The EIS will analyze the potential environmental impacts of the construction and operation of a proposed wind power generation facility, associated transmission facilities, and access roads. The EIS will be prepared in accordance with the Federal Land Policy and Management Act of 1976 (FLPMA) (43 U.S.C. 1701), as amended; the National Environmental Policy Act of 1969 (NEPA) (42 U.S.C. 4321), as amended; and the Council on Environmental Quality (CEQ) regulations (40 CFR parts 1500-1508). This closure is necessary in order to prevent further adverse impacts to paleontological resources in the area while the formal conservation status of the region is under determination. Closure will remain in effect for 2 years and may be renewed upon the completion of the Tri-County Resource Management Plan. Closure signs will be posted at main entry points to this area. Maps of the closure area, as well as documents associated with environmental review of this closure may be obtained at the Las Cruces District Office.

Publication of this notice also initiates a public scoping period to extend until 15 days after the last public scoping meeting. RMPs are the basic land use documents used by the BLM that guide land use decisions and management actions on public lands. RMP level decisions establish goals and objectives (i.e. desired future conditions), the measures needed to achieve those goals and objectives and the parameters for resource use on BLM lands.
