NMFS has determined that the Atlantic bluefin tuna (BFT) daily retention limit that applies to vessels permitted in the Highly Migratory Species (HMS) Angling category and the HMS Charter/Headboat category (when fishing recreationally for BFT) should be adjusted for the remainder of 2018, based on consideration of the regulatory determination criteria regarding inseason adjustments. NMFS is adjusting the Angling category BFT daily retention limit from the default of one school, large school, or small medium BFT to two school BFT and one large school/small medium BFT per vessel per day/trip for private vessels with HMS Angling category permits; and to three school BFT and one large school/small medium BFT per vessel per day/trip for vessels with HMS Charter/Headboat permits when fishing recreationally. These retention limits are effective in all areas, except for the Gulf of Mexico, where NMFS prohibits targeted fishing for BFT.

NMFS issues a final rule to approve new fishery management measures to limit incidental catch of endangered Sacramento River winter-run Chinook salmon (SRWC) in fisheries managed under the Pacific Fishery Management Council's (Council) Pacific Salmon Fishery Management Plan (FMP), as recommended by the Council for use in developing annual management measures beginning in 2018. These new management measures replace existing measures, which have been in place since 2012, with updated salmon abundance modeling methods that utilize the best available science and address concerns that the existing measures were overly conservative.

This notice provides information on a request by the Pacific Fishery Management Council (Council) to establish a control date of September 15, 2017, for the Pacific Coast groundfish fishery. The Council may use the control date to limit the extent, location, or ability to use non-trawl gear types to harvest individual fishing quota (IFQ) (termed `gear switching') in the Pacific Coast groundfish fishery. The Council may or may not provide credit for any gear switching related activities after the control date in any decision setting limits on gear switching. The control date would account for Pacific Coast groundfish fishery participants with historic investment to engage in gear switching should the Council set limits to future participants eligible to gear switch.

NMFS issued a final rule on December 9, 2016 to establish the Seafood Traceability Program, also known as the Seafood Import Monitoring Program or SIMP. Implementation of the Program for shrimp and abalone species was stayed indefinitely due to NMFS' determination that current data collection for shrimp and abalone aquacultured in the U.S. is not equivalent to the data that would have been required to be reported for imports of these products. The Consolidated Appropriations Act of 2018 directed the Secretary of Commerce, within 30 days of enactment of the Act, to lift the stay on the implementation of the Seafood Traceability Program with respect to shrimp and abalone. This rule informs the affected public of the effective and compliance dates for the reporting and recordkeeping requirements, applicable for imports of shrimp and abalone species originating from both wild capture fisheries and aquaculture operations.

The Federal recreational season for red snapper in the Gulf EEZ begins at 12:01 a.m., local time, on June 1, 2018. For recreational harvest by the private angling component, the season closes at 12:01 a.m., local time, on June 1, 2018. For recreational harvest by the Federal for-hire component, the season closes at 12:01 a.m., local time, on July 22, 2018. These closures are necessary to prevent the private angling and Federal for-hire components from exceeding their respective quotas, equivalent to annual catch limits (ACLs), for the 2018 fishing year and to prevent overfishing of the Gulf red snapper resource.

NMFS approves and implements measures included in Framework Adjustment 29 to the Atlantic Sea Scallop Fishery Management Plan that establish fishing year 2018 and 2019 scallop specifications and other measures. The measures in this rule are in addition to the Northern Gulf of Maine management measures of Framework 29 that were published in a separate final rule on March 26, 2018. This action is necessary to prevent overfishing and improve both yield-per-recruit and the overall management of the Atlantic sea scallop resource. The intended effect of this rule is to implement these measures for the 2018 fishing year.

NOAA's National Geodetic Survey (NGS) will establish the State Plane Coordinate System of 2022 (SPCS2022) as part of the transition to the 2022 Terrestrial Reference Frames (TRFs). SPCS2022 is the successor to previous versions referenced to the North American Datums of 1983 and 1927. Like its predecessors, SPCS2022 will be a system of conformal map projections for the entire National Spatial Reference System (NSRS). It will provide surveyors, engineers, and other geospatial professionals with a practical means for accessing and using the NSRS. NGS has developed draft policy and procedures that propose defining characteristics and requirements for SPCS2022. These documents also provide mechanisms for user input on initial design of SPCS2022 and subsequent changes. The aim is for SPCS2022 to meet the needs of NGS customers for the future NSRS. To achieve that goal, NGS is inviting written comments on the draft SPCS2022 policy. In addition, NGS seeks feedback on purposed ``special purpose'' zones.
