Certain Activated Carbon From the People's Republic of China: Notice of Court Decision Not in Harmony With Final Results of Administrative Review and Notice of Amended Final Results of Antidumping Duty Administrative Review; 2009-2010
On November 24, 2014, the United States Court of International Trade (``the Court'') issued final judgment in Albemarle Corp. et al. v. United States, Consol. Court No. 11-00451, sustaining the Department of Commerce's (``the Department'') final results of redetermination pursuant to remand (``Remand'').\1\ In the Remand, the Department recalculated the weighted-average dumping margin for Calgon Carbon (Tianjin) Co., Ltd.'s (``Calgon Tianjin'') using revised surrogate values for coal and fine by-products.\2\ The Department also recalculated in the Remand the dumping margin for three respondents not selected for individual examination (i.e., the separate rate)Ningxia Guanghua Cherishmet Activated Carbon Co., Ltd. Diamond Sawblades and Parts Thereof From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2012-2013

The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain preserved mushrooms from the People's Republic of China (PRC) covering the period February 1, 2013, through January 31, 2014. We preliminarily determine that sales made by Linyi City Kangfa Foodstuff Drinkable Co., Ltd. (Kangfa), and Zhangzhou Gangchang Canned Foods Co., Ltd. (Gangchang) were made below normal value (NV). We invite interested parties to comment on these preliminary results.
Certain Steel Threaded Rod From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (the ``Department'') published the Preliminary Results of the fourth administrative review of the antidumping duty order on certain steel threaded rod from the People's Republic of China (``PRC'') on May 28, 2014.\1\ We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, we made changes to the margin calculations for these final results. The final dumping margins are listed below in the ``Final Results of Administrative Review'' section of this notice. The period of review (``POR'') is April 1, 2012, through March 31, 2013.
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Rescission of Antidumping Duty New Shipper Review
The Department of Commerce (``Department'') published its Preliminary Rescission for the new shipper review (``NSR'') of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam'') on July 14, 2014.\1\ The period of review (``POR'') is August 1, 2012, through July 31, 2013. As discussed below, we preliminarily found that Thanh Hung Co., Ltd. D/B/A Thanh Hung Frozen Seafood Processing Import Export Co., Ltd.'s (``Thanh Hung'') sale was non-bona fide, and announced our preliminary intent to rescind Thanh Hung's NSR. For the final results of this review, we continue to find Thanh Hung's sale to be non-bona fide. Therefore, because there were no other shipments or entries by Thanh Hung during the POR, we are rescinding this NSR.

Notice of Final Results of Antidumping Duty Changed Circumstances Review: Certain Frozen Warmwater Shrimp From India
On October 10, 2014, the Department of Commerce (the Department) initiated a changed circumstances review and published a notice of preliminary results of changed circumstances review of the antidumping duty order on certain frozen warmwater shrimp (shrimp) from India.\1\ In that notice, we preliminarily determined that Premier Marine Products Private Limited (PPL) is the successor-in-interest to Premier Marine Products (PMP) for purposes of determining antidumping duty cash deposits and liabilities. No interested party submitted comments on, or requested a public hearing to discuss, the Initiation and Preliminary Results. For these final results, the Department continues to find that PPL is the successor-in-interest to PMP.
Frontseating Service Valves From the People's Republic of China; Final Results of Antidumping Duty Administrative Review; 2012-2013
On May 27, 2014, the Department of Commerce (``the Department'') published the preliminary results of the administrative review of the antidumping duty on frontseating service valves from the People's Republic of China (``PRC'').\1\ The period of review (``POR'') is April 1, 2012, through March 31, 2013. The review covers two exporters of subject merchandise, Zhejiang DunAn Hetian Metal Co., Ltd. (``DunAn'') and Zhejiang Sanhua Co., Ltd. (``Sanhua''). The Department continues to find that DunAn did not have reviewable entries during the POR. Additionally, we find that Sanhua made no sales in the United States at prices below normal value (``NV''). Based on our analysis of the comments received, we made changes to our margin calculations for Sanhua. The final weighted-average dumping margin for this review is listed below in the section entitled ``Final Results of the Review.''

In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating the five-year review (``Sunset Review'') of the antidumping and countervailing duty (``AD/ CVD'') orders listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same orders.
Welded Carbon Steel Standard Pipe and Tube Products From Turkey: Final Results of Antidumping Duty Administrative Review; 2012-2013
On June 25, 2014, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on welded carbon steel standard pipe and tube products (welded pipe and tube) from Turkey.\1\ The period of review (POR) is May 1, 2012, through April 30, 2013. Based on our analysis of the comments received, we have made no changes in the margin calculations. Therefore, the final results do not differ from the Preliminary Results. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of the Review.'' Further, unchanged from the Preliminary Results, we continue to find that various companies had no shipments of subject merchandise during the POR.
Lightweight Thermal Paper From Germany: Preliminary Results of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on lightweight thermal paper (LWTP) from Germany. The period of review (POR) is November 1, 2012, through October 31, 2013. The review covers one producer and exporter of the subject merchandise, Papierfabrik August Koehler SE (Koehler). We preliminarily determine that sales of subject merchandise by Koehler have not been made at prices below normal value. Interested parties are invited to comment on these preliminary results.
Countervailing Duty Investigation of Certain Passenger Vehicle and Light Truck Tires From the People's Republic of China: Preliminary Affirmative Determination, Preliminary Affirmative Critical Circumstances Determination, in Part, and Alignment of Final Determination With Final Antidumping Duty Determination

Seamless Refined Copper Pipe and Tube From the People's Republic of China: Preliminary Results and Partial Rescission of Administrative Review; 2012-2013
In response to requests from interested parties, the Department of Commerce (the ``Department'') is conducting the third administrative review of the antidumping duty order on seamless refined copper pipe and tube from the People's Republic of China (``PRC''), covering the period November 1, 2012 through October 31, 2013. The Department preliminarily determines that, during the period of review, Golden Dragon Precise Copper Tube Group, Inc., Hong Kong GD Trading Co., Ltd., and Golden Dragon Holding (Hong Kong) International, Ltd. (collectively, ``Golden Dragon''), the respondent in this proceeding, has made sales of subject merchandise at less than normal value (``NV''). Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Continuation of Antidumping Duty Order
As a result of the determinations by the Department of Commerce (the ``Department'') and the International Trade Commission (the ``ITC'') that revocation of the antidumping duty order on certain frozen fish fillets (``fish fillets'') from the Socialist Republic of Vietnam (``Vietnam'') would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of the antidumping duty order.

The Department of Commerce (``Department'') preliminarily determines that 53-foot domestic dry containers (``domestic dry containers'') from the People's Republic of China (``PRC'') are being, or are likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733(b) of the Tariff Act of 1930, as amended (``the Act''). The period of investigation (``POI'') is October 1, 2013, through March 31, 2014. The estimated weighted-average dumping margins of sales at LTFV are shown in the ``Preliminary Determination'' section of this notice. Monosodium Glutamate From the People's Republic of China, and the Republic of Indonesia: Antidumping Duty Orders; and Monosodium Glutamate From the People's Republic of China: Amended Final Determination of Sales at Less Than Fair Value

Solid Fertilizer Grade Ammonium Nitrate From the Russian Federation; Final Results of Antidumping Duty Administrative Review; 2012-2013
On May 22, 2014, the Department of Commerce (the Department) published in the Federal Register the Preliminary Results of the 2012- 2013 administrative review of the antidumping duty order on solid fertilizer grade ammonium nitrate (ammonium nitrate) from the Russian Federation.\1\ This review covers two groups of producers/exporters of the subject merchandise, JSC Acron and its affiliate JSC Dorogobuzh (collectively, Acron) and MCC EuroChem and its affiliates OJSC NAK Azot and OJSC Nevinnomyssky Azot (collectively, EuroChem). The period of review (POR) is April 1, 2012, through March 31, 2013. We gave interested parties an opportunity to comment on the Preliminary Results and, based upon our analysis of the comments, we continue to find that sales of subject merchandise to the United States have not been made at prices below normal value (NV).
Magnesium Metal From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2013-2014

Tapered Roller Bearings and Parts Thereof, Finished and Unfinished, From the People's Republic of China: Notice of Preliminary Results of Changed Circumstances Review and Extension of the Final Results
On June 28, 2013, the Department of Commerce (the Department) initiated a changed circumstances review (CCR) of the antidumping duty (AD) order on tapered roller bearings (TRBs) and parts thereof, finished and unfinished, from the People's Republic of China (PRC) in order to determine whether Shanghai General Bearing Co., Ltd. (SGBC/ SKF), a producer/exporter of TRBs in the PRC, is the successor-in- interest to a company revoked from the AD order on TRBs in 1997 (also known as ``SGBC''). We preliminarily determine that SGBC/SKF is the successor-in-interest to SGBC. Interested parties are invited to comment on these preliminary results.
Certain Cut-to-Length Carbon Steel Plate From the People's Republic of China: Preliminary Results of Antidumping Administrative Review; 2012-2013
The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on certain cut-to- length carbon steel plate (``CTL plate'') from the People's Republic of China (``PRC'') for the period of review (``POR'') November 1, 2012, through October 31, 2013. This review covers two PRC companies.\1\ The Department preliminarily finds that one of the two companies, Hunan Valin, did not have reviewable transactions during the POR. Further, the Department finds that the other company, Zhengzhou Shangdao, is part of the PRC-wide entity to which the Department has assigned a dumping margin based on total adverse facts available (``AFA'').

Enforcement and Compliance; Change of Electronic Filing System Name
The International Trade Administration's Enforcement and Compliance Unit publishes this rule to announce a change in the name of Enforcement and Compliance's electronic filing system from ``IA ACCESS'' to ``ACCESS.'' Consistent with this action, this rule makes appropriate conforming changes in part 351 of title 19 of the Code of Federal Regulations. This action is being taken to ensure that the regulations reflect the change in nomenclature from Import Administration to Enforcement and Compliance.

Ports and Marine Technology Trade Mission to India
The United States Department of Commerce, International Trade Administration, Industry and Analysis is amending the notice published at 79 FR 24674, May 1, 2014, for the India Ports and Marine Technology Trade Mission to India to notify potential U.S. delegates that the trade mission application deadline is extended to November 21, 2014 and to add a second optional stop to an Eastern port, Visakhapatnam (Vizag), India. The fee for the optional stop to Vizag will be $700 per participant for the first representative and $200 for any additional representative, provided there are a number of 5 participants traveling to Vizag.
President's Export Council: Meeting of the President's Export Council
The President's Export Council (Council) will hold a meeting to deliberate on recommendations related to promoting the expansion of U.S. exports and to convey a report to the President on the September 2014 fact-finding trip to Poland and Turkey by some members of the Council. Topics may include: the National Export Initiative; trade promotion authority; trade negotiations; reauthorization of the Export- Import Bank of the United States; innovation; education, skills development and workforce readiness; infrastructure; tax reform; and export control reform. The final agenda will be posted at least one week in advance of the meeting on the President's Export Council Web site at https://trade.gov/pec.

The period of review (POR) is March 1, 2013, through February 28, 2014. The review covers one producer/exporter of the subject merchandise, Gerdau Aceros Especiales Europa, S.L. (Gerdau). We preliminarily determine that Gerdau had no shipments of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results.
Certain Large Diameter Carbon and Alloy Seamless Standard, Line, and Pressure Pipe From Japan: Final Results of Antidumping Duty Administrative Review; 2012-2013
On July 23, 2014, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain large diameter carbon and alloy seamless standard, line, and pressure pipe (over 4 \1/2\ inches) from Japan for the period of review (POR) of June 1, 2012 through May 31, 2013. For these final results, we continue to find that Sumitomo Metal Industries, Ltd. (SMI) failed to cooperate to the best of its ability and, accordingly, the Department is applying AFA to SMI. In addition, we find that no shipments were made by JFE Steel Corporation (JFE), Nippon Steel Corporation (Nippon), and NKK Tubes (NKK) during the POR.

United States, Consol. Ct. No. 09-00378.\1\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (``CAFC'') in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (``Timken''), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (``Diamond Sawblades''), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's AR 3 Final Results \2\ and is amending the final results with respect to the margins assigned to Guandong Yihua Timber Industry Co., Ltd. (``Yihua Timber'') for the period of review (``POR'') January 1, 2007 through December 31, 2007.

We received no comments from interested parties. Therefore, the Department continues to find that Baosteel Group Corporation, Shanghai Baosteel International Economic & Trading Co., Ltd., and Baoshan Iron and Steel Co., Ltd. (collectively, ``Baosteel'') had no reviewable transactions of subject merchandise to the United States during the POR.
Certain Kitchen Appliance Shelving and Racks From the People's Republic of China: Final Results of Expedited First Sunset Review of the Antidumping Duty Order
On August 1, 2014, the Department of Commerce (the ``Department'') published the notice of initiation of the first five- year (``sunset'') review of the antidumping duty order on certain kitchen appliance shelving and racks (``KASR'') from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (the ``Act'').\1\ As a result of this sunset review, the Department finds that revocation of the antidumping duty order on KASR from the PRC would be likely to lead to continuation or recurrence of dumping. The magnitude of the dumping margins likely to prevail is indicated in the ``Final Results of Review'' section of this notice.

(Jiangsu RC), Suzhou Guoxin Group Wang Shun Imp. and Exp. Co., Ltd. (Guoxin), and Winnsen Industry Co., Ltd. (Winnsen). We preliminarily determine that Jiangsu RC made sales of subject merchandise to the United States at prices below normal value (NV). Guoxin ceased participating in this review, and, thus, we preliminarily determine it is not eligible for a separate rate and it remains part of the PRC-wide entity. In addition, we are not rescinding the review with respect to Winnsen (see ``Intent Not to Rescind in Part,'' infra). Interested parties are invited to comment on these preliminary results.
Carbon and Certain Alloy Steel Wire Rod From Mexico: Preliminary Results of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on carbon and certain alloy steel wire rod from Mexico. The period of review (POR) is October 1, 2012 through September 30, 2013. The review was initiated at the request of Deacero S.A. de C.V. and Deacero USA, Inc. (collectively ``Deacero'').\1\ We preliminarily find that during the POR, Deacero made sales of subject merchandise at less than normal value (NV) during the POR. Interested parties are invited to comment on these preliminary results.
