Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning freight classification description.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division has submitted to the Office of Management and Budget (OMB) a request to review and approve a revision and renewal of a previously approved information collection requirement regarding certain Federal Acquisition Regulation part 15 requirements.
Information Collection; Report of Shipment
In accordance with the Paperwork Reduction Act of 1995, and the Office of Management and Budget (OMB) regulations, DoD, GSA, and NASA invite the public to comment on a revision and renewal concerning report of shipment. DoD, GSA, and NASA invite comments on: Whether the proposed collection of information is necessary for the proper performance of the functions of Federal Government acquisitions, including whether the information will have practical utility; the accuracy of the estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology. OMB has approved this information collection for use through October 31, 2019. DoD, GSA, and NASA propose that OMB extend its approval for use for three additional years beyond the current expiration date.

Notice of Centennial Challenge Vascular Tissue Challenge
This notice is updating the Centennial Challenge Vascular Tissue Challenge that was published June 13, 2016, Document Number 2016-13795. The Vascular Tissue Challenge is open and teams that wish to compete may now register. Centennial Challenges is a program of prize competitions to stimulate innovation in technologies of interest and value to NASA and the nation. The Vascular Tissue Challenge is a prize competition with a $500,000 prize purse for teams that can successfully create thick, human vascularized organ tissue in an in vitro environment while maintaining metabolic functionality similar to their in vivo functionality throughout a 30-day survival period. NASA is providing the prize purse. The Methuselah Foundation's New Organ Alliance is the Allied Organization managing the competition.

Federal Acquisition Regulation: Applicability of Small Business Regulations Outside the United States

Centennial Challenges is a program of prize competitions to stimulate innovation in technologies of interest and value to NASA and the nation. Phase 2 of the Space Robotics Challenge is a prize competition with a $1,000,000 USD total prize purse available for development of software to enable long-term autonomous robotic surface mobility for a notional lunar In-Situ Resource Utilization (ISRU) mission. NASA is providing the prize purse, and the Manned Space Flight Education Foundation, Inc. (i.e., Space Center Houston) will be conducting the Challenge on behalf of NASA.
