The Ocean Research Advisory Panel (ORAP) is soliciting nominations for new members.

The Department of the Navy hereby gives notice of its intent to grant to SWORD Diagnostics, a revocable, nonassignable, exclusive license, to practice in the fields of rapid detection of pathogens for food safety; drinking water and process water; and human and veterinary diagnostic markets in the United States and certain foreign countries, the Government-Owned inventions described in U.S. Patent Application No. 10/113,643 entitled ``Efficient Near-Neighbor Search (ENN-SEARCH) Method for High Dimensional Data Sets with Noise'', Navy Case No. 82,296.

The CNO Executive Panel is to report the findings and recommendations of the Special Access Program Processes Study Group to the Chief of Naval Operations. The meeting will consist of discussions of policy considerations on the Navy's Special Access Programs and how well they are integrated into the overall Navy, DOD, and allied requirements processes.

The invention listed below is assigned to the United States Government as represented by the Secretary of the Navy. The Department of the Navy hereby gives notice of its intent to grant to Lewis Machine & Tool Co. Inc. a revocable, nonassignable, exclusive license to practice in the United States, the Government-Owned invention described below: U.S. Patent 6,543,172 (Navy Case 83187): issued April 8, 2003, entitled ``BUTTSTOCK ASSEMBLY WITH REMOVABLE AND SEALABLE STORAGE TUBES.''

The Department of the Navy hereby gives notice of its intent to grant to Radiant Images Incorporated, a revocable, nonassignable, exclusive license in the United States to practice the Government-owned invention described in pending U.S. Patent Application, Ser. No. 10/ 614,426 entitled ``Silicon-On-Saphire Display Apparatus and Method of Fabricating Same''.
