Emergency Closure to Unpermitted Collection of Petrified Wood and Plant Fossils in the Robledo Mountains on Federal Land, Dona Ana County, NM.
Notice is hereby given that certain public land located in the southern Robledo Mountains, Dona Ana County, New Mexico, is subject to an emergency closure to unpermitted collection (free use) of fossilized wood and plant fossils. This closure is necessary in order to prevent further adverse impacts to paleontological resources in the area while the formal conservation status of the region is under determination. Closure will remain in effect for 2 years and may be renewed upon the completion of the Tri-County Resource Management Plan. Closure signs will be posted at main entry points to this area. Maps of the closure area, as well as documents associated with environmental review of this closure may be obtained at the Las Cruces District Office.
Public Land Order No. 7704; Partial Revocation of Public Land Order No. 1483; Utah
This order partially revokes a Public Land Order insofar as it affects 80 acres of public land within a national forest, which was withdrawn and reserved for use of the Forest Service as the Mt. This order extends the withdrawal created by Public Land Order No. 6677, for an additional 20-year period. This extension is necessary to continue protection of the United States Air Force Beaver Creek Radio Relay Site in Alaska which would otherwise expire on May 22, 2008.
Public Land Order No. 7701; Modification of Public Land Order No. 3758; Utah
This order establishes a 20-year term for a Public Land Order which withdrew 80 acres of public land from surface entry and mining and reserved it on behalf of the Bureau of Bureau of Reclamation for the Provo River Project. The land is still needed for the purpose for which it was withdrawn. The land will remain withdrawn from surface entry and mining but not from mineral and geothermal leasing or mineral material sales.

Notice of Intent To Prepare an Amendment to the East Alaska Resource Management Plan (EARMP) for the Delta River Special Recreation Management Area (SRMA)
The Bureau of Land Management (BLM), Glennallen Field Office, Alaska, intends to prepare a land use plan amendment for the East Alaska Resource Management Plan (EARMP). This amendment will address recreation management decisions in the Delta River Special Recreation Management Area (SRMA), as defined in the EARMP. The Delta River SRMA includes all portions of the Delta National Wild and Scenic River corridor managed by the BLM. This planning activity encompasses approximately 45,000 acres of unencumbered BLM-administered public lands. The plan amendment will fulfill the needs and obligations set forth by the National Environmental Policy Act (NEPA), the Federal Land Policy and Management Act (FLPMA), the Wild and Scenic Rivers Act, and BLM management policies. The BLM will work collaboratively with interested parties to identify the management decisions best suited to local, regional, and national needs and concerns. The public scoping process will identify planning issues and develop planning criteria.

Notice of Proposed Withdrawal Extension and Opportunity for Public Meeting; WY
The Bureau of Land Management (BLM) proposes to extend the duration of Public Land Order (PLO) No. 6693 for an additional 20-year term. PLO No. 6693 withdrew 357.34 acres of public lands from settlement, sale, location, and entry under the general land laws, including the mining laws, to protect the Natural Corrals Archeological Site in Sweetwater County. Notice of Intent To Name a Geographic Location the Craig Thomas Little Mountain Special Management Area, Big Horn County, WY
The Bureau of Land Management (BLM) announces its intent to name an area of the public lands administered by the Cody Field Office. These lands include the Little Mountain Area of Critical Environmental Concern (ACEC), a portion of the West Slope Special Recreation Management Area (SRMA), and recently acquired lands near Little Mountain. In recognition of the late United States Senator Craig Thomas' support and assistance in furthering public land management in the area administered by the BLM Cody Field Office, this notice announces that those public lands collectively will be known as the ``Craig Thomas Little Mountain Special Management Area''.
Notice of Intent To Prepare a Resource Management Plan for the Four Rivers Field Office (Idaho) and Associated Environmental Impact Statement
Pursuant to Section 202 of the Federal Land Policy and Management Act of 1976 (FLPMA) and Section 102 (2)(C) of the National Environmental Policy Act of 1969 (NEPA), the Bureau of Land Management (BLM) Four Rivers Field Office (FRFO), Boise, Idaho intends to prepare a RMP with an associated EIS for the Four Rivers Planning Area. Publication of this notice also initiates a public scoping period to extend until 15 days after the last public scoping meeting. RMPs are the basic land use documents used by the BLM that guide land use decisions and management actions on public lands. RMP level decisions establish goals and objectives (i.e. desired future conditions), the measures needed to achieve those goals and objectives and the parameters for resource use on BLM lands. This RMP will replace the 1988 Cascade RMP and portions of the 1983 Kuna Management Framework Plan (MFP) and the 1987 Jarbidge RMP. The Snake River Birds of Prey National Conservation Area (NCA), located in the FRFO, is being addressed in a separate, comprehensive RMP currently available as a Final EIS.

The Bureau of Land Management (BLM) will direct the preparation of an Environmental Impact Statement (EIS) and conduct public scoping meetings for a road right-of-way (ROW) proposal submitted by the City of Goodyear pursuant to 42 U.S.C. 4332, the National Environmental Policy Act (NEPA) of 1969, as amended. The proposed project includes the construction, operation, and maintenance of a two-lane roadway across public land in order to access the Goodyear Master Planning Area (MPA). The MPA encompasses approximately 67 square miles annexed in May 2007.

This order establishes a 20-year term for two Secretarial Orders which withdrew lands from surface entry and mining and reserved them on behalf of the Bureau of Reclamation for the Salt Lake Basin and Gooseberry Projects. The lands, which currently aggregate approximately 6,768 acres after a previous partial revocation, are still needed for the purpose for which they were withdrawn. Notice of Realty Action: Modified Competitive Sealed Bid Sale of Public Lands in Clark County, NV
The Bureau of Land Management (BLM) proposes to offer by modified competitive sealed bid sale three parcels of land totaling approximately 20 acres in the Las Vegas Valley at not less than the fair market value (FMV). The three parcels will be offered in two sales to be conducted pursuant to the Southern Nevada Public Land Management Act of 1998 (SNPLMA), Public Law 105-263, 112 Stat. 2343, as amended. The SNPLMA sales will be subject to the applicable provisions of Sections 203 and 209 of the Federal Land Policy and Management Act of 1976 (FLPMA), 43 U.S.C. 1713 and 1719, respectively, and BLM land sale and mineral conveyance regulations at 43 CFR 2710 and 2720.

Per 30 U.S.C. 188(d), SBG Forever, Inc. timely filed petitions for reinstatement of oil and gas leases MTM 93982 and MTM 93983, Petroleum County, Montana. The lessee paid the required rentals accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $5 per acre and 16\2/3\ percent or 4 percentages above the existing competitive royalty rate. The lessee paid the $500 administration fee for the reinstatement of each lease and $163 cost for publishing this Notice. The lessee met the requirements for reinstatement of the leases per Sec. 31 (d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the leases, effective the date of termination subject to: The original terms and conditions of the leases; The increased rental of $5 per acre; The increased royalty of 16\2/3\ percent or 4 percentages above the existing competitive royalty rate; and the $163 cost of publishing this Notice.

The Bureau of Land Management (BLM) has submitted an Information Collection Request (ICR) to OMB for review and approval. The ICR is scheduled to expire on March 31, 2008. The BLM may not conduct or sponsor and a person is not required to respond to a collection of information unless it displays a currently valid OMB control number. However, under OMB regulations, the BLM may continue to conduct or sponsor this information collection while it is pending at OMB. On January 8, 2008, the BLM published a notice in the Federal Register (73 FR 1364) requesting comment on this information collection. The comment period closed on March 8, 2008. The BLM received no comments. The ROD announced today pertains only to approximately 21,034 acres of proposed ACEC and does not alter final decisions for the remaining approximately 52,568 acres within the Roan Plateau planning area, which were previously addressed in the Proposed Resource Management Plan Amendment/Final Environmental Impact Statement (PRMPA/FEIS) and Record of Decision announced in the Federal Register, Volume 72, Number 111, on Monday, June 11, 2007.
Extension of Approved Information Collection, OMB Approval Number 1004-0041
The Bureau of Land Management (BLM) has submitted an Information Collection Request (ICR) to OMB for review and approval. The ICR is scheduled to expire on March 31, 2008. The BLM may not conduct or sponsor and a person is not required to respond to a collection of information unless it displays a currently valid OMB control number. However, under OMB regulations, the BLM may continue to conduct or sponsor this information collection while it is pending at OMB. On May 8, 2007, the BLM published a notice in the Federal Register (72 FR 26149) requesting comment on this information collection. The comment period closed on July 9, 2007. The BLM received no comments.
