Clad Steel Plate From Japan; Scheduling of a Full Five-Year Review
The Commission hereby gives notice of the scheduling of a full review pursuant to the Tariff Act of 1930 (``the Act'') to determine whether revocation of the antidumping duty order on clad steel plate from Japan would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. The Commission has determined to exercise its authority to extend the review period by up to 90 days.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on June 7, 2018, under section 337 of the Tariff Act of 1930, as amended, on behalf of Sauder Manufacturing Company of Archbold, Ohio. A supplement to the complaint was filed on June 14, 2018. The complaint, as supplemented, alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain convertible sofas and components thereof by reason of infringement of U.S. Design Patent No. 716,576 (``the '576 patent''). Notice is hereby given that the presiding administrative law judge (``ALJ'') has issued a Final Initial Determination on Violation of Section 337 and Recommended Determination on Remedy and Bonding in the above-captioned investigation. Steel Propane Cylinders From Taiwan; Termination of Investigation
On June 20, 2018, the Department of Commerce terminated its antidumping duty investigation of imports of steel propane cylinders from Taiwan, following petitioners' withdrawal of the petition and request that the investigation be terminated. Accordingly, the Commission is terminating its antidumping duty investigation concerning steel propane cylinders from Taiwan (Investigation No. 731-TA-1418 (Preliminary)).

Steel Racks From China; Institution of Antidumping and Countervailing Duty Investigations and Scheduling of Preliminary Phase Investigations
The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigation Nos. 701-TA-608 and 731-TA-1420 (Preliminary) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of steel racks from China, provided for in subheadings 9403.20.00 and 7326.90.86 (statistical reporting numbers 9403.20.0080 and 7326.90.8688) of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Government of China. Unless the Department of Commerce (``Commerce'') extends the time for initiation, the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by August 6, 2018. The Commission's views must be transmitted to Commerce within five business days thereafter, or by August 13, 2018.

Generalized System of Preferences: Possible Modifications, 2017 Review
Following receipt on June 6, 2018 of a correction to the United States Trade Representative's (USTR) request letter of May 18, 2018, the U.S. International Trade Commission (Commission) has amended the scope of its investigation No. 332-567, Generalized System of Preferences: Possible Modifications, 2017 Review, and will treat ferroniobium, nesoi, from Brazil, provided for in subheading 7202.93.80 of the Harmonized Tariff Schedule, as having been listed in Table E of the Annex to the USTR's request letter instead of Table D. As a result, the Commission will also provide advice for this article with respect to whether a like or directly competitive article was being produced in the United States in any of the preceding three calendar years.
