The U.S. Nuclear Regulatory Commission (NRC) is considering a license amendment request for the Virginia Electric and Power Company's (Dominion) Special Nuclear Materials (SNM) License SNM-2507 for the operation of North Anna Power Station's (NAPS) independent spent fuel storage installation (ISFSI). The proposed amendment would revise the technical specifications (TSs) to allow the loading and storing of high burnup spent nuclear fuel from NAPS, Units 1 and 2, in a single, modified (and instrumented) TN-32B HBU cask.

The U.S. Nuclear Regulatory Commission (NRC) is granting an exemption from the requirements of the Commission's regulations that require a portion of the operating test, which is part of the operator licensing examination, to be administered in a plant walk-through and approving alternative examination criteria in response to a May 27, 2016, request from Southern Nuclear Operating Company (SNC or facility licensee).

The U.S. Nuclear Regulatory Commission (NRC) is issuing a confirmatory order (Order) to CampCo, Inc. (CampCo), to memorialize the agreements reached during an alternative dispute resolution mediation session held on March 22, 2016. This Order will resolve the issues that were identified during an NRC investigation and records inspection related to CampCo's import and distribution of watches containing radioactive material. This Order is effective upon its issuance.

The U.S. Nuclear Regulatory Commission (NRC) is amending the licensing, inspection, special project, and annual fees charged to its applicants and licensees and, for the first time, the NRC is recovering its costs when it responds to third-party demands for information in litigation where the United States is not a party (``Touhy requests''). These amendments are necessary to implement the Omnibus Budget Reconciliation Act of 1990, as amended (OBRA-90), which requires the NRC to recover approximately 90 percent of its annual budget through fees.

On May 12, 2016, the Tennessee Valley Authority (TVA) filed with the U.S. Nuclear Regulatory Commission (NRC), an application for an early site permit (ESP) for the Clinch River Nuclear Site located in Oak Ridge, Tennessee.

The U.S. Nuclear Regulatory Commission (NRC) invites public comment on the renewal of Office of Management and Budget (OMB) approval for an existing collection of information. The information collection is entitled, ``NRC Forms 540 and 540A, Uniform Low-Level Radioactive Waste Manifest (Shipping Paper) and Continuation Page.''

The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to a request submitted by the Department of Energy (DOE or the licensee) on April 27, 2016, from NRC's requirement to comply with the terms, conditions, and specifications concerning testing and surveillance in Special Nuclear Material License No. SNM- 2504 for the Fort St. Vrain independent spent fuel storage installation (ISFSI). The exemption request seeks the extension of the time to perform an O-ring leakage rate test required by Technical Specification (TS) 3.3.1 of Appendix A of Special Nuclear Material License No. SNM- 2504 and to perform an aging management surveillance described in the Fort St. Vrain (FSV) Final Safety Analysis Report (FSAR). The DOE requests the dates for performance of the testing and surveillance requirements be extended until December 2016. The NRC previously granted DOE an exemption (80 FR 33299 dated, June 11, 2015) extending the completion date for these actions until June 2016.

Pursuant to Section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. The U.S. Nuclear Regulatory Commission (NRC) is issuing an environmental assessment (EA) and a finding of no significant impact (FONSI) for its review and approval of the decommissioning funding plan submitted by Duke Energy Carolinas, LLC (Duke), on December 13, 2012, for the Independent Spent Fuel Storage Installation (ISFSI) at Catawba Nuclear Station (CNS), located in York County, South Carolina.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an environmental assessment (EA) and a finding of no significant impact (FONSI) for its review and approval of the decommissioning funding plan submitted by Duke Energy Carolinas, LLC (Duke), on December 13, 2012, for the Independent Spent Fuel Storage Installation (ISFSI) at the Brunswick Steam Electric Plant (BSEP) in Brunswick County, North Carolina.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to a request submitted by Xcel Energy on September 29, 2015, from meeting Technical Specification (TS) 1.2.5 of Attachment A of Certificate of Compliance (CoC) No. 1004, Amendment No. 10, which requires that all dry shielded canister (DSC) closure welds, except those subjected to full volumetric inspection, shall be dye penetrant tested in accordance with the requirements of American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code Section III, Division 1, Article NB-5000. This exemption applies to one loaded Standardized NUHOMS[supreg] 61BTH, DSC 16 (DSC 16), at the Monticello Nuclear Generating Plant (MNGP) Independent Spent Fuel Storage Installation (ISFSI).

The U.S. Nuclear Regulatory Commission (NRC) has recently submitted a request for renewal of an existing collection of information to the Office of Management and Budget (OMB) for review. The agency regulation authorizes the NRC to collect information about applicants and recipients who are either applying for, or receiving Federal Financial Assistance (FFA) from the Commission.

The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Facility Operating License No. NPF-49, issued to Dominion Nuclear Connecticut, Inc., et al. (the licensee), for operation of the Millstone Power Station, Unit No. 3 (MPS3). The proposed amendment would revise the Technical Specifications (TSs) to enable the use of Dominion nuclear safety and reload core design methods for MPS3, address the issues identified in three Westinghouse communication documents, and update approved reference methodologies in the TSs. The amendment would also relocate certain equations, supporting descriptions, and surveillance requirements from the TSs to licensee-controlled documents.

The U.S. Nuclear Regulatory Commission will convene a teleconference meeting of the Advisory Committee on the Medical Uses of Isotopes (ACMUI) on June 24, 2016, to discuss the draft report of the ACMUI Radioactive Seed Localization (RSL) Subcommittee and discuss potential rulemaking to expand the financial assurance requirements for some radioactive byproduct material. The RSL report will include the subcommittee's comments on the draft RSL licensing guidance. For the second topic, NRC staff will summarize the results of a recently completed scoping study to determine whether financial planning requirements for decommissioning and end-of-life management for some radioactive byproduct material, are necessary. NRC staff believes that the financial assurance requirements in Title 10 of the Code of Federal Regulations (10 CFR) Section 30.35 should be expanded to include all byproduct material Category 1 and 2 radioactive sealed sources tracked in the National Source Tracking System. The U.S. Nuclear Regulatory Commission (NRC) is seeking public comment on the draft License Renewal Interim Staff Guidance (LR-ISG), LR-ISG-2016-01, ``Changes to Aging Management Guidance for Various Steam Generator Components.'' The draft LR-ISG describes changes to the aging management guidance for steam generator components in NUREG-1801, ``Generic Aging Lessons Learned (GALL) Report,'' Revision 2, and NUREG- 1800, ``Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants'' (SRP-LR), Revision 2. This draft LR-ISG includes changes to GALL Report aging management program (AMP) XI.M19, ``Steam Generators,'' and the aging management review (AMR) items in the GALL Report and SRP-LR for the steam generator components.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an environmental assessment (EA) and finding of no significant impact (FONSI) for an exemption request from the Nuclear Waste Partnerships, LLC, (NWP) for the one-time shipment of transuranic waste in two TRUPACT-III packages from the Savannah River Site (SRS), Aiken, South Carolina, to the Waste Isolation Pilot Plant (WIPP), Carlsbad, New Mexico.
