This notice is issued in accordance with 35 U.S.C. 209(e) and 37 CFR 404.7(a)(1)(i). NASA hereby gives notice of its intent to grant an exclusive license in the United States to practice the inventions described and claimed in USPN 8,343,740, Micro-Organ Device, NASA Case No. MSC-23988-1; USPN 8,580,546, Micro-Organ Device, NASA Case No. MSC- 23988-2; and USPN 9,023,642, Miniature Bioreactor System for Long Term Cell Culture, NASA Case No. MSC-24210-1 to GRoK Technologies, LLC, having its principal place of business in Houston, Texas. The patent rights in these inventions have been assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration. The fields of use may be limited to, but not necessarily be limited to, e-Commerce Transactional Security Monitoring & Protection. For the purpose of this license, e-Commerce (electronic commerce or EC) is defined as the buying and selling of goods and services, or the transmitting of funds or data, over an electronic network, primarily the Internet. These business transactions occur either business-to-business, business-to-consumer, consumer-to-consumer or consumer-to-business. The patent rights in these inventions as applicable have been assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration. The prospective partially exclusive license will comply with the terms and conditions of 35 U.S.C. 209 and 37 CFR 404.7. NASA has not yet made a determination to grant partially exclusive licenses and may deny the requested licenses even if no objections are submitted within the comment period.

NASA is issuing a final rule to amend the NASA FAR Supplement (NFS) to revise a clause related to safety and health measures and mishaps reporting, reduce burden on contractors, and to provide guidance on specific safety and health measures that the contractor must take when working on a Federal facility, and the remedies the Government may take for failure to maintain an effective safety and health program. The revision is part of NASA's retrospective plan under Executive Order (EO) 13563 completed in August 2011.

NASA announces its annual invitation for public nominations for service on the NASA Advisory Council's Science Committee subcommittees. Five science subcommittees report to the Science Committee of the NASA Advisory Council (NAC), a Federal advisory committee under the Federal Advisory Committee Act (FACA). U.S. citizens may submit self-nominations for consideration to fill intermittent vacancies on these five science subcommittees. NASA's science subcommittees have member vacancies from time to time throughout the year, and NASA will consider self-nominations to fill such intermittent vacancies. Nominees will only be contacted should a vacancy arise and it is judged that their area(s) of expertise is appropriate for that specific vacancy. NASA is committed to selecting members to serve on its science subcommittees based on their individual expertise, knowledge, experience, and current/past contributions to the relevant subject area.
