NASA Advisory Council; Ad Hoc Task Force on STEM Education; Meeting
In accordance with the Federal Advisory Committee Act, Public Law 92-463, as amended, the National Aeronautics and Space Administration announces a meeting of the Ad Hoc Task Force on Science, Technology, Engineering and Mathematics (STEM) of the NASA Advisory Council (NAC). This Task Force reports to the NAC.

In accordance with the Federal Advisory Committee Act, as amended, the National Aeronautics and Space Administration (NASA) announces a meeting of the Aeronautics Committee of the NASA Advisory Council (NAC). This Committee reports to the NAC.
National Space-Based Positioning, Navigation, and Timing Advisory Board; Meeting
In accordance with the Federal Advisory Committee Act, as amended, and the President's 2004 U.S. Space-Based Positioning, Navigation, and Timing (PNT) Policy, the National Aeronautics and Space Administration (NASA) announces a meeting of the National Space-Based Positioning, Navigation, and Timing (PNT) Advisory Board.
Implementation of the Federal Civil Penalties Inflation Adjustment Act and Adjustment of Amounts for 2017
The National Aeronautics and Space Administration (NASA) has adopted as final the interim final rule concerning adjustments to civil monetary penalties within its jurisdiction for inflation. The interim rule was published on June 26, 2017, and applied a new methodology to calculate civil monetary penalties as mandated by the Federal Civil Penalties Adjustment Act Improvements Act of 2015, starting with an initial adjustment to previous unadjusted penalty amounts. The changes in the interim final rule made final by this rule are effective October 20, 2017 and applicable as of August 25, 2017. In addition, this final rule provides for 2017 inflation adjustments of monetary penalties amounts required by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015.
Submission for OMB Review; Federal Acquisition Regulation Buy American, Trade Agreements, and Duty-Free Entry
Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division (MVCB) will be submitting to the Office of Management and Budget (OMB) a request for revision and an extension to existing OMB clearances regarding the Buy American statute, Trade Agreements, and duty-free entry. A notice was published in the Federal Register at 82 FR 35528 on July 31, 2017. No comments were received.
Information Collection; Affidavit of Individual Surety, Standard Form 28
Under the provisions of the Paperwork Reduction Act of 1995, the Regulatory Secretariat Division (MVCB) will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a currently approved information collection requirement concerning Standard Form (SF) 28, Affidavit of Individual Surety.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division (MVCB) will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement for the Architect-Engineer Qualifications form, SF 330. A notice was published in the Federal Register on April 12, 2017. No comments were received.
Notice of Intent To Grant Partially-Exclusive Term License
NASA hereby gives notice of its intent to grant a partially exclusive term license in the United States to practice the invention described and claimed in U.S. Patent No. 8,163,972 entitled, ``Zero- Valent Metallic Treatment System and its Application for Removal and Remediation of Polychlorinated Biphenyls (PCBs),'' KSC-12878-2-CIP, to Marley Environmental, Inc., having its principal place of business in Avon, CT. Marley Environmental, Inc. has requested exclusivity for all fields of use in a limited geographic area. This area shall include EPA Region 1 (which includes the states of Connecticut, Rhode Island, Massachusetts, Vermont, New Hampshire, and Maine), New York, and New Jersey.
