Draft Emergency Preparedness Frequently Asked Questions
The U.S. Nuclear Regulatory Commission (NRC) is making available for comment Emergency Preparedness Frequently Asked Question (EPFAQ) No. 2013-008. This EPFAQ will be used to provide clarification of guidance documents related to the development and maintenance of emergency preparedness program elements. The NRC is publishing these preliminary results to inform the public and solicit comments.
NUREG-1482, Revision 2, “Guidelines for Inservice Testing at Nuclear Power Plants, Final Report”
The U.S. Nuclear Regulatory Commission (NRC) has issued a final report entitled: NUREG-1482, Revision 2, ``Guidelines for Inservice Testing at Nuclear Power Plants,'' and subtitled ``Inservice Testing of Pumps and Valves, and Inservice Examination and Testing of Dynamic Restraints (Snubbers) at Nuclear Power Plants.'' In the previous Revisions 0 and 1 of NUREG-1482, the NRC staff provides licensees guidelines and recommendations for developing and implementing programs for the inservice testing of pumps and valves at commercial nuclear power plants. In Revision 2 of NUREG-1482, the NRC staff also includes guidelines and recommendations for developing and implementing programs for the inservice examination and testing of dynamic restraints (snubbers).
License Amendment Application for Vermont Yankee Nuclear Power Station
The U.S. Nuclear Regulatory Commission (NRC) has granted the request of Entergy Nuclear Operations, Inc. (the licensee) to withdraw its application dated May 14, 2013, (ADAMS Accession No. ML13137A158), for a proposed amendment to Facility Operating License No. DPR-28 for the Vermont Yankee Nuclear Power Station, located in Windham County, VT. The proposed amendment would have revised the Technical Specifications (TSs) to reduce reactor pressure associated with the fuel cladding integrity safety limits (SLs).
Amendments to Material Control and Accounting Regulations and Proposed Guidance for Fuel Cycle Facility Material Control and Accounting Plans and Completing the U.S. Nuclear Regulatory Commission Form 327

Who will be required or asked to report: Nuclear power reactor licensees provide the majority of reports, but other entities that may voluntarily send reports include fuel facilities, independent spent fuel storage installations, decommissioned power reactors, power reactors under construction, research and test reactors, agreement states, non-agreement states, as well as users of byproduct material (e.g. departments of health, medical centers, steel mills, well loggers, and radiographers.) 7. Abstract: Part 21 of Title 10 of the Code of Federal Regulations, requires each individual, corporation, partnership, commercial grade dedicating entity, or other entity subject to the regulations in this part to adopt appropriate procedures to evaluate deviations and failures to comply to determine whether a defect exists that could result in a substantial safety hazard. Depending upon the outcome of the evaluation, a report of the defect must be submitted to the NRC. Reports submitted under 10 CFR Part 21 are reviewed by the NRC staff to determine whether the reported defects or failures to comply in basic components at the NRC licensed facilities or activities are potentially generic safety problems. These reports have been the basis for the issuance of numerous NRC Generic Communications that have contributed to the improved safety of the nuclear industry. Notice is hereby given that the U.S. Nuclear Regulatory Commission (NRC) has published the final, plant-specific, Supplement 48 to the ``Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GEIS),'' NUREG-1437 (ML13322A890), regarding the renewal of operating license NPF-76 and NPF-80 for an additional 20 years of operation for the South Texas Project (STP). The STP site is located in Bay City, Texas. Possible alternatives to the proposed action (license renewal) include no action and reasonable alternative energy sources.
Compliance With Order EA-13-109, Order Modifying Licenses With Regard to Reliable Hardened Containment Vents Capable of Operation Under Severe Accident Conditions
The U.S. Nuclear Regulatory Commission (NRC) is issuing Japan Lessons-Learned Project Directorate Interim Staff Guidance (JLD-ISG), JLD-ISG-2013-02, ``Compliance with Order EA-13-109, Order Modifying Licenses with Regard to Reliable Hardened Containment Vents Capable of Operation under Severe Accident Conditions.'' Agencywide Documents and Management System (ADAMS) Accession No. ML13130A067). This ISG provides guidance and clarifies the requirements in the order to assist the licensees that have Boiling Water Reactors with Mark I and Mark II Containments in the design and implementation of a containment venting system that is capable of a operation under severe accident conditions. This ISG also endorses, with clarifications, the industry guidance contained in Nuclear Energy Institute (NEI) 13-02, ``Industry Guidance for Compliance with Order EA-13-109,'' Revision 0 (ADAMS Accession No. ML13316A853).

Conceptual Example of a Proposed Risk Management Regulatory Framework Policy Statement
The U.S. Nuclear Regulatory Commission (NRC) is issuing a document entitled: ``White Paper on a Conceptual Example of a Proposed Risk Management Regulatory Framework Policy Statement'' (ADAMS Accession No. ML13273A517) and requesting public comment. The conceptual statement would set forth a possible Commission policy regarding the use of a structured decision-making model that results in risk-informed and performance-based defense-in-depth protections to: Ensure appropriate personnel, barriers, and controls to prevent, contain, and mitigate possible inadvertent exposure to radioactive material according to the hazard present, the relevant scenarios, and the associated uncertainties; and ensure that the risks resulting from the failure of some or all of the established barriers and controls, including human errors, are maintained acceptably low. The white paper is an illustration of the staff's work in progress and is expected to be modified as both internal and external review is solicited and considered.
Aging Management of Internal Surfaces, Fire Water Systems, Atmospheric Storage Tanks, and Corrosion Under Insulation
The U.S. Nuclear Regulatory Commission (NRC) is issuing the final License Renewal Interim Staff Guidance (LR-ISG), LR-ISG-2012-02, ``Aging Management of Internal Surfaces, Fire Water Systems, Atmospheric Storage Tanks, and Corrosion Under Insulation.'' This LR- ISG provides changes to NRC staff-recommended aging management programs (AMPs), aging management review (AMR) items, and definitions in NUREG- 1801, Revision 2, ``Generic Aging Lessons Learned (GALL) Report,'' and the NRC staff's AMP Final Safety Analysis Report Supplement program descriptions, acceptance criteria for AMR items requiring further review, review procedure for AMR items requiring further review, and AMR items contained in NUREG-1800, Revision 2, ``Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants'' (SRP-LR). These changes address new recommendations related to internal surface aging effects, fire water systems, atmospheric storage tanks, and corrosion under insulation.

Issuance of Materials License for U.S. Army Installation Management Command
The U.S. Nuclear Regulatory Commission (NRC) has issued a license to the U.S. Army, Installation Management Command, for possession of depleted uranium (DU) from the Davy Crockett weapon spotting round at the U.S. Army's Schofield Barracks and Pohakuloa Training Area installations in Hawaii. The Army informed the NRC in November 2006 that it had discovered DU fragments at the Schofield Barracks. Following that discovery, the Army determined that the Davy Crockett system had been used at other Army installations. The Army has a sufficient amount of DU that, under the Atomic Energy Act and NRC regulations, it is required to have a radioactive materials license. The Army submitted a license application in November 2008 for the DU at the Hawaiian sites. In the future, the Army will request amendments the license to address Davy Crockett DU at the other sites.

Proposed License Renewal of the Prairie Island Independent Spent Fuel Storage Installation
On October 20, 2011, Northern States Power Company, a Minnesota Corporation, (NSPM) (doing business as Xcel Energy), submitted an application to the U.S. Nuclear Regulatory Commission (NRC) requesting renewal of Special Nuclear Materials (SNM) license number SNM-2506 for the Prairie Island Nuclear Generating Plant (PINGP) site-specific Independent Spent Fuel Storage Installation (ISFSI) located in Red Wing, Goodhue County, Minnesota, for an additional 40 years. The NRC staff is conducting an environmental review of the proposed license renewal and has prepared a draft environmental assessment (EA) and draft finding of no significant impact (FONSI) in accordance with NRC regulations. The NRC is requesting public comments on the draft EA and the draft FONSI.
Vogtle Unit 3 Combined License

Facility Security Clearance and Safeguarding of National Security Information and Restricted Data
The U.S. Nuclear Regulatory Commission (NRC) is confirming the effective date of October 21, 2013, for the direct final rule that was published in the Federal Register on August 7, 2013. This direct final rule updated the NRC's regulations to standardize the frequency of required security education training for employees of NRC licensees possessing security clearances so that such training will be conducted annually consistent with the objectives of Executive Order 13526, Classified National Security Information. In addition, this direct final rule allowed licensees flexibility in determining the means and methods for providing this training, established uniformity in the frequency of licensee security education and training programs, and enhanced the protection of classified information.
Physical Security-Design Certification and Operating Reactors
On September 30, 2013, the U.S. Nuclear Regulatory Commission (NRC) published a request for public comment on draft revision of NUREG-0800, ``Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants,'' LWR Edition: Section 13.6.2, ``Physical SecurityDesign Certification and Operating Reactors.'' The public comment period was originally scheduled to close on October 30, 2013. The Nuclear Energy Institute (NEI) submitted a letter on October 9, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13291A261), requesting an extension of the public comment period on this section until November 29, 2013. The NRC has decided to extend the public comment period on this document to allow more time for members of the public to assemble and submit their comments.

Onsite Emergency Response Capabilities
The U.S. Nuclear Regulatory Commission (NRC) is making available preliminary proposed rule language that would strengthen and integrate onsite emergency response capabilities. The NRC will periodically make publicly available a series of documents related to the ongoing proposed rulemaking effort to amend its regulations regarding onsite emergency response capabilities. The availability of these documents provides increased awareness to interested stakeholders and provides preparatory material for future public meetings. The NRC does not plan to institute a public comment period for these materials when making them publicly available.
Environmental Issues Associated With New Reactors and Specific Environmental Guidance for Integral Pressurized Water Reactors Reviews
On September 13, 2013, the U.S. Nuclear Regulatory Commission (NRC) published a request for public comment on draft Interim Staff Guidance (ISG) ESP/COL-ISG 026, ``Interim Staff Guidance on Environmental Issues Associated with New Reactors'' and draft ISG ESP/ COL-ISG-027, ``Interim Staff Guidance on Specific Environmental Guidance for iPWR Reviews.'' The purpose of this ISG is to clarify the NRC guidance and application of NUREG-1555, Environmental Standard Review Plan: ``Standard Review Plans for Environmental Reviews for Nuclear Power Plants.'' The public comment period was originally scheduled to close on October 15, 2013. The Nuclear Energy Institute (NEI) submitted a letter on September 17, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13268A343), requesting an extension of the public comment period until November 15, 2013, on these two guidance documents. The NRC has decided to re-open the public comment period on these two ISG documents to allow more time for members of the public to assemble and submit their comments.

Abstract: NRC Forms 540, 541, and 542, together with their continuation pages, designated by the A suffix, provide a set of standardized forms to meet Department of Transportation (DOT), NRC, and State requirements. The forms were developed by NRC at the request of low-level waste industry groups. The forms provide uniformity and efficiency in the collection of information contained in manifests which are required to control transfers of low-level radioactive waste intended for disposal at a land disposal facility. The NRC Form 540 contains information needed to satisfy DOT shipping paper requirements in 49 CFR Part 172, and the waste tracking requirements of the NRC in 10 CFR Part 20. The NRC Form 541 contains information needed by disposal site facilities to safely dispose of low-level waste and information to meet NRC and State requirements regulating these activities. The NRC Form 542, completed by waste collectors or processors, contains information which facilitates tracking the identity of the waste generator. That tracking becomes more complicated when the waste forms, dimensions, or packaging are changed by the waste processor. Each container of waste shipped from a waste processor may contain waste from several different generators. The information provided on the NRC Form 542 permits the States and Compacts to know the original generators of low-level waste, as authorized by the Low- Level Radioactive Waste Policy Amendments Act of 1985, so they can ensure that waste is disposed of in the appropriate Compact. Abstract: 10 CFR Part 35, ``Medical Use of Byproduct Material,'' contains NRC's requirements and provisions for the medical use of byproduct material and for issuance of specific licenses authorizing the medical use of this material. These requirements and provisions provide for the radiation safety of workers, the general public, patients, and human research subjects. Part 35 contains mandatory requirements that apply to NRC licensees authorized to administer byproduct material or radiation there from to humans for medical use. These requirements also provide voluntary provisions for specialty boards to apply to have their certification processes recognized by NRC so that their board certified individuals can use the certifications as proof of training and experience. The information in the required reports and records is used by the NRC to ensure that public health and safety is protected, and that the possession and use of byproduct material is in compliance with the license and regulatory requirements.
