The Maritime Administration announces that the Marine Transportation System National Advisory Council (MTSNAC) will hold a meeting to discuss recommendations to the Secretary on the integration of marine highways into the national transportation system and the development of a steady and reliable funding mechanism for port infrastructure development. A public comment period will commence at 1:30 p.m. on May 8, 2012. To provide time for as many people to speak as possible, speaking time for each individual will be limited to three minutes. Members of the public who would like to speak are asked to contact Richard J. Lolich by May 1, 2012. Commenters will be placed on the agenda in the order in which notifications are received. If time allows, additional comments will be permitted. Copies of oral comments must be submitted in writing at the meeting. Additional written comments are welcome and must be filed by May 11, 2012.

The nature of the information collection is described as well as its expected burden. The Federal Register Notice (76 FR 67250) with a 60-day comment period soliciting comments on the following collection of information was published on October 31, 2011, and comments were due by December 30, 2011. As such, no comments were received. The total number of response hours reported in the prior 60-day Federal Register Notice was 4,075 hours. As reflected below, this number has decreased to 606 hours due primarily to a change in the number of Listening Sessions from five (5) to one (1) and a change in the number of One-on-One Interviews from 80 to 30.

As authorized by Public Law 111-281, the Secretary of Transportation, as represented by the Maritime Administration, is authorized to make determinations permitting the use of foreign-flag anchor handling vessels in certain cases (and for a limited period of time) if no U.S.-flag vessels are found to be suitable and reasonably available. A request for such a determination regarding anchor handling vessels with a minimum ice class A3 has been received by the Maritime Administration. If the Maritime Administration determines that U.S.- flag vessels are not suitable and reasonably available for the proposed service, a determination will be granted allowing for the conditional use of these vessels, within a set timeframe. Those interested in providing the names of suitable and available vessels for the proposed service should refer to the docket number, and identify the U.S.-flag vessels available.

Small business, sub-contracting vs. joint venture structure of Ship Manager. Re-assignment of ships during contract performance.
