The Maritime Administration (MARAD) and the U.S. Coast Guard (USCG) announce the availability of the Draft Environmental Impact Statement (DEIS) for the SPOT Terminal Services LLC (SPOT) deepwater port license application for the export of oil from the United States to nations abroad. A Notice of Application that summarized the SPOT deepwater port license application was published in the Federal Register on March 4, 2019 (84 FR 7413). A Notice of Intent to Prepare an Environmental Impact Statement (EIS) and Notice of Public Meetings was published in the Federal Register on March 7, 2019 (84 FR 8401). This Notice of Availability incorporates the aforementioned Federal Register notices by reference. The application describes a project that would be located approximately 27.2 to 30.8 nautical miles off the coast of Brazoria County, Texas. Publication of this notice begins a 45-day comment period, requests public participation in the environmental impact review process, provides information on how to participate in the environmental impact review process and announces an informational open house and public meeting in Lake Jackson, Texas.

The Voluntary Intermodal Sealift Agreement (VISA) program requires that a notice of the time, place, and nature of each VISA Joint Planning Advisory Group (JPAG) meeting be published in the Federal Register. On January 14, 2020, the Maritime Administration (MARAD) and the U.S. Transportation Command (USTRANSCOM) co-hosted a classified VISA JPAG meeting at Scott Air Force Base, Illinois. The JPAG is co-chaired by MARAD and USTRANSCOM and is convened jointly. The U.S. Department of Justice and Federal Trade Commission were informed of the JPAG meeting prior to its occurrence, in accordance with VISA program requirements. Participants in the JPAG meeting were required to possess a secret clearance due to the classified nature of the event and attendance at the meeting was by invitation only. MARAD and USTRANSCOM invited participating VISA carriers and representatives of maritime labor organizations to attend the meeting. In addition, representatives from the U.S. Department of Transportation, MARAD, the U.S. Department of Homeland Security, the U.S. Coast Guard, the Joint Chiefs of Staff, and the Department of Defense (DOD) to include the Office of the Secretary of Defense, USTRANSCOM, the U.S. Navy, the Military Sealift Command, and the Surface Deployment and Distribution Command, as well as operational elements of Geographic Combatant Commands, were in attendance.

On December 30, 2019, the Maritime Administration (MARAD) and the U.S. Coast Guard (USCG) announced the cancellation of all actions related to the processing of a license application for the proposed Texas COLT LLC deepwater port including cancellation of all activities related to the preparation of an Environmental Impact Statement that was announced on Friday, March 8, 2019, in Federal Register Volume 84 Number 46 (Notice of Intent; Notice of Public Meeting; Request for Comments). The document inadvertently described the proposed Texas COLT LLC deepwater port as a liquified natural gas deepwater port facility. This document corrects the previous notice by describing the Texas COLT LLC deepwater port as an oil deepwater port facility.
Small Shipyard Grant Program; Application Deadlines

Under the Small Shipyard Grant Program, $19,600,000 is currently available for grants to: (1) Make capital and related improvements to qualified shipyard facilities that will be effective in fostering efficiency, competitive operations, and quality ship construction, repair, and reconfiguration, and (2) provide training for workers in shipbuilding, ship repair, and associated industries. This notice announces the intention of the Maritime Administration to provide for grants to small shipyards. Catalog of Federal Domestic Assistance Number: 20.814. Potential applicants are advised that it is expected, based on experience, that the number of applications will far exceed the funds available and that only a small percentage of applications will be funded. It is anticipated that roughly 8-20 applications will be selected for funding with an average grant amount of about $1 million.
