The United States Department of Commerce, International Trade Administration (ITA), with support from the U.S. Chamber of Commerce and organizers of the Saudi-American Healthcare Forum (SAHF) is organizing a Healthcare Technology & Hospital Information Services Trade Mission to the Kingdom of Saudi Arabia and Kuwait from April 23- 28, 2016. The purpose of the mission is to introduce U.S. firms to the rapidly expanding healthcare sectors in these two countries and to assist U.S. companies in pursuing opportunities in this sector. The mission is designed for U.S. companies and international hospital groups providing hospital operation and management services, hospital information systems, and eHealth solutions. The mission also will assist U.S. companies already doing business in Saudi Arabia and Kuwait to expand their footprint. Target sectors holding high potential for U.S companies include: Hospital operation and management, healthcare training and staffing services, healthcare education, and health information systems and informatics (e.g., electronic health records). The mission is timed to take place during the Saudi-American Healthcare Forum (SAHF) on April 25-27, 2016. The SAHF is an exclusive event dedicated to building new relationships, fostering existing partnerships, and exchanging best practices between the United States and the Middle East. The 2015 forum attracted over 1,000 attendees intent on promoting healthcare diplomacy through bilateral and international research, technology development, and education and training. Trade mission participants also will have free access to all seminars offered at the SAHF, if they wish to participate. Additionally, through customized meetings organized by the U.S. Commercial Service, trade mission participants will gain access to top level Saudi health decision makers to gain exposure they would not otherwise be able to achieve on their own. The mission will help participating U.S. firms and associations/ organizations gain market insights, make industry and government contacts, solidify business strategies and advance specific projects with the goal of increasing U.S. healthcare services exports. On May 28, 2015, the Department of Commerce (the Department) published its Preliminary Rescission of the new shipper review of the antidumping duty order on small diameter graphite electrodes from the People's Republic of China (PRC) for the period of review (POR) of February 1, 2014, through August 31, 2014, for Xuzhou Jianglong Carbon Products Co., Ltd. The trade mission will visit three of Southeast Asia's most dynamic markets and will help participants gain first-hand market knowledge and establish business contacts with senior decision makers. Participating firms will gain market insights, make industry contacts, solidify business strategies, and advance specific projects, with the goal of increasing U.S. exports of products and services to Southeast Asia. The mission will include customized one-on- one business appointments with pre-screened potential buyers, agents, distributors and joint venture partners; meetings with state, local government officials (except in the Philippines) and industry leaders; and networking events. The mission will help participating firms and trade associations to gain market insights, make industry contacts, solidify business strategies, and advance specific projects, with the goals of creating and strengthening water infrastructure programs, increasing U.S. exports of plumbing products to the region, as well as resolving waste and salinity contamination in Southeast Asia. This review covers four exporters/ producers, one of which is being individually examined as a mandatory respondent. In these final results, the Department has made changes to the net subsidy rate determined for the sole mandatory respondent, Borusan Mannesmann Boru Sanayi ve Ticaret A.S. (BMB), Borusan Istikbal Ticaret T.A.S. (Istikbal), and Borusan Lojistik Dagitim Pepolama Tasimacilik ve Tic A.S. (Borusan Lojistik) (collectively, the Borusan Companies). Further, in these final results, we have continued to apply the net subsidy rate calculated for the Borusan Companies to the following three respondents not subject to individual review: Tosyali dis Ticaret A.S. In response to a request from Petitioners,\1\ the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on brass sheet and strip from Germany. The period of review (POR) is March 1, 2013, through February 28, 2014.\2\ The review covers ten producers or exporters of subject merchandise.\3\ We find that three of the producers or exporters for which the Department initiated a review, Schwermetall, ThyssenKrupp, and Wieland, had no shipments during the POR. On June 5, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain stilbenic optical brightening agents (OBAs) from Taiwan.\1\ The period of review (POR) is May 1, 2013, through April 30, 2014. The review covers one producer/exporter of the subject merchandise, Teh Fong Ming International Co., Ltd. (TFM). The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on certain new pneumatic off-the-road tires (``OTR tires'') from the People's Republic of China (``PRC''). The period of review (``POR'') is September 1, 2013, through August 31, 2014. The review covers twelve exporters of subject merchandise.\1\ The Department preliminarily finds that two mandatory respondents, Qingdao Qihang Tyre Co., Ltd. (``Qihang'') and Xuzhou Xugong Tyres Co., Ltd. (``Xugong'') \2\, made sales of subject merchandise at less than normal value (``NV'') and an additional four companies, Qingdao Free Trade Zone Full-World International Trading Co., Ltd. (``Full-World''), Trelleborg Wheel Systems (Xingtai) China, Co. Ltd. (``TWS Xingtai'') and Weihai Zhongwei Rubber Co., Ltd. (``Zhongwei''), and Tianjin Leviathan International Trade Co., Ltd. (``Leviathan''), demonstrated eligibility for separate rates status. Further, the Department preliminarily determines that two firms listed in the Initiation Notice had no shipments during the POR and one company failed to demonstrate eligibility for separate rate status. Finally, the remaining three firms timely withdrew their requests for review, and the Department previously rescinded the review for these companies.\3\ Interested parties are invited to comment on these preliminary results.
Fresh Garlic From the People's Republic of China: Final Rescission of the Semiannual Antidumping Duty New Shipper Review of Jinxiang Kaihua Imp & Exp Co., Ltd.

The Department of Commerce (``the Department'') is conducting a new shipper review (``NSR'') of Jinxiang Kaihua Imp & Exp Co., Ltd. (Kaihua) regarding the antidumping duty order on fresh garlic from the People's Republic of China (``the PRC''). On June 5, 2015, the Department published the preliminary results in which it found that Kaihua's new shipper sale is not bona fide. As a result, we preliminarily rescinded the NSR of Kaihua\1\ and we invited interested parties to comment.
