The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in a response to a November 19, 2013, request from UniStar Nuclear Energy (UNE), on behalf of Calvert Cliffs Nuclear Project, LLC and UniStar Nuclear Operating Services, LLC which requested an exemption from Final Safety Analysis Report (FSAR) updates included in their Combined License (COL) application. The NRC staff reviewed this request and determined that it is appropriate to grant the exemption, but stipulated that the updates to the FSAR must be submitted prior to, or coincident with, the resumption of the COL application review or by December 31, 2014, whichever comes first.

The U.S. Nuclear Regulatory Commission (NRC) is amending its spent fuel storage regulations by adding the Holtec International HI- STORM Underground Maximum Capacity (UMAX) Canister Storage System, Certificate of Compliance (CoC) No. 1040, to the ``List of approved spent fuel storage casks.'' Holtec International intends to provide an underground storage option compatible with the Holtec International HI- STORM FLOOD/WIND (FW) System (CoC No. 1032). The HI-STORM UMAX Canister Storage System stores a hermetically sealed canister containing spent nuclear fuel in an in-ground vertical ventilated module. The HI-STORM UMAX Canister Storage System is designed to provide long-term underground storage of loaded multi-purpose canisters previously certified for storage in CoC No. 1032.

The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of six amendment requests. The amendment requests are for Fermi 2; Beaver Valley Power Station, Units 1 and 2; Monticello Nuclear Generating Plant; South Texas Project, Units 1 and 2; Hope Creek Generating Station and Salem Nuclear Generating Station, Units 1 and 2; South Texas Project, Units 1 and 2; and Wolf Creek Generating Station. For each amendment request, the NRC proposes to determine that they involve no significant hazards consideration. In addition, each amendment request contains sensitive unclassified non-safeguards information (SUNSI).

The U.S. Nuclear Regulatory Commission (NRC) staff is issuing its final Interim Staff Guidance (ISG) Combined License and Early Site Permit (COL/ESP) No. 027 (COL/ESP-ISG-027), ``Specific Environmental Guidance for Light Water Small Modular Reactor Reviews.'' The purpose of this ISG is to clarify the NRC guidance and application of NUREG- 1555, ``Standard Review Plans for Environmental Reviews for Nuclear Power Plants: Environmental Standard Review Plan,'' with respect to environmental reviews for applications for licenses to construct and operate light water small modular reactors (SMRs). This guidance applies to environmental reviews associated with light water SMR applications for limited work authorizations, construction permits, operating licenses, early site permits (ESPs), and combined licenses (COLs).

The U.S. Nuclear Regulatory Commission (NRC) is issuing this amended Order to clarify the access requirements and approvals necessary to provide adequate protection of Safeguards Information.

The U.S. Nuclear Regulatory Commission (NRC) published on June 18, 2014, a notice requesting public comment on draft Interim Staff Guidance (ISG), FSME-ISG-02, ``Guidance for Conducting the Section 106 Process of the National Historic Preservation Act for Uranium Recovery Licensing Actions.'' The purpose of this notice is to extend the comment period for the draft ISG. The public comment period was originally scheduled to close on September 2, 2014. The NRC has decided to extend the public-comment period on this document until November 17, 2014, to allow more time for members of the public to submit their comments.

On April 23, 2007, Entergy Operations, Inc. (Entergy or the licensee), submitted to the U.S. Nuclear Regulatory Commission (NRC) an application for renewal of Facility Operating Licenses DPR-26 and DPR- 64 for an additional 20 years of operation at Indian Point Nuclear Generating Units 2 and 3 (IP2 and IP3). On December 3, 2010, the NRC staff issued the final supplemental environmental impact statement (FSEIS) documenting its final analysis and recommendation on the proposed actionrenewal of the operating licenses for IP2 and IP3. On June 20, 2013, the NRC staff issued a supplement to the FSEIS to incorporate new and revised information related to the impacts from IP2 and IP3 on aquatic species. The purpose of this document is to inform the public that the NRC will be preparing a second supplement to the FSEIS to provide information to decision makers relevant to environmental impacts of the proposed federal action and to further the purposes of the National Environmental Policy Act (NEPA), including new aquatic impact data, refined cost estimates associated with the licensee's severe accident mitigation alternatives (SAMA) analysis, and other matters.

In addition, all license holders must submit periodic reports on efforts to bring the invention to a point of practical application and the extent to which they are making the benefits of the invention reasonably accessible to the public. Exclusive license holders must submit additional information if they seek to extend their licenses, issue sublicenses, or transfer the licenses. In addition, if requested, exclusive license holders must promptly supply to the United States Government copies of all pleadings and other papers filed in any patent infringement lawsuit, as well as evidence from proceedings relating to the licensed patent. The U.S. Nuclear Regulatory Commission (NRC) has renewed Materials License No. SNM-2014 held by Tennessee Valley Authority (TVA) to possess, inspect and store an initial core of special nuclear material (SNM) in the form of fresh fuel assemblies at TVA's Watts Bar site in Spring City, Tennessee. On August, 23, 2012, TVA submitted its renewal application for their SNM license to extend their license expiration. NRC has reviewed TVA's license renewal application and submittals, and has renewed TVA's license to expire on September 30, 2017.

There is a one-time requirement for each licensee with a renewed operating license to submit a letter documenting the completion of inspection and testing activities. Who is required or asked to report: Commercial nuclear power plant licensees who wish to renew their operating licenses and holders of renewed licenses. 5. The number of annual respondents: 58 (52 recordkeepers + 6 responses (2 license renewal applications expected on average + 4 letters documenting the completion of inspection and testing activities expected on average)). 6. The number of hours needed annually to complete the requirement or request: 220,340 hours (168,340 hours of reporting + 52,000 hours of recordkeeping). 7. Abstract: Part 54 of Title 10 of the Code of Federal Regulations (10 CFR), establishes license renewal requirements for commercial nuclear power plants and describes the information that licensees must submit to the NRC when applying for a license renewal. The application must contain information on how the licensee will manage the detrimental effects of age-related degradation on certain plant systems, structures, and components so as to continue the plant's safe operation during the renewal term. The NRC needs this information to determine whether the licensee's actions will be effective in assuring the plants' continued safe operation during the period of extended operation. Holders of renewed licenses must retain in an auditable and retrievable form, for the term of the renewed operating license, all information and documentation required to document compliance with 10 CFR Part 54. Pursuant to Section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. The U.S. Nuclear Regulatory Commission (NRC) approved a request by Florida Power & Light Company (the licensee) for amendments to Renewed Facility Operating License Nos. DPR-31 and DPR-41, issued to the licensee for operation of Turkey Point Nuclear Generating Units 3 and 4 (Turkey Point), located in Miami-Dade County, Florida. The amendments revise the ultimate heat sink (UHS) water temperature limit in the Turkey Point Technical Specifications (TSs) from 100 to 104 degrees Fahrenheit ([deg]F) and revise surveillance requirements for monitoring the UHS temperature and component cooling water (CCW) heat exchangers. The amendments also made editorial changes to the TSs. The Staff finds that the application for the license amendments complies with the requirements of the Atomic Energy Act of 1954, as amended, and the NRC's regulations.
