Pursuant to the Federal Advisory Committee Act, 5 U.S.C. app. 2, notice is hereby given that the Visiting Committee on Advanced Technology (VCAT), National Institute of Standards and Technology (NIST), will meet Tuesday, August 14, from 8:10 a.m. to 5 p.m. and Wednesday, August 15, from 8:45 a.m. to 12 p.m. The Visiting Committee on Advanced Technology is composed of fifteen members appointed by the Director of NIST who are eminent in such fields as business, research, new product development, engineering, labor, education, management consulting, environment, and international relations. The purpose of this meeting is to review and make recommendations regarding general policy for the Institute, its organization, its budget, and its programs within the framework of applicable national policies as set forth by the President and the Congress. The agenda will include an update on NIST with an overview of its role in U.S. science and technology. Several laboratory tours also will be featured. The meeting will conclude with an extended discussion on the overall role NIST plays in the nation's innovation enterprise. The agenda may change to accommodate Committee business. The National Institute of Standards and Technology (NIST) invites and requests nomination of individuals for appointment to its eight existing Federal Advisory Committees: Advanced Technology Program Advisory Committee, Board of Overseers of the Malcolm Baldrige National Quality Award, Judges Panel of the Malcolm Baldrige National Quality Award, Information Security and Privacy Advisory Board, Manufacturing Extension Partnership National Advisory Board, National Construction Safety Team Advisory Committee, Advisory Committee on Earthquake Hazards Reduction, and Visiting Committee on Advanced Technology. NIST will consider nominations received in response to this notice for appointment to the Committees, in addition to nominations already received.
Announcing Draft Federal Information Processing Standard (FIPS) 140-3, Security Requirements for Cryptographic Modules

This notice announces Draft Federal Information Processing Standard 140-3, Security Requirements for Cryptographic Modules, for public review and comment. The draft standard, designated ``Draft FIPS 140-3,'' is proposed to supersede FIPS 140-2. FIPS 140-1 was first published in 1994. In 2001 FIPS 140-2 superseded FIPS 140-1. FIPS 140-2 specified that it will be reviewed within five years. In 2005, NIST solicited public comments on reaffirming the standard. The comments received by NIST supported maintaining the standard. The comments also supported updating the standard due to advances in technology. The proposed revision can be found at https://csrc.nist.gov/publications/drafts.html#fips140-3 and is now available for public review and comment. Prior to the submission of this proposed standard to the Secretary of Commerce for review and approval, it is essential that consideration is given to the needs and views of the public, users, the information technology industry, and Federal, State and local government organizations. The purpose of this notice is to solicit such views.

The Director of the National Institute of Standards and Technology (NIST), United States Department of Commerce, is amending the regulations found at 15 CFR Part 285 pertaining to the operation of the National Voluntary Laboratory Accreditation Program (NVLAP) to reflect changes in the information for obtaining and inspecting applicable ISO/IEC documents. This action is editorial in nature and is intended to improve the accuracy of the agency's regulations and communication with its stakeholders.
