Certain Self-Balancing Electric Skateboards and Components Thereof; Notice of Institution of Investigation
Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on December 5, 2023, under section 337 of the Tariff Act of 1930, as amended, on behalf of Future Motion, Inc. of Santa Cruz, California. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain self-balancing electric skateboards and components thereof by reason of the infringement of certain claims of U.S. Patent No. 9,400,505 (``the '505 patent''). The complaint further alleges that an industry in the United States exists as required by the applicable Federal Statute. The complainant requests that the Commission institute an investigation and, after the investigation, issue a general exclusion order, or in the alternative a limited exclusion order, and cease and desist orders. A motion for temporary relief filed concurrently with the complaint requests that the Commission issue a temporary exclusion order prohibiting the importation into and the sale within the United States after importation of certain self-balancing electric skateboards and components thereof during the course of the Commission's investigation.

Glass Wine Bottles From Chile, China, and Mexico; Institution of Antidumping and Countervailing Duty Investigations and Scheduling of Preliminary Phase Investigations
The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigation Nos. 701-TA-703 and 731-TA-1661-1663 (Preliminary) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of glass wine bottles from Chile, China, and Mexico, provided for in subheading 7010.90.50 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Government of China. Unless the Department of Commerce (``Commerce'') extends the time for initiation, the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by February 12, 2024. The Commission's views must be transmitted to Commerce within five business days thereafter, or by February 20, 2024.

Agency Information Collection Activities: Submission for OMB Review; Renewal of Generic Clearance; Comment Request
Consistent with the Paperwork Reduction Act of 1995, the U.S. International Trade Commission (Commission) has submitted a proposal for the collection of information to the Office of Management and Budget (OMB) for approval. The proposed information collection is a three-year extension of the current generic clearance (approved by OMB under Control No. 3117-0222) under which the Commission can issue information collections for the collection of qualitative feedback on agency service delivery. Any comments submitted to OMB on the proposed information collection should be specific, indicating which part of the information collection plan is objectionable, describing the issue in detail, and including specific revisions or language changes. The Commission did not receive any comments in response to the 60-day notice that it published in the Federal Register on October 27, 2023.

Notice is hereby given that the U.S. International Trade Commission (``Commission'') has determined that the respondents have violated section 337 of the Tariff Act of 1930, as amended, by importing, selling for importation, or selling in the United States after importation certain wet dry surface cleaning devices that infringe one or more asserted claims of U.S. Patent Nos. 11,076,735 (``the '735 patent'') and 11,071,428 (``the '428 patent''). The Commission has determined there is no violation of section 337 with respect to U.S. Patent Nos. 11,122,949 (``the '949 patent''), 10,820,769 (``the '769 patent''), and 11,096,541 (``the '541 patent''). Upon consideration of the statutory public interest factors, the Commission has determined that the appropriate remedies are a limited exclusion order and cease and desist orders against the named respondents. The Commission has also determined to set a bond in the amount of $99.01 per covered iFloor 3 product, $99.01 per covered Floor One S3 product, and $0 per any other covered product imported during the 60-day period of Presidential review. Recent Trends in U.S. Services Trade, 2024 Annual Report
The Commission has prepared and published annual reports in this series since 1996 under the investigation title Recent Trends in U.S. Services Trade. The 2024 report, which the Commission plans to publish in May 2024, will provide aggregate data on cross-border trade in services for the period ending in 2022, and transactions by affiliates based outside the country of their parent firm for the period ending in 2021. The 2024 report's analysis will focus on financial services (including banking services, insurance services, and securities services). The Commission is inviting interested members of the public to furnish information and views in connection with the 2024 report.

The Commission hereby gives notice of the scheduling of the final phase of antidumping investigation Nos. 731-TA-1607-1611 (Final) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of boltless steel shelving units prepackaged for sale (``boltless steel shelving'') from India, Malaysia, Taiwan, Thailand, and Vietnam, provided for in subheading 9403.20.00 of the Harmonized Tariff Schedule of the United States. The Department of Commerce (``Commerce'') has preliminarily determined imports of boltless steel shelving from Malaysia, Taiwan, Thailand, and Vietnam to be sold at less-than-fair value. In addition, Commerce has made negative preliminary determinations of sales at less-than-fair value in the antidumping duty investigation on boltless steel shelving from India.

Summary of Commission Practice Relating to Administrative Protective Orders
Since February 1991, the U.S. International Trade Commission (``Commission'') has published in the Federal Register reports on the status of its practice with respect to breaches of its administrative protective orders (``APOs'') under title VII of the Tariff Act of 1930 in response to a direction contained in the Conference Report to the Customs and Trade Act of 1990. Over time, the Commission has added to its report discussions of APO breaches in Commission proceedings other than under title VII and violations of the Commission's rules, including the rule on bracketing business proprietary information (the ``24-hour rule'') under title 19 of the Code of Federal Regulations. This notice provides a summary of APO breach investigations completed during fiscal year 2023. This summary addresses APO breach investigations related to proceedings under both title VII and section 337 of the Tariff Act of 1930. The Commission intends for this summary to inform representatives of parties to Commission proceedings of the specific types of APO breaches before the Commission and the corresponding types of actions that the Commission has taken.
