licensee), Docket No. 030-28641, to approve a decommissioning plan (DP) for Building 181 at Robins Air Force Base (AFB), Georgia. If the DP is approved by the NRC, the licensee would be authorized to remediate residual depleted uranium (DU) from the building, prior to partial demolition of the building. As part of its review, the NRC conducted an assessment of the environmental impacts of the proposed decommissioning action. The NRC concluded that the proposed decommissioning project will have minimal impacts on the environment. This Notice provides details of the NRC's environmental assessment. Based in part on this assessment, the NRC plans to approve the proposed DP by amending the license.
