The National Telecommunications and Information Administration (NTIA) announces the limited reopening of the Comprehensive Community Infrastructure (CCI) application filing window for the Broadband Technology Opportunities Program (BTOP) that the agency established pursuant to the American Recovery and Reinvestment Act of 2009 (Recovery Act). Entities that have received waiver authority from the Federal Communications Commission (FCC) to use the 763-768/793-798 MHz (700 MHz) public safety broadband spectrum by the date of this Notice are invited to file a BTOP application and request BTOP funding.
Preventing Contraband Cell Phone Use in Prisons

The U.S. Department of Commerce's National Telecommunications and Information Administration (NTIA) seeks comment on technical approaches to preventing contraband cell phone use in prisons. Congress tasked NTIA with developing, in coordination with the Federal Communications Commission (FCC), the Federal Bureau of Prisons (BOP), and the National Institute of Justice (NIJ), a plan to investigate and evaluate how wireless jamming, detection and other technologies might be utilized for law enforcement and corrections applications in Federal and State prison facilities. To assist in its evaluation of these technologies, NTIA requests information from the public on technologies that would significantly reduce or eliminate contraband cell phone use without negatively affecting commercial wireless and public safety services (including 911 calls and other government radio services) in areas surrounding prisons.

The National Telecommunications and Information Administration (NTIA) announces its intent to award a grant to the Public Broadcasting Service (PBS), a private, nonprofit corporation whose members are America's public television stations. The PBS mission is to acquire and distribute quality children's, cultural, educational, history, nature, news, public affairs and science television programming and related services to 356 noncommercial stations serving all 50 states and the U.S. territories through a satellite interconnection system. This grant will support development of the Commercial Mobile Alert System (CMAS), a national system to distribute emergency alert messages to the American public via commercial mobile service (CMS) devices (e.g., cellular telephones).
