NIST is also interested in whether there is a need for liquid density calibration services not presently offered by NIST. NIST publishes this notice to announce a workshop that will guide NIST planning for the future of its hydrometer calibration capabilities, and to request comments on government and industry interest in and needs for hydrometer calibrations. This is part of the effort to systematically review NIST's Measurement Services to assess gaps and ensure alignment with stakeholders' needs as discussed in the Government Accounting Office report GAO-18-445.

The National Institute of Standards and Technology (NIST) is seeking input regarding needs and gaps in data-sharing approaches to accelerate innovations in using artificial intelligence and machine learning techniques to improve the experimental characterization and control of semiconductor quantum dot devices. As part of this effort, NIST hopes to identify the needs for quantum dot device tuning automation, including existing and future quantum dot related datasets that may be useful for research, means and methods currently deployed for tuning, barriers for advancing the current state of the art techniques to enable automation of large quantum dot arrays, and the meaningful measures of success for the various stages of characterization and control. NIST plans to hold a workshop on July 19- 20, 2023, in conjunction with this notice. The information received in response to this notice and during the workshop will inform efforts and coordination needed to develop a reference database of experimental and simulated data. The reference database will ideally represent the various phases of tuning quantum dot devices, along with metrics for benchmarking the characterization and control methods for quantum dot devices.

Rights to Federally Funded Inventions and Licensing of Government Owned Inventions

The National Institute of Standards and Technology (NIST) announces revisions to regulations in order to make several technical corrections; reorganize certain subsections; remove outdated and/or unnecessary sections; institute a reporting requirement on federal agencies; and provide clarifications on definitions, communications, process for exercising march-in rights, filing of provisional patent applications, electronic filing of Bayh-Dole related reporting, the purpose of royalties on licenses from the Federal Government, and the processes for granting exclusive, co-exclusive, and partially exclusive licenses and for appeals. NIST has not adopted in this final rule a provision in the proposed rule regarding exercising march-in rights on the sole basis of product pricing. Instead, NIST intends to engage with stakeholders and agencies with the goal of developing a comprehensive framework for agencies considering the use of march-in provisions.

To ensure that funding provided through this program does not directly or indirectly benefit foreign countries of concern, the Act includes certain limitations on funding recipients, such as prohibiting engagement in certain significant transactions involving the material expansion of semiconductor manufacturing capacity in foreign countries of concern and prohibiting certain joint research or technology licensing efforts with foreign entities of concern. The Department of Commerce (Department) is issuing, and requesting public comments on, a proposed rule to set forth terms related to these limitations and procedures for funding recipients to notify the Secretary of Commerce (Secretary) of any planned significant transactions that may be prohibited.

Metal Additive Manufacturing Powder Consortium

The National Institute of Standards and Technology (NIST), an agency of the United States Department of Commerce, in support of efforts to develop standards for metal powders used in additive manufacturing (AM), is establishing the Metal Additive Manufacturing Powder Consortium (``Consortium''). The Consortium will bring together stakeholders to identify and address pre-competitive measurement science and standards needs related to metal powders used in various AM technologies. The Consortium efforts are intended to develop measurement solutions and standards to improve measurement confidence, establish measurement traceability, and enable comparability in the measurements to quantify the performance of metal powders in AM applications. Participants will be required to sign a Cooperative Research and Development Agreement (CRADA). At NIST's discretion, entities which are not permitted to enter into CRADAs pursuant to law or other governmental constraint may be allowed to participate in the Consortium pursuant to a separate non-CRADA agreement.

This notice announces the Secretary of Commerce's approval of Federal Information Processing Standard (FIPS) 186-5, Digital Signature Standard (DSS). FIPS 186-5 specifies three techniques for the generation and verification of digital signatures that can be used for the protection of data: the Rivest-Shamir-Adleman (RSA) Algorithm, the Elliptic Curve Digital Signature Algorithm (ECDSA), and the Edwards Curve Digital Signature Algorithm (EdDSA). The Digital Signature Algorithm (DSA), specified in prior versions of this standard, is retained only for the purposes of verifying existing signatures.
