The Board of Overseers of the Malcolm Baldrige National Quality Award (Board of Overseers) and the Judges Panel of the Malcolm Baldrige National Quality Award (Judges Panel) will meet in open session on Thursday, June 7, 2018, from 8:30 a.m. to 3:00 p.m. Eastern time. The Board of Overseers, appointed by the Secretary of Commerce, reports the results of the Malcolm Baldrige National Quality Award (Award) activities to the Director of the National Institute of Standards and Technology (NIST) each year, along with its recommendations for the improvement of the Award process. The Judges Panel, also appointed by the Secretary of Commerce, ensures the integrity of the Award selection process and recommends Award recipients to the Secretary of Commerce. The purpose of this meeting is to discuss and review information received from the National Institute of Standards and Technology and from the Chair of the Judges Panel. The agenda will include: Baldrige Program News, Alliance for Performance Excellence Update, Baldrige Foundation Update, Report from the Baldrige Judges Panel, Ethics Review, Baldrige Enterprise Planning, Award Process Redesign, Proposal to Expand Award Categories, and New Business/Public Comment.

The Chemical Calibration: Certifiers of Spectrophotometric NTRMs Program comprised laboratories that designed, prepared, characterized, certified and distributed NTRM filter reference materials.

The grant of the license would be for the manufacture and use of a system for determination of radiation dosimetry.

The Judges Panel of the Malcolm Baldrige National Quality Award (Judges Panel) will meet on Wednesday, June 6, 2018, from 9:00 a.m. to 3:30 p.m. Eastern time. The purpose of this meeting is to discuss and review the role and responsibilities of the Judges Panel and information received from the National Institute of Standards and Technology (NIST) in order to ensure the integrity of the Malcolm Baldrige National Quality Award (Award) selection process. The agenda will include: Judges Panel roles and processes; Baldrige Program updates; new business/public comment; lessons learned from the 2017 judging process; and the 2018 Award process. A portion of this meeting is closed to the public in order to protect the proprietary data to be examined and discussed.

National Construction Safety Team Advisory Committee Meeting

The National Construction Safety Team (NCST) Advisory Committee (Committee) will hold a meeting via webinar on Wednesday, May 16, 2018 from 1:00 p.m. to 4:00 p.m. Eastern Time. The primary purpose of this meeting is to update the Committee on the progress of the NCST investigation of Hurricane Maria's effects on the U.S. territory of Puerto Rico. The goals of the investigation will be to characterize: (1) The wind environment and technical conditions associated with deaths and injuries; (2) the performance of representative critical buildings, and designated safe areas in those buildings, including their dependence on lifelines; and (3) the performance of emergency communications systems and the public's response to such communications. The agenda may change to accommodate Committee business. Current NIST cryptographic standards were designed to perform well on general- purpose computing platforms, and may not be suitable for some constrained computing environments. Request for Information Regarding Federal Technology Transfer Authorities and Processes

The Federal government invests approximately $150 billion annually \1\ in research and development (R&D). For the results of this investment to produce economic gain and maintain a strong national security innovation base, the results must be transferred to private companies to create new products and services. In order to advance the President's Management Agenda to modernize government for the 21st century, including the associated Lab-to-Market cross-agency priority (CAP) Goal in coordination with the White House Office of Science and Technology Policy (OSTP), the National Institute of Standards and Technology (NIST) is initiating an effort to refocus Federal technology transfer on sound business principles based on private investment. NIST requests information from the public regarding the current state of Federal technology transfer and the public's ability to engage with Federal laboratories and access federally funded R&D through collaborations, licensing, and other mechanisms. Responses to this RFI will inform NIST's evaluation of Federal technology transfer practices, policies, regulations, and/or laws that promote the transfer of Federal technologies and the practical application of those technologies, including through commercialization by the private sector. NIST will hold public meetings regarding the initiative and the stakeholder engagement process at the times and locations indicated below.
