Vermont Yankee Nuclear Power Station; Kewaunee Power Station
The U.S. Nuclear Regulatory Commission (NRC) is giving notice that by petition dated March 25, 2014 [sic], Mike Mulligan (the petitioner) has requested that the NRC take action with regard to the Vermont Yankee Nuclear Power Station (VY) and the Kewaunee Power Station (KPS), which have been permanently shut down and are currently undergoing decommissioning. The petitioner's requests are included in the SUPPLEMENTARY INFORMATION section of this document.
Watts Bar Nuclear Plant, Unit No. 1; Application and Amendment to Facility Operating License Involving Proposed No Significant Hazards Consideration Determination
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Facility Operating License No. NFP-90, issued to the Tennessee Valley Authority (the licensee), for operation of Watts Bar Nuclear Plant (WBN), Unit 1. The amendment request submitted on August 1, 2013, proposed revisions to Technical Specification (TS) 3.8.1, Surveillance Requirement (SR) 3.8.1.8, and the licensing basis as described in the Updated Final Safety Analysis Report (UFSAR). The NRC staff had previously made a proposed determination that the amendment involved no significant hazards consideration. By letters dated April 21, 2014, January 29, 2015, and June 12, 2015, the licensee provided additional information that expanded the scope of the amendment request to include proposed changes to the UFSAR, a new modification to SR 3.8.1.1, and proposed a new SR 3.8.1.22. The purpose of this document is to update the description of the amendment request and to make a proposed determination that the expanded scope of the amendment request involves no significant hanzards consideration.
Instructions for Recording and Reporting Occupational Radiation Dose Data
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-8030, ``Instructions for Recording and Reporting Occupational Radiation Dose Data.'' This proposed guide has been revised to incorporate additional information identified since revision 2 of Regulatory Guide (RG) 8.7 was issued. The proposed revision (revision 3) describes methods that the NRC staff considers acceptable for licensees to use for the preparation, retention, and reporting of records of occupational radiation doses. DG-8030, includes changes in the process a licensee needs to follow in order to determine monitoring for occupational exposure, determining prior doses, recording monitoring results, and reporting the results, when required. In addition, this revision references revised versions of NRC Form 4, ``Cumulative Occupational Dose History,'' and NRC Form 5, ``Occupational Dose Record for a Monitoring Period,'' as well as detailed instructions for completing these forms.
Protection Against Extreme Wind Events and Missiles for Nuclear Power Plants
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-1313, ``Protection Against Extreme Wind Events And Missiles For Nuclear Power Plants.'' This proposed guide has been revised to incorporate additional information identified since revision 1 of Regulatory Guide (RG) 1.117 was issued. The proposed revision describes an approach that the staff of the NRC considers acceptable for identifying those structures, systems, and components (SSCs) of light-water-cooled reactors that should be protected from the effects of the worst case extreme winds and wind-generated missiles, and remain functional.
Low-Level Radioactive Waste Disposal
On March 26, 2015, the U.S. Nuclear Regulatory Commission (NRC) requested public comment on a proposed rule that would amend its regulations that govern low-level radioactive waste (LLRW) disposal facilities. The proposed rule would require new and revised site- specific technical analyses, permit the development of site-specific criteria for LLRW acceptance based on the results of those analyses, facilitate implementation, and better align the requirements with current health and safety standards. Also on March 26, 2015, the NRC requested comment on draft guidance to address the implementation of the proposed regulations (NUREG-2175, ``Guidance for Conducting Technical Analyses for 10 CFR part 61''). The public comment period for the proposed rule and draft guidance closed on July 24, 2015. The NRC is reopening the public comment periods for the proposed rule and draft guidance to allow more time for members of the public to develop and submit their comments.
Inservice Inspection of Ungrouted Tendons in Prestressed Concrete Containments
The U.S. Nuclear Regulatory Commission (NRC) is withdrawing Regulatory Guide (RG) 1.35, ``Inservice Inspection of Ungrouted Tendons in Prestressed Concrete Containments.'' The regulatory guide is being withdrawn because of changes in NRC regulations, which render the RG obsolete. The withdrawal does not affect the licensing bases of current licensees approved to use RG 1.35.
Information Collection: NRC's Policy Statement on Cooperation With States at Commercial Nuclear Power Plants and Other Nuclear Production and Utilization Facilities
The U.S. Nuclear Regulatory Commission (NRC) invites public comment on this renewal of an existing information collection. The information collection is entitled, ``NRC's Policy Statement on Cooperation with States at Commercial Nuclear Power Plants and other Nuclear Production and Utilization Facilities.'' The NRC has a number of programs and activities that involve coordinating with States, requesting their input on proposed policies and rulemakings, and exchanging information with the States on a wide range of topics. The NRC has entered into cooperative agreements with States to conduct security inspections to verify that their materials licensees are in compliance with the NRC's orders requiring additional measures to enhance security at their facilities and to provide the NRC with information arising from their inspections.

Reactor Effluents
On May 4, 2015, the U.S. Nuclear Regulatory Commission (NRC) requested public comment on an advance notice of proposed rulemaking (ANPR) to obtain input for the development of a regulatory basis that would support potential amendments to those regulations concerning how NRC licensees demonstrate meeting the ``as low as is reasonably achievable'' standard with respect to effluents from nuclear power plants. The purpose of the potential amendments would be to more closely align these NRC regulations with the terminology and dose- related methodology published by the International Commission on Radiation Protection (ICRP), as contained in the ICRP Publication 103 (2007). The public comment period was originally scheduled to close on September 1, 2015. The NRC received a request to extend the public comment period on the ANPR and is approving a one-time, 30-day extension to provide additional time for members of the public and other stakeholders to develop and submit their comments.
Information Collection: Domestic Licensing of Source Material
The U.S. Nuclear Regulatory Commission (NRC) invites public comment on the renewal of the Office of Management and Budget (OMB) approval for an existing collection of information. The information collection is titled, ``10 CFR part 40, Domestic Licensing of Source Material'' (3150-0020). The NRC regulations that are the subject of this information collection establish procedures and criteria for the issuance of licenses to receive title to, receive, possess, use, transfer, or deliver source material. Information concerning the annual estimated burdens associated with the recordkeeping, reporting, and third party notification requirements imposed by these regulations is provided in the Supporting Statement for 10 CFR part 40 Domestic Licensing of Source Material.

The U.S. Nuclear Regulatory Commission (NRC) is issuing a Confirmatory Order to Dr. Bradley D. Bastow, as an individual, to confirm his agreement to no longer serve as a radiation safety officer. The order stems from commitments made by Dr. Bastow following an NRC inspection and subsequent predecisional enforcement conference.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an order to permit the direct transfer of Facility Operating License No. NPF-38 for Waterford Steam Electric Station, Unit 3 (Waterford), to a newly formed limited liability company named Entergy Louisiana, LLC. The new owner licensee has the same name as the previous owner licensee. In addition, the applicants requested the NRC's consent to approve an associated indirect license transfer of Waterford to the extent that such indirect transfer would be affected by a new intermediary holding company. Entergy Corporation will remain as the ultimate parent company, but a new intermediate company, Entergy Utility Holding Company, LLC, a Texas limited liability company, will be the direct parent company of the newly formed Entergy Louisiana, LLC.

The public comment period was originally scheduled to close on September 8, 2015. The NRC is extending the public comment period to allow more time for members of the public to develop and submit their comments.
Lost Creek ISR, LLC; Correction
The U.S. Nuclear Regulatory Commission (NRC) is correcting a notice that was published in the Federal Register on July 24, 2015, that gave notice to the public that it is considering issuance of a temporary exemption from certain NRC financial assurance requirements to Lost Creek ISR, LLC, for its Lost Creek In Situ Recovery (ISSR) Project in Crook County, Wyoming. This action is being taken to correct the date that the exemption expires.

Department of Energy; Yucca Mountain, Nye County, Nevada
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment the draft ``Supplement to the U.S. Department of Energy's Environmental Impact Statement for a Geologic Repository for the Disposal of Spent Nuclear Fuel and High-Level Radioactive Waste at Yucca Mountain, Nye County, Nevada,'' NUREG-2184. This supplements the U.S. Department of Energy's (DOE) 2002 Environmental Impact Statement (EIS) and its 2008 Supplemental EIS for the proposed repository in accordance with the findings and scope outlined in the NRC staff's 2008 Adoption Determination Report (ADR) for DOE's EISs. The scope of this supplement is limited to the potential environmental impacts from the proposed repository on groundwater and from surface discharges of groundwater. The NRC staff plans to hold four public meetings during the public comment period to present an overview of the supplement and to accept public comments on the draft supplement.

Duke Energy Carolinas, LLC, McGuire Nuclear Station, Unit Nos. 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Facility Operating License Nos. NPF-9 and NPF-17, issued to Duke Energy Carolinas, LLC, for operation of the McGuire Nuclear Station, Unit Nos. 1 and 2. The proposed amendment would allow a temporary extension of selected Technical Specification required Completion Times (CTs) to support repair activities associated with the Nuclear Service Water System (NSWS). In addition, the amendment request contains Sensitive Unclassified Non-Safeguards Information (SUNSI).
Advisory Committee on the Medical Uses of Isotopes: Meeting Notice
NRC will convene a meeting of the Advisory Committee on the Medical Uses of Isotopes (ACMUI) on October 8-9, 2015. List of Approved Spent Fuel Storage Casks: Holtec International HI-STORM 100 Cask System, Certificate of Compliance No. 1014, Amendment No. 8, Revision 1
The U.S. Nuclear Regulatory Commission (NRC) is amending its spent fuel storage regulations by revising the Holtec International HI- STORM 100 Cask System listing within the ``List of approved spent fuel storage casks'' to add Revision 1 to Amendment No. 8 (effective May 2, 2012, as corrected on November 16, 2012), to the Certificate of Compliance (CoC) No. 1014. Amendment No. 8, Revision 1, changes burnup/ cooling time limits for thimble plug devices, changes Metamic-HT material testing requirements, changes Metamic-HT material minimum guaranteed values, and updates fuel definitions to allow boiling water reactor fuel affected by certain corrosion mechanisms with specific guidelines to be classified as undamaged fuel.
Abnormal Occurrence Reports
The U.S. Nuclear Regulatory Commission (NRC) is proposing revisions to its policy statement on reporting abnormal occurrences (AO) to Congress. The proposed revisions would clarify and restructure the criteria used by the NRC and Agreement States for determining whether to consider an incident or event as an AO. The proposed revisions to the policy statement would ensure consistency with current NRC guidance and regulations. The NRC is requesting public comments on the proposed revision to the policy statement at this time.
Biweekly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to Section 189a. (2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued from July 23, 2015, to August 5, 2015. The last biweekly notice was published on August 4, 2015.
Revisions to Transportation Safety Requirements and Harmonization With International Atomic Energy Agency Transportation Requirements; Corrections
The U.S. Nuclear Regulatory Commission (NRC) published a final rule in the Federal Register on June 12, 2015, in consultation with the U.S. Department of Transportation (DOT), amending its regulations for the packaging and transportation of radioactive material. These amendments made conforming changes to the NRC's regulations based on the International Atomic Energy Agency's 2009 standards for the international transportation of radioactive material and maintain consistency with the DOT's regulations. The final rule contained minor editorial errors in a calculation, outdated contact information, and outdated information for examining the materials that are incorporated by reference. This document corrects the final rule by revising the definition that contains these errors, and updates the contact and examination information.
Applicability of ASME Code Case N-770-1, as Conditioned by Federal Regulation, to Branch Connection Butt Welds
The U.S. Nuclear Regulatory Commission (NRC) is issuing Regulatory Issue Summary (RIS) 2015-10, ``Applicability of ASME Code Case N-770-1, as Conditioned by Federal Regulation, to Branch Connection Butt Welds.'' This RIS is intended to inform addressees about reactor coolant system Alloy 82/182 branch connection dissimilar metal nozzle welds that may be of a butt weld configuration and, therefore, require inspection under the NRC's regulations. This RIS is addressed to all holders of an operating license or construction permit for a pressurized water nuclear power reactor under applicable NRC regulations, except those who have permanently ceased operations and have certified that fuel has been permanently removed from the reactor vessel.
In the Matter of All Power Reactor Licensees Owned and Operated by Entergy Nuclear Operations, Inc.; Entergy Operations, Inc.; and Entergy Nuclear Generation Company
The U.S. Nuclear Regulatory Commission (NRC) is issuing a confirmatory order to Entergy Operations, Inc. (Entergy), confirming an agreement reached in an Alternative Dispute Resolution mediation session held on September 22, 2014. As part of this agreement, Entergy will take actions to review and evaluate its security procedures; strengthen its procedures and set expectations regarding the conduct of security personnel; and conduct a presentation describing the event that formed the bases for the violation and the lessons learned, to its employees and the industry. Entergy is required to have an independent safety culture assessment conducted of the security organization at its River Bend Station. Entergy is also required to notify the NRC periodically of the status of its efforts.
South Carolina Electric & Gas Company; Virgil C. Summer Nuclear Station, Unit 1
The U.S. Nuclear Regulatory Commission (NRC) has granted the request of South Carolina Electric & Gas Company to withdraw its application dated November 12, 2014, for a proposed amendment to Renewed Facility Operating License NPF-12. The proposed amendment would have revised the Virgil C. Summer Nuclear Station, Unit 1, Radiation Emergency Plan to relocate the Technical Support Center.
Duke Energy Carolinas, LLC; McGuire Generating Station, Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) has granted the request of Duke Energy Carolinas, LLC to withdraw its application dated February 22, 2012, as supplemented by letters dated November 13, 2012 and February 4, 2013, for a proposed amendment to Renewed Facility Operating License Nos. NPF-9 and NPF-17, for the McGuire Nuclear Station, Units 1 and 2. The proposed amendment would have revised the McGuire Technical Specification 3.7.7, ``Nuclear Service Water System (NSWS).'' Specifically, the proposed change would have the use of the NSWS pump discharge crossover valves and associated piping to cross tie McGuire Nuclear Station, Units 1 and 2 NSWS trains to mitigate a Loss of Service Water event.
Environmental Impacts of Severe Reactor and Spent Fuel Pool Accidents
The U.S. Nuclear Regulatory Commission (NRC) is denying 15 petitions for rulemaking submitted by the petitioners identified in the table in Section IV, ``Availability of Documents.'' The petitioners requested that the NRC rescind its regulations that ``reach generic conclusions about the environmental impacts of severe reactor and/or spent fuel pool accidents and therefore prohibit considerations of those impacts in reactor licensing proceedings.''
Interim Staff Guidance on Changes During Construction
The U.S. Nuclear Regulatory Commission (NRC) is issuing its final Interim Staff Guidance (ISG) COL-ISG-025, ``Interim Staff Guidance on Changes During Construction.'' This ISG provides guidance to the NRC staff on the Preliminary Amendment Request (PAR) review process available to the combined license (COL) holders. The PAR is implemented through a license condition for use as an elective precursor to the license amendment process.

On November 6, 2014, the NRC issued a Notice of Violation and Proposed Imposition of Civil Penalty$7,000 to Bradley D. Bastow, D. O. for failing to comply with a Confirmatory Order issued on September 3, 2013.
Virginia Electric and Power Company (Dominion); North Anna Independent Spent Fuel Storage Installation
The U.S. Nuclear Regulatory Commission (NRC) reviewed an application by Virginia Electric and Power Company (Dominion) for an amendment of Special Nuclear Materials License No. SNM-2507, which authorizes Dominion to receive, possess, store, and transfer spent nuclear fuel and associated radioactive materials at the North Anna (NA) independent spent fuel storage installation (ISFSI). The requested amendment would allow the TN-32 casks to remain in their current positions subsequent to their movement during the August 23, 2011, seismic event that affected the NA ISFSI.
Fitness-for-Duty Programs for New Nuclear Power Plant Construction Sites
The U.S. Nuclear Regulatory Commission (NRC) is issuing a new regulatory guide (RG), RG 5.84, ``Fitness-for-Duty Programs at New Reactor Construction Sites.'' This RG provides guidance for implementing fitness-for-duty (FFD) requirements at nuclear power plant construction sites.
