The Department of the Navy (DON), after carefully weighing the operational, and environmental consequences of the proposed action, announces its decision to support and conduct current, emerging, and future military readiness activities in the Southern California (SOCAL) Range Complex, to include San Clemente Island (SCI), as necessary to achieve and sustain Fleet readiness, including Navy training; Department of Defense (DoD) or other federal agency research, development, test, and evaluation (RDT&E) activities; and investment in range resources and range infrastructure, all in furtherance of the Navy's statutory obligations under Title 10 of the United States Code governing the roles and responsibilities of the Navy. In its decision, the Navy considered applicable executive orders, including an analysis of the environmental effects of its actions outside the United States or its territories under the provisions of Executive Order (EO) 12114, Environmental Effects Abroad of Major Federal Actions, and the requirements of EO 12898, Federal Actions to Address Environmental Justice in Minority Populations and Low Income Populations. The proposed action will be accomplished as set out in Alternative 2, described in the Final Environmental Impact Statement/Overseas Environmental Impact Statement (EIS/ OEIS) as the preferred alternative. Implementation of the preferred alternative could begin immediately. Because of the Navy's Title 10 requirements to organize, train, equip, and maintain combat-ready forces, ongoing training and RDT&E activities within the SOCAL Range Complex will continue at current levels in the event that the preferred alternative is not implemented.

The Department of the Navy (DON), after carefully weighing the operational and environmental consequences of the proposed action, announces its decision to designate areas along the East Coast of the United States and in the Gulf of Mexico where mid- and high-frequency active (MFA and HFA) sonar and the improved extended echo ranging (IEER) system training; maintenance; and research, development, test, and evaluation (RDT&E) activities will occur, and to conduct these activities. The Navy's decision regarding MFA sonar activities includes the advanced extended echo ranging (AEER) system as a replacement for the IEER system. The Navy considered applicable executive orders, including an analysis of the environmental effects of its actions outside the United States or its territories under Executive Order (EO) 12114, Environmental Effects Abroad of Major Federal Actions, and the requirements of EO 12898, Federal Actions to Address Environmental Justice in Minority Populations and Low Income Populations. The proposed action will be accomplished as set forth in the No- Action Alternative, described in the Final Environmental Impact Statement/Overseas Environmental Impact Statement (EIS/OEIS) as the preferred alternative. Implementation of the preferred alternative could begin immediately. The preferred alternative represents the active sonar training and RDT&E activities necessary for Navy to meet its Title 10 obligation to organize, train, equip and maintain combat- ready naval forces and to successfully fulfill its current and future global mission of winning wars, deterring aggression, and maintaining freedom of the seas.
Notice of Public Information Meeting for the Draft Environmental Impact Statement for the Proposed Dredging of the Norfolk Harbor Channel in Norfolk and Portsmouth, VA

Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA), and the Council on Environmental Quality regulations implementing the procedural provisions of NEPA (Title 40 Code of Federal Regulations Parts 1500-1508), the Department of the Navy (Navy), in cooperation with the U.S. Army Corps of Engineers (USACE), has prepared and filed with the U.S. Environmental Protection Agency a Draft Environmental Impact Statement (DEIS) on January 8, 2008, to evaluate the environmental consequences of deepening approximately five miles of the Norfolk Harbor Federal Navigational Channel in the Southern Branch of the Elizabeth River, separating Norfolk and Portsmouth, Virginia. Dredging will extend from the Lamberts Point Deperming Station in the Lamberts Bend Reach south to the Norfolk Naval Shipyard (NNSY) in the Lower Reach. A Notice of Intent for this EIS was published in the Federal Register on September 19, 2006, (71 FR 54803). The Navy will conduct a public information meeting to receive oral and written comments on the DEIS. Federal, state, and local agencies and interested individuals are invited to be present or represented at the public information meeting. This notice announces the date and location of the public information meeting for this DEIS.

The Department of the Navy (DON), after carefully weighing the strategic, operational, and environmental consequences of the proposed action, announces its decision to homeport one nuclear-powered aircraft carrier (CVN) at Naval Station (NAVSTA) Mayport. Today's decision does not relocate a specific CVN to NAVSTA Mayport. It does initiate a multi-year process for developing operational, maintenance, and support facilities at NAVSTA Mayport to support homeporting of one CVN. This multi-year process includes implementing projects for dredging and dredged material disposal, construction of CVN nuclear propulsion plant maintenance facilities, wharf improvements, transportation improvements, and construction of a parking structure to replace existing parking that would be displaced by development of the CVN nuclear propulsion plant maintenance facilities. The projects necessary to create the capacity to support CVN homeporting could be completed as early as 2014. No CVN homeport change will occur before operational, maintenance, and support facility projects are completed. Selection of the CVN to be homeported at NAVSTA Mayport would not occur until approximately one year prior to the ship's transfer to NAVSTA Mayport. Selection of a specific CVN for homeporting at NAVSTA Mayport will be based upon then current operational needs, strategic considerations, and maintenance cycles. The DON environmental analysis included extensive studies regarding impacts associated with dredging, facility construction, and homeport operations. The environmental analysis undertaken by the DON included lengthy and detailed consultations with regulatory agencies, such as the U.S. Fish and Wildlife Service (USFWS) and the National Marine Fisheries Service (NMFS), regarding impacts to endangered and threatened species, and the U.S. Army Corps of Engineers (USACE) and the Environmental Protection Agency (EPA) regarding dredging operations and the in-water disposal of dredged materials. Public awareness and participation were integral components of the Environmental Impact Statement (EIS) process.

The Department of the Navy is initiating the public scoping process to identify community concerns and local issues that should be addressed in the EIS. Federal, state and local agencies and interested parties are encouraged to provide written comments to identify specific issue or topics of environmental concern that should be addressed in the EIS. Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA) as implemented by the Council on Environmental Quality Regulations (40 CFR Parts 1500-1508) and Executive Order 12114 Environmental Effects Abroad of Major Federal Actions, the Department of the Navy (Navy) has prepared and filed with the U.S. Environmental Protection Agency a Draft Environmental Impact Statement/Overseas Environmental Impact Statement (EIS/OEIS) for public release on January 2, 2009. The National Marine Fisheries Service (NMFS) is a cooperating agency for the EIS/OEIS. The Draft EIS/OEIS evaluates the potential environmental impacts over a 10-year planning horizon associated with Navy Atlantic Fleet training; research, development, testing, and evaluation (RDT&E) activities; and associated range capabilities enhancements (including infrastructure improvements) within the existing Gulf of Mexico (GOMEX) Range Complex. The GOMEX Range Complex geographically encompasses offshore, near- shore, and onshore Operating Areas (OPAREAs), ranges, and special use airspace (SUA). Components of the GOMEX Range Complex encompass: 17,440 square nautical miles (nm\2\) of OPAREA sea space; 20,810 nm\2\ of SUA off the coasts of Florida, Alabama, Mississippi, Louisiana, and Texas; 12,000 nm\2\ of military operating areas over Florida, Alabama, Mississippi, and Texas; as well as 15 nm\2\ of inland range areas in east-central Mississippi and east-central Texas. The Navy will conduct four public hearings to receive oral and written comments on the Draft EIS/OEIS. Federal, state, and local agencies and interested individuals are invited to be present or represented at the public hearings. The DEIS evaluates the potential environmental impacts associated with construction and operation of a Swimmer Interdiction Security System at Naval Base KitsapBangor (NBKBangor). A Notice of Intent for this Draft EIS was published in the Federal Register on February 12, 2007 (volume 72, number 28). The Navy will conduct two public hearings to receive oral and written comments on the Draft EIS. Federal agencies, state agencies, Tribal Governments and local agencies and interested individuals are invited to be present or represented at the public hearings. This notice announces the dates and locations of the public hearings for this Draft EIS. An open house session will precede the scheduled public hearing at each of the locations listed below and will allow individuals to review the information presented in the Draft EIS. Navy representatives will be available during the open house sessions to clarify information related to the Draft EIS.
