On Monday, April 27, 2015, the National Institute of Standards and Technology (NIST) will release the Draft Community Resilience Planning Guide (CRPG) for Buildings and Infrastructure Systems, consisting of two volumes totaling approximately 350 pages, and requests public comments on the draft document. On the same day, NIST will hold a public workshop at Texas Southern University in Houston, TX to present and discuss the Draft CRPG. The agenda will consist of an overview of the NIST Community Resilience Program and an introduction to volumes one (1) and two (2) of the Draft CRPG. A panel of regional and local government representatives will provide insight into their experience with community resilience and how they plan to implement the CRPG in their community. This will be followed by a moderated discussion with participants regarding the opportunities and challenges of implementing the methodology. The Draft CRPG and a suggested comment template will be posted on the NIST Web site at: https://www.nist.gov/ el/building_materials/resilience/framework.cfm. The National Institute of Standards and Technology (NIST), a non-regulatory agency of the United States Department of Commerce, in a cooperative partnership with the National Football League (NFL), the General Electric Company (GE) and Under Armour, Inc. (UA), is conducting a prize competition funding initiative to support the discovery, design and deployment of materials that improve the protection of athletes, members of the military, and society overall. The Head Health Advanced Materials Prize Competition (Head Health Challenge III, Challenge III, or Competition) is being conducted to broadly advance the science of materials for impact protection, as well as measurements and standards for assessing the performance of such materials. These advances are essential for the health of athletes of every age, and they will have a broad positive impact on the range of activities and occupations in our society that require protective gear. It is hoped that Head Health Challenge III will stimulate engagement with diverse science and technology communities across industry, academia and government (e.g. automotive, aerospace, light-weighting, and physical security) that can realize innovative approaches to this problem. Efforts to speed diagnosis and improve prevention, protection and treatment for mild traumatic brain injury hold promise for improved safety of athletes, members of the military and the American public. The NFL, GE and UA share a commitment to the importance of research and technology development to better understand, diagnose, prevent and protect against brain injury, as reflected in collaborations, including the Head Health Initiative. In this context, the development of energy- absorbing materials is highly aligned with the broader efforts of NIST under the President's Materials Genome Initiative, aimed at accelerating innovation in advanced materials to address critical national needs, and in keeping with NIST's mission. Previous Head Health Challenge collaborations by the NFL, GE and UA have addressed the detection and management of mild traumatic brain injuries, focused on discovering imaging and algorithms to better detect and analyze subtle changes in the brain (Head Health Challenge I: Methods for Diagnosis and Prognosis of Mild Traumatic Brain Injuries), and on novel technologies, system designs, or materials that can quantify head impact in real time, detect, track or monitor biologic or physiological indicators of traumatic brain injury, protect the brain from traumatic injury, mitigate or prevent short or long-term consequences of brain trauma, and assist in training to prevent traumatic brain injury (Head Health Challenge II: Innovative Approaches For Preventing And Identifying Brain Injuries). The National Football League, Under Armour, GE and the National Institute of Standards and Technology have established a joint effort to advance the state-of-the-art in advanced materials for impact mitigation. Proposed Withdrawal of Six Federal Information Processing Standards

The National Institute of Standards and Technology (NIST) proposes to withdraw six (6) Federal Information Processing Standards (FIPS) from the FIPS series. The standards proposed for withdrawal are: FIPS 181, FIPS 185, FIPS 188, FIPS 190, FIPS 191 and FIPS 196. These FIPS are obsolete because they have not been updated to reference current or revised voluntary industry standards. They also are not updated to reflect the changes and modifications that have been made by the organizations that develop and maintain the specifications and data representations. In addition, FIPS 188 adopts specifications and data standards that are developed and maintained by other Federal government agencies and by voluntary industry standards organizations. Prior to the submission of this proposed withdrawal of FIPS to the Secretary of Commerce for review and approval, NIST invites comments from the public, users, the information technology industry, and Federal, State and local governments and government organizations concerning the withdrawal of the FIPS.

The National Institute of Standards and Technology (NIST) requests information about the level of awareness throughout critical infrastructure organizations, and initial experiences with the Framework for Improving Critical Infrastructure Cybersecurity (the ``Framework''). As directed by Executive Order 13636, ``Improving Critical Infrastructure Cybersecurity'' (the ``Executive Order''), the Framework consists of standards, methodologies, procedures, and processes that align policy, business, and technological approaches to address cyber risks. The Framework was released on February 12, 2014, after a year-long, open process involving private and public sector organizations, including extensive input and public comments. Responses to this RFIwhich will be posted at https://www.nist.gov/ cyberframework/cybersecurity-framework-rfi.cfmwill inform NIST's planning and decision-making about possible tools and resources to help organizations to use the Framework more effectively and efficiently. They will also help inform future versions of the Framework. The responses will also inform the Department of Homeland Security's Critical Infrastructure Cyber Community C\3\ Voluntary Program. In addition, NIST is interested in receiving comments related to the Roadmap that accompanied publication of the Framework. All information provided will also assist in developing the agenda for a workshop on the Framework being planned for October 2014.

NIST announces the Genome in a Bottle Consortium meeting to be held on Thursday and Friday, August 14 and 15, 2014. The Genome in a Bottle Consortium is developing the reference materials, reference methods, and reference data needed to assess confidence in human whole genome variant calls. A principal motivation for this consortium is to enable performance assessment of sequencing and science-based regulatory oversight of clinical sequencing. NIST invites applications from eligible applicants in connection with NIST's funding of up to ten (10) separate MEP cooperative agreements for the operation of an MEP Center in the designated States' service areas and in the funding amounts identified in Section II.2. of the corresponding Announcement of Federal Funding Opportunity (FFO). NIST anticipates awarding one (1) cooperative agreement for each of the identified States. The objective of the MEP Center Program is to provide manufacturing extension services to primarily small and medium-sized manufacturers within the State designated in the applications. The National Institute of Standards and Technology (NIST) Center for Neutron Research (NCNR) announces its intent to form collaborations, called ``Participating Research Teams'' (PRTs), to develop and apply advanced cold and thermal neutron beam measurement capabilities at the NCNR to assist crucial and timely U.S. R&D on the structure and dynamics of advanced materials that enhance technology and manufacturing. The NCNR is therefore soliciting letters of interest in forming PRTs, which will be open to one or more U.S. companies, universities, and/or government agencies. Any resulting PRTs will be implemented through a Cooperative Research and Development Agreement (CRADA) with NCNR. The National Institute of Standards and Technology (NIST) launched a public competition in November 2007 to develop a new cryptographic hash algorithm for standardization to augment the Government standard hash algorithms specified in Federal Information Processing Standard (FIPS) 180, Secure Hash Standard. NIST announced the selection of Keccak as the winning algorithm in a press release issued on October 2, 2012, which is available at https://www.nist.gov/ itl/csd/sha-100212.cfm. Draft FIPS 202 specifies the new ``Secure Hash Algorithm-3'' (SHA-3) family of permutation-based functions based on Keccak. Four fixed-length cryptographic hash algorithms (SHA3-224, SHA3- 256, SHA3-384, and SHA3-512) and two closely related, ``extendable- output'' functions (SHAKE128 and SHAKE256) are specified in Draft FIPS 202; all six algorithms are permutation-based ``sponge'' functions. The four SHA-3 hash functions provide alternatives to the SHA-2 family of hash functions. The extendable-output functions (XOFs) can be specialized to hash functions, subject to additional security considerations, or used in a variety of other applications. Hash algorithms are used in many information security applications, including (1) the generation and verification of digital signatures, (2) key-derivation functions, and (3) random bit generation. Both FIPS 180-4 and Draft FIPS 202 specify cryptographic hash algorithms. FIPS 180-4 specifies SHA-1 and the SHA-2 family of hash functions, and mandates the use of one of these functions for Federal applications that require a cryptographic hash function. Draft FIPS 202 specifies the new SHA-3 family of hash and extendable-output functions. To allow the use of the functions specified in either FIPS 180-4 or Draft FIPS 202 for Federal applications that require a cryptographic hash function, NIST proposes revising the Applicability Clause (6) of the Announcement Section of FIPS 180-4; the other sections of FIPS 180-4 remain unchanged. The NIST Policy on Hash Functions, available at https://csrc.nist.gov/groups/ST/hash/ policy.html, provides guidance on the choice of hash functions for specific applications. NIST invites public comments on Draft FIPS 202, which is available at https://csrc.nist.gov/publications/PubsDrafts.html, and on the proposed revision of the Applicability Clause of the Announcement Section of FIPS 180-4, available at https://csrc.nist.gov/publications/ PubsFIPS.html. After the comment period closes, NIST will analyze the comments, make changes to the respective documents, as appropriate, and then propose Draft FIPS 202 and the revised FIPS 180-4 to the Secretary of Commerce for approval.
