The U.S. Nuclear Regulatory Commission (NRC) invites public comment about our intention to request the Office of Management and Budget's (OMB's) approval for renewal of an existing information collection that is summarized below. We are required to publish this notice in the Federal Register under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35). Information pertaining to the requirement to be submitted: 1. The title of the information collection: NRC Nuclear Education Grantee Survey. 2. Current OMB approval number: 3150-XXXX. 3. How often the collection is required: Once every 5 years. 4. Who is required or asked to report: NRC Grantees. 5. The number of annual respondents: 60. 6. The number of hours needed annually to complete the requirement or request: 45 hours. 7. Abstract: The NRC seeks to conduct a survey of grantees funded between 2007 and 2011 under NRC's Nuclear Education Grants. The survey will allow the NRC to collect information that is not otherwise available from all grantees to assess the impact of these funds on grantee programs, their faculty, and their students. The U.S. Nuclear Regulatory Commission (NRC) has issued a final report entitled: NUREG-1482, Revision 2, ``Guidelines for Inservice Testing at Nuclear Power Plants,'' and subtitled ``Inservice Testing of Pumps and Valves, and Inservice Examination and Testing of Dynamic Restraints (Snubbers) at Nuclear Power Plants.'' In the previous Revisions 0 and 1 of NUREG-1482, the NRC staff provides licensees guidelines and recommendations for developing and implementing programs for the inservice testing of pumps and valves at commercial nuclear power plants. In Revision 2 of NUREG-1482, the NRC staff also includes guidelines and recommendations for developing and implementing programs for the inservice examination and testing of dynamic restraints (snubbers).

The title of the information collection: Suspicious Activity Reporting using the Protected Web Server (PWS). 3. Current OMB approval number: 3150-XXXX. 4. The form number if applicable: Not applicable. 5. How often the collection is required: On occasion. Reporting is done on a voluntary basis, as suspicious incidents occur. 6. Who will be required or asked to report: Nuclear power reactor licensees provide the majority of reports, but other entities that may voluntarily send reports include fuel facilities, independent spent fuel storage installations, decommissioned power reactors, power reactors under construction, research and test reactors, agreement states, non-agreement states, as well as users of byproduct material (e.g. departments of health, medical centers, steel mills, well loggers, and radiographers.) 7. An estimate of the number of annual responses: 339. 8. The estimated number of annual respondents: 50. 9. An estimate of the total number of hours needed annually to complete the requirement or request: 678 hours. 10. Abstract: The NRC licensees voluntarily report information on suspicious incidents on an ad-hoc basis, as these incidents occur. This information is shared with authorized nuclear industry officials and Federal, State, and local government agencies using PWS. Abstract: Part 21 of Title 10 of the Code of Federal Regulations, requires each individual, corporation, partnership, commercial grade dedicating entity, or other entity subject to the regulations in this part to adopt appropriate procedures to evaluate deviations and failures to comply to determine whether a defect exists that could result in a substantial safety hazard. Depending upon the outcome of the evaluation, a report of the defect must be submitted to the NRC. Reports submitted under 10 CFR Part 21 are reviewed by the NRC staff to determine whether the reported defects or failures to comply in basic components at the NRC licensed facilities or activities are potentially generic safety problems. These reports have been the basis for the issuance of numerous NRC Generic Communications that have contributed to the improved safety of the nuclear industry. The records required to be maintained in accordance with 10 CFR Part 21 are subject to inspection by the NRC to determine compliance with the subject regulation. NUREG/BR-0096 provides specific guidance and instructions for completing the form in accordance with the requirements appropriate for a particular licensee. The conceptual statement would set forth a possible Commission policy regarding the use of a structured decision-making model that results in risk-informed and performance-based defense-in-depth protections to: Ensure appropriate personnel, barriers, and controls to prevent, contain, and mitigate possible inadvertent exposure to radioactive material according to the hazard present, the relevant scenarios, and the associated uncertainties; and ensure that the risks resulting from the failure of some or all of the established barriers and controls, including human errors, are maintained acceptably low. Issuance of Materials License for U.S. Army Installation Management Command

The U.S. Nuclear Regulatory Commission (NRC) has issued a license to the U.S. Army, Installation Management Command, for possession of depleted uranium (DU) from the Davy Crockett weapon spotting round at the U.S. Army's Schofield Barracks and Pohakuloa Training Area installations in Hawaii. The Army informed the NRC in November 2006 that it had discovered DU fragments at the Schofield Barracks. Following that discovery, the Army determined that the Davy Crockett system had been used at other Army installations. The Army has a sufficient amount of DU that, under the Atomic Energy Act and NRC regulations, it is required to have a radioactive materials license. The Army submitted a license application in November 2008 for the DU at the Hawaiian sites. In the future, the Army will request amendments the license to address Davy Crockett DU at the other sites.

This direct final rule updated the NRC's regulations to standardize the frequency of required security education training for employees of NRC licensees possessing security clearances so that such training will be conducted annually consistent with the objectives of Executive Order 13526, Classified National Security Information. In addition, this direct final rule allowed licensees flexibility in determining the means and methods for providing this training, established uniformity in the frequency of licensee security education and training programs, and enhanced the protection of classified information.
