Wooden Bedroom Furniture From the People's Republic of China: Partial Rescission of Antidumping Duty Administrative Review
On March 2, 2015, the Department of Commerce (Department) published the notice of initiation of an administrative review of the antidumping duty order on wooden bedroom furniture from the People's Republic of China (PRC).\1\ The review covers 127 companies. Based on timely withdrawals of all review requests for certain companies, we are now rescinding the administrative review with respect to 109 companies.

On March 18, 2015, the Department of Commerce (the ``Department'') initiated a changed circumstance review (``CCR'') of the antidumping duty order on crystalline silicon photovoltaic cells, whether or not assembled into modules (``solar cells''), from the People's Republic of China (``PRC'') in response to a request from Neo Solar Power Corporation (``Neo Solar''), DelSolar Co., Ltd. (``DelSolar Taiwan''), and DelSolar (Wujiang) Ltd. (``DelSolar Wujiang'').\1\ Pursuant to section 751(b) of the Tariff Act of 1930, as amended (the ``Act''), and 19 CFR 351.216, the Department preliminarily determines that Neo Solar is not the successor-in-interest to DelSolar Taiwan for purposes of determining antidumping duty (``AD'') liability in this proceeding. Membership of the International Trade Administration Performance Review Board
In accordance with 5 U.S.C. Sec. 4314(c)(4), the International Trade Administration (ITA), Department of Commerce (DOC), announces the appointment of those individuals who have been selected to serve as members of ITA's Performance Review Board. The Performance Review Board is responsible for (1) reviewing performance appraisals and rating of Senior Executive Service (SES) members and (2) making recommendations to the appointing authority on other performance management issues, such as pay adjustments, bonuses and Presidential Rank Awards for SES members. The appointment of these members to the Performance Review Board will be for a period of twenty-four (24) months.

Healthcare Technology & Hospital Information Services Trade Mission to the Kingdom of Saudi Arabia and Kuwait
The United States Department of Commerce, International Trade Administration (ITA), with support from the U.S. Chamber of Commerce and organizers of the Saudi-American Healthcare Forum (SAHF) is organizing a Healthcare Technology & Hospital Information Services Trade Mission to the Kingdom of Saudi Arabia and Kuwait from April 23- 28, 2016. The purpose of the mission is to introduce U.S. firms to the rapidly expanding healthcare sectors in these two countries and to assist U.S. companies in pursuing opportunities in this sector. The mission is designed for U.S. companies and international hospital groups providing hospital operation and management services, hospital information systems, and eHealth solutions. The mission also will assist U.S. companies already doing business in Saudi Arabia and Kuwait to expand their footprint. Target sectors holding high potential for U.S companies include: Hospital operation and management, healthcare training and staffing services, healthcare education, and health information systems and informatics (e.g., electronic health records). The mission is timed to take place during the Saudi-American Healthcare Forum (SAHF) on April 25-27, 2016. The SAHF is an exclusive event dedicated to building new relationships, fostering existing partnerships, and exchanging best practices between the United States and the Middle East. The 2015 forum attracted over 1,000 attendees intent on promoting healthcare diplomacy through bilateral and international research, technology development, and education and training. Supported by American industry participants and the U.S. Embassy, the 2016 SAHF will showcase the ongoing health-related cooperation between the U.S. Government and Saudi healthcare counterparts. The U.S. trade mission participants will be highlighted at the SAHF through speaking roles designed to elevate their companies' visibility as thought leaders in the field of healthcare innovation. Trade mission participants also will have free access to all seminars offered at the SAHF, if they wish to participate. Additionally, through customized meetings organized by the U.S. Commercial Service, trade mission participants will gain access to top level Saudi health decision makers to gain exposure they would not otherwise be able to achieve on their own. The mission will help participating U.S. firms and associations/ organizations gain market insights, make industry and government contacts, solidify business strategies and advance specific projects with the goal of increasing U.S. healthcare services exports. The trade mission will start in Riyadh, Saudi Arabia, where participants will receive market briefings from U.S. Commercial Service and industry experts, hold one-on-one business meetings, meet with Saudi government officials and organizations, and participate in networking events. Delegates will be invited to participate in the SAHF. Following the SAHF, trade mission participants will travel to Jeddah, Saudi Arabia and then to Kuwait, where they will have additional opportunities to meet with key contacts and decision makers. Participating firms may also wish to remain in Riyadh, or if the firm decides to send two participants on the mission, one representative can remain in Riyadh, rather than continue to Jeddah, to participate in SAHF seminars. Participating in an official U.S. industry delegation, rather than traveling on their own, will enhance the companies' abilities to identify opportunities in Saudi Arabia and Kuwait.
Small Diameter Graphite Electrodes From the People's Republic of China: Final Rescission of Antidumping Duty New Shipper Review; 2014
On May 28, 2015, the Department of Commerce (the Department) published its Preliminary Rescission of the new shipper review of the antidumping duty order on small diameter graphite electrodes from the People's Republic of China (PRC) for the period of review (POR) of February 1, 2014, through August 31, 2014, for Xuzhou Jianglong Carbon Products Co., Ltd. (Jianglong).\1\ For these final results, we continue to find that Jianglong's request does not satisfy the regulatory requirements for a new shipper review. Accordingly, we are rescinding the new shipper review for Jianglong.
Certain High Pressure Steel Cylinders From the People's Republic of China: Rescission of Countervailing Duty Administrative Review; 2014
The Department of Commerce (the Department) is rescinding the administrative review of the countervailing duty (CVD) order on certain high pressure steel cylinders (HPSC) from the People's Republic of China (PRC) for the period of review (POR) January 1, 2014, through December 31, 2014, based on the timely withdrawal of the request for review.

On June 8, 2015, the Department of Commerce (the Department) published the preliminary results of the fifth administrative review of the antidumping duty order on citric acid and certain citrate salts (citric acid) from Canada.\1\ The review covers one producer and exporter of the subject merchandise, Jungbunzlauer Canada Inc. (JBL Canada).
Glycine From the People's Republic of China: Final Results of Antidumping Duty Administrative Review and Partial Rescission of Antidumping Duty Administrative Review; 2013-2014
On April 8, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on glycine from the People's Republic of China (PRC).\1\ We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information we received, we made changes to the margin calculation for Baoding Mantong Fine Chemistry Co., Ltd. (Baoding Mantong) for these final results. The final antidumping duty margin for Baoding Mantong for this review is listed in the ``Final Results of Review'' section below.
Narrow Woven Ribbons With Woven Selvedge From the People's Republic of China: Final Results of Antidumping Duty Administrative Review
On June 9, 2015, the Department of Commerce (the ``Department'') published in the Federal Register the preliminary results of the 2013-2014 administrative review of the antidumping duty order on narrow woven ribbons with woven selvedge (``NWR'') from the People's Republic of China (``PRC''), in accordance with section 751(a)(1)(B) of the Tariff Act of 1930, as amended (``the Act'').\1\ This review covers one company, Yama Ribbons Co., Ltd. (``Yama Ribbons'').\2\ The Department preliminarily found that Yama Ribbons did not have reviewable transactions during the POR.

Purified Carboxymethylcellulose From the Netherlands: Final Results of Changed Circumstances Review and Revocation of the Antidumping Duty Order
On August 31, 2015, the Department of Commerce (the Department) published its initiation and preliminary results \1\ of a changed circumstances review (CCR), preliminarily determining to revoke the antidumping duty (AD) Order \2\ on purified carboxymethylcellulose (CMC) from the Netherlands. We invited interested parties to comment on the Preliminary Results. We received no comments. Thus, we make no changes to our preliminary determination in these final results of changed circumstances review and hereby revoke the Order in toto.

Water Infrastructure Business Development Mission to Singapore, Vietnam, and the Philippines
The United States Department of Commerce, International Trade Administration (ITA), is organizing an Executive-led Water Infrastructure Business Development Mission to Singapore, Vietnam, and the Philippines. The purpose of the mission is to introduce U.S. firms and trade associations to Southeast Asia's water infrastructure markets and to assist U.S. companies to find business partners and export their products and services to the region. The mission is intended to include representatives from U.S. companies and U.S. trade associations with members that provide water infrastructure-related materials, products, services, and technology. The trade mission will visit three of Southeast Asia's most dynamic markets and will help participants gain first-hand market knowledge and establish business contacts with senior decision makers. Participating firms will gain market insights, make industry contacts, solidify business strategies, and advance specific projects, with the goal of increasing U.S. exports of products and services to Southeast Asia. The mission will include customized one-on- one business appointments with pre-screened potential buyers, agents, distributors and joint venture partners; meetings with state, local government officials (except in the Philippines) and industry leaders; and networking events. The mission will help participating firms and trade associations to gain market insights, make industry contacts, solidify business strategies, and advance specific projects, with the goals of creating and strengthening water infrastructure programs, increasing U.S. exports of plumbing products to the region, as well as resolving waste and salinity contamination in Southeast Asia. By participating in an official U.S. industry delegation, U.S. companies will enhance their ability to secure meetings in these countries and gain greater exposure to the region through association with our diplomatic mission.

Circular Welded Carbon Steel Pipes and Tubes From Turkey: Final Results of Countervailing Duty Administrative Review; Calendar Year 2013 and Rescission of Countervailing Duty Administrative Review, in Part
The Department of Commerce (the Department) has completed the administrative review of the countervailing duty (CVD) order on circular welded carbon steel pipes and tubes (steel pipes and tubes) from Turkey for the January 1, 2013, through December 31, 2013, period of review (POR) in accordance with section 751(a) of the Tariff Act of 1930, as amended (the Act). This review covers four exporters/ producers, one of which is being individually examined as a mandatory respondent. In these final results, the Department has made changes to the net subsidy rate determined for the sole mandatory respondent, Borusan Mannesmann Boru Sanayi ve Ticaret A.S. (BMB), Borusan Istikbal Ticaret T.A.S. (Istikbal), and Borusan Lojistik Dagitim Pepolama Tasimacilik ve Tic A.S. (Borusan Lojistik) (collectively, the Borusan Companies). Further, in these final results, we have continued to apply the net subsidy rate calculated for the Borusan Companies to the following three respondents not subject to individual review: Tosyali dis Ticaret A.S. (Tosyali) and Toscelik Profil ve Sac Endustrisi A.S. (Toscelik Profil), (collectively, the Toscelik Companies), Umran Celik Born Sanayii A.S. (also known as Umran Steel Pipe Inc.) (Umran), and Guven Steel Pipe (also known as Guven Celik Born San. Ve Tic. Ltd.) (Guven). Additionally, in these final results the Department is rescinding the review of two companies Erbosan Erciyas Boru Sanayi ve Ticaret A.S. (Erbosan AS) and Erbosan Erciyas Pipe Industry and Trade Co. Kayseri Free Zone Branch (Erbosan FZB), (collectively, the Erbosan Companies) and the Yucel Group and all affiliates including Yucel Boru ye Profil Endustrisi A.S, Yucelboru Ihracat Ithalat ye Pazarlama A.S, and Cayirova Born Sanayi ye Ticaret A.S.) (collectively, the Yucel Companies) that timely certified that they had no shipments of subject merchandise during the POR.
Brass Sheet and Strip From Germany: Final Results of Antidumping Duty Administrative Review and Final Determination of No Shipments; 2013-2014
In response to a request from Petitioners,\1\ the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on brass sheet and strip from Germany. The period of review (POR) is March 1, 2013, through February 28, 2014.\2\ The review covers ten producers or exporters of subject merchandise.\3\ We find that three of the producers or exporters for which the Department initiated a review, Schwermetall, ThyssenKrupp, and Wieland, had no shipments during the POR. Further, we find that subject merchandise has been sold at less than normal value by seven of the companies subject to this review.\4\ Based on our analysis of the comments and information received, these final results remain unchanged from the Preliminary Results.\5\ For the final weighted-average dumping margin, see the ``Final Results of Review'' section below.
Welded Line Pipe From the Republic of Turkey: Final Affirmative Countervailing Duty Determination

Prestressed Concrete Steel Wire Strand From the People's Republic of China: Continuation of the Antidumping and Countervailing Duty Orders
The Department of Commerce (the ``Department'') and the International Trade Commission (the ``ITC'') have determined that revocation of the antidumping duty (``AD'') and countervailing duty (``CVD'') orders on prestressed concrete steel wire strand (``PC Strand'') from the People's Republic of China (``PRC'') would likely lead to a continuation or recurrence of dumping, net countervailable subsidies, and material injury to an industry in the United States. Therefore, the Department is publishing a notice of continuation of the antidumping and countervailing duty orders.

Certain Stilbenic Optical Brightening Agents From Taiwan: Final Results of Antidumping Duty Administrative Review; 2013-2014
On June 5, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain stilbenic optical brightening agents (OBAs) from Taiwan.\1\ The period of review (POR) is May 1, 2013, through April 30, 2014. The review covers one producer/exporter of the subject merchandise, Teh Fong Ming International Co., Ltd. (TFM). For the final results, we find that TFM has not sold subject merchandise at less than normal value.
Wooden Bedroom Furniture From the People's Republic of China: Preliminary Results of Changed Circumstances Review, and Intent To Revoke Antidumping Duty Order in Part
On April 10, 2015, the Department of Commerce (the ``Department'') received a request for revocation, in part, of the antidumping duty (``AD'') order on wooden bedroom furniture from the People's Republic of China (``PRC'') \1\ with respect to certain bed bases. We preliminarily determine that the producers accounting for substantially all of the production of the domestic like product to which the Order pertains lack interest in the relief provided by the Order with respect certain bed bases described below. Accordingly, we intend to revoke, in part, the Order as to certain bed bases. The Department invites interested parties to comment on these preliminary results.
Certain Activated Carbon From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (``Department'') published its Preliminary Results of the seventh antidumping duty administrative review on certain activated carbon from the People's Republic of China (``PRC'') on May 5, 2015.\1\ Based upon our analysis of the comments received, we made changes to the margin calculations for these final results of the antidumping duty administrative review. Certain New Pneumatic Off-the-Road Tires From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on certain new pneumatic off-the-road tires (``OTR tires'') from the People's Republic of China (``PRC''). The period of review (``POR'') is September 1, 2013, through August 31, 2014. The review covers twelve exporters of subject merchandise.\1\ The Department preliminarily finds that two mandatory respondents, Qingdao Qihang Tyre Co., Ltd. (``Qihang'') and Xuzhou Xugong Tyres Co., Ltd. (``Xugong'') \2\, made sales of subject merchandise at less than normal value (``NV'') and an additional four companies, Qingdao Free Trade Zone Full-World International Trading Co., Ltd. (``Full-World''), Trelleborg Wheel Systems (Xingtai) China, Co. Ltd. (``TWS Xingtai'') and Weihai Zhongwei Rubber Co., Ltd. (``Zhongwei''), and Tianjin Leviathan International Trade Co., Ltd. (``Leviathan''), demonstrated eligibility for separate rates status. Further, the Department preliminarily determines that two firms listed in the Initiation Notice had no shipments during the POR and one company failed to demonstrate eligibility for separate rate status. Finally, the remaining three firms timely withdrew their requests for review, and the Department previously rescinded the review for these companies.\3\ Interested parties are invited to comment on these preliminary results.
Fresh Garlic From the People's Republic of China: Final Rescission of the Semiannual Antidumping Duty New Shipper Review of Jinxiang Kaihua Imp & Exp Co., Ltd.
The Department of Commerce (``the Department'') is conducting a new shipper review (``NSR'') of Jinxiang Kaihua Imp & Exp Co., Ltd. (Kaihua) regarding the antidumping duty order on fresh garlic from the People's Republic of China (``the PRC''). On June 5, 2015, the Department published the preliminary results in which it found that Kaihua's new shipper sale is not bona fide. As a result, we preliminarily rescinded the NSR of Kaihua\1\ and we invited interested parties to comment. Meeting of the United States Manufacturing Council
The United States Manufacturing Council (Council) will hold an open meeting on Friday, October 23, 2015. The Council was established in April 2004 to advise the Secretary of Commerce on matters relating to the U.S. manufacturing industry. The purpose of the meeting is for Council members to review and deliberate on recommendations developed by the Workforce Development subcommittee looking at issues of shifting the image of manufacturing and high school educational approach enhancements for consideration by the Manufacturing Council. The agenda may change to accommodate Council business. The final agenda will be posted on the Department of Commerce Web site for the Council at http:/ /trade.gov/manufacturingcouncil, at least one week in advance of the meeting.
Certain Lined Paper Products From India: Notice of Preliminary Results of Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain lined paper products (CLPP) from India.\1\ The period of review (POR) is September 1, 2013, through August 31, 2014.\2\ We preliminarily determine that during the POR, mandatory respondent Kokuyo Riddhi \3\ made sales of subject merchandise at less than normal value (NV) and mandatory respondent SAB International (SAB) did not. Interested parties are invited to comment on these preliminary results.
Narrow Woven Ribbons with Woven Selvedge from Taiwan; Preliminary Results of Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on narrow woven ribbons with woven selvedge from Taiwan. The review covers two producers/exporters of the subject merchandise. The Department selected one mandatory respondent for individual examination, Roung Shu Industry Corporation (Roung Shu). The POR is September 1, 2013, through August 31, 2014. We preliminarily determine that sales of subject merchandise to the United States have been made at prices below normal value (NV). We invite all interested parties to comment on these preliminary results.
Export Trade Certificate of Review
The Secretary of Commerce, through the Office of Trade and Economic Analysis (``OTEA'') of the International Trade Administration, Department of Commerce, issued an amended Export Trade Certificate of Review to DFA of California on September 17, 2015. The original Certificate was issued on March 2, 2015.
