The U.S. Nuclear Regulatory Commission (NRC) is granting an exemption to allow a departure from the certification information of Tier 2* of the generic design control document (DCD) and issuing License Amendment No. 18 to Combined Licenses (COL), NPF-93 and NPF-94. The COLs were issued to South Carolina Electric & Gas Company (SCE&G), and South Carolina Public Service Authority, (the licensee), for construction and operation of the Virgil C. Summer Nuclear Station (VCSNS), Units 2 and 3 located in Fairfield County, South Carolina. The amendment revises the updated final safety analysis report (UFSAR) by reclassifying portions of the five Tier 2* Human Factors & Validation (V&V) Technical Reports listed in the UFSAR Table 1.6-1 and Chapter 18, Subsection 18.11.2. The granting of the exemption allows the changes to Tier 2* information asked for in the amendment. Because the acceptability of the exemption was determined in part by the acceptability of the amendment, the exemption and amendment are being issued concurrently.

This draft RIS is addressed to all holders of an operating license or construction permit for a pressurized water nuclear power reactor under the NRC's regulations, except those who have permanently ceased operations and have certified that fuel has been permanently removed from the reactor vessel. This draft RIS would inform these entities about reactor coolant system Alloy 82/182 branch connection dissimilar metal nozzle weld that may be of a butt weld configuration and therefore require inspection under the NRC's regulations. This RIS also informs these entities of a licensee's recent misclassification and missed inspections to Alloy 82/182 dissimilar metal butt welds in branch connections of primary coolant loop piping.

(hereafter, ZS or the applicant), general license to operate an Independent Spent Fuel Storage Installation (ISFSI) at the Zion Nuclear Power Station (ZNPS). ZS seeks approval to load MAGNASTOR storage casks (Certificate of Compliance (CoC) No. 72- 1031) in a different manner than permitted by any amendment to the MAGNASTOR CoC, but which the NRC has previously reviewed as a proposed amendment to that CoC. The applicant is currently loading storage casks and maintains that relief from requirements provides flexibility in operations, minimizes equipment runtime and repair, and minimizes personnel dose.

This submittal may occur when applying for a new license, amendment, or renewal. 4. Who is required or asked to report: All applicants requesting a license, amendment or renewal of a license for byproduct or source material. 5. The number of annual respondents: 14,400 (2,000 NRC licensees and 12,400 Agreement State licensees). 6. The number of hours needed annually to complete the requirement or request: 61,920 (8,600 NRC and 53,320 Agreement State hours). 7. Abstract: Applicants must submit NRC Form 313, which may include the six forms in the 313A series, to obtain a specific license to possess, use, or distribute byproduct or source material. These six forms in the 313A series are: (1) NRC Form 313A (RSO), ``Radiation Safety Officer Training and Experience and Preceptor Attestation''; (2) NRC Form 313A (AMP), ``Authorized Medical Physicist Training and Experience and Preceptor Attestation''; (3) NRC Form 313A (ANP), ``Authorized Nuclear Pharmacist Training and Experience and Preceptor Attestation''; (4) NRC Form 313A (AUD), ``Authorized User Training and Experience and Preceptor Attestation (for uses defined under 35.100, 35.200, and 35.500)''; (5) NRC Form 313A (AUT), ``Authorized User Training and Experience and Preceptor Attestation (for uses defined under 35.300)''; and (6) NRC Form 313A (AUS), ``Authorized User Training and Experience and Preceptor Attestation (for uses defined under 35.400 and 35.600).'' The information is reviewed by the NRC to determine whether the applicant is qualified by training and experience, and has equipment, facilities, and procedures which are adequate to protect the public health and safety and minimize danger to life or property. Submit, by December 8, 2014, comments that address the following questions: 1. Is the proposed collection of information necessary for the NRC to properly perform its functions? Does the information have practical utility? 2. Is the burden estimate accurate? 3. Is there a way to enhance the quality, utility, and clarity of the information to be collected? 4.
