On October 25, 2012, the NAFTA Chapter 19 binational panel issued its decision in the review of the final results of the 2005/2006 antidumping administrative review made by the U.S. Department of Commerce, respecting Carbon and Certain Alloy Steel Wire Rod from Canada, NAFTA Secretariat File Number USA-CDA-2008-1904-02. The panel affirmed the U.S. Department of Commerce's Final Determination with regard to the issue of zeroing in this matter. Copies of the panel's decision are available from the U.S. Section of the NAFTA Secretariat.

The Department of Commerce (the Department) has received a request for a new shipper review of the antidumping duty order on glycine from the People's Republic of China (the PRC). See Antidumping Duty Order: Glycine From the People's Republic of China, 60 FR 16115 (March 29, 1995) (Order). In accordance with section 751(a)(2)(B) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.214(d), we are initiating an antidumping duty new shipper review of Hebei Donghua Jiheng Fine Chemical Co., Ltd. (Donghua Fine Chemical). The period of review (POR) of this new shipper review is March 1, 2012, through August 31, 2012.

On July 31, 2012, the Department of Commerce (the ``Department'') published a notice of preliminary rescission of the new shipper review (``NSR'') of D'Ambros Mar[iacute]a de los Angeles and D'Ambros Mar[iacute]a Daniela SH, an Argentine partnership doing business as Ap[iacute]cola Danangie (``Danangie''), under the antidumping duty order on honey from Argentina for the period of December 1, 2010, through November 30, 2011.\1\ We invited interested parties to comment on our preliminary rescission. We did not receive comments from any party. As discussed below, based on our analysis of the record, the Department has determined that Danangie did not satisfy the regulatory requirements for a NSR; therefore, we are rescinding this NSR.

On April 2, 2012, the Department of Commerce (``the Department'') initiated the second five-year (``sunset'') review of the antidumping duty order on certain folding gift boxes \1\ from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). On the basis of a notice of intent to participate and an adequate substantive response filed on behalf of the domestic interested parties, as well as a lack of response from respondent interested parties, the Department determined to conduct an expedited sunset review of the Order, pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C)(2). On July 23, 2012, the Department reconsidered its determination to conduct an expedited sunset review of the Order and determined instead to conduct a full sunset review of the Order on folding gift boxes from the PRC.\2\ As a result of this sunset review, the Department preliminarily finds that revocation of the Order on folding gift boxes from the PRC would be likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Preliminary Results of Review'' section of this notice.

The Department of Commerce (Department) is conducting new shipper reviews (NSR) of the antidumping duty order on fresh garlic from the People's Republic of China (PRC). The NSRs cover Foshan Fuyi Food Co., Ltd. (Fuyi) and Qingdao May Carrier Import & Export Co., Ltd. (Maycarrier) for the period of review (POR) November 1, 2010, through October 31, 2011. The Department has preliminarily determined that Fuyi's new shipper sales are not bona fide, and that Maycarrier does not qualify as a new shipper. Additionally, record evidence raises questions concerning the bona fides of Maycarrier's POR sales. Therefore, the Department is preliminarily rescinding these NSRs.

Renewable Energy Policy Business Roundtable in Japan

The U.S. Department of Commerce's International Trade Administration (ITA) is coordinating a Renewable Energy Policy Business Roundtable, which will be held on December 3, 2012 in Tokyo in conjunction with the U.S.-Japan Energy Policy Dialogue. The U.S. Department of Energythe lead U.S. agency for the bilateral dialogue taking place in Fukushimawill co-chair the Roundtable. ITA is seeking the participation of approximately 20 U.S. companies (up to two representatives per company) in the Roundtable and related events in the Touhoku region. The dialogue will provide an opportunity for Japanese policy-makers to benefit from the viewpoints of U.S. clean energy companies and those companies to be able to learn more about the policy and regulatory landscape for renewable energy developing in Japan at this time. Following the Roundtable, the delegation will travel to Fukushima Prefecture and Sendai for site visits. Participants will learn firsthand the current condition of reconstruction following the March 2011 earthquake and tsunami, and the role of renewable energy in those efforts, including local government incentives. The U.S. Department of Commerce's Commercial Service will also be available in Tokyo to provide its counseling services to participating companies whose products or services include at least 51 percent U.S. content. The Roundtable and Tour support ITA's commitments contained in the Renewable Energy and Energy Efficiency Export Initiative, which aims to significantly increase U.S. RE&EE exports during the National Export Initiative, which sets the ambitious goal of doubling U.S. exports by the end of 2014.

On September 13, 2012, the United States Court of International Trade (``CIT'' or ``Court'') entered final judgment following its decision in Grobest II, \1\ regarding the final results of the antidumping duty administrative review of certain frozen warmwater shrimp (``shrimp'') from the Socialist Republic of Vietnam (``Vietnam'') for the period covering February 1, 2008, through January 31, 2009.\2\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (``Federal Circuit'') in Timken,\3\ as clarified by Diamond Sawblades,\4\ the Department is notifying the public that the final judgment in this case is not in harmony with the Department's Final Results and is amending the Final Results. The Department is also notifying the public that it is re-conducting the 2008/2009 antidumping duty administrative review of Grobest & I-Mei Industrial (Vietnam) Co., Ltd. (``Grobest'') pursuant to the CIT's order.

Call for Applications for the International Buyer Program-Calendar Years 2014 and 2015

In this notice, the U.S. Department of Commerce (DOC) announces that it will accept applications for the International Buyer Program (IBP) for calendar year 2014 (January 1, 2014 through December 31, 2014). The announcement also sets out the objectives, procedures and application review criteria for the IBP. The purpose of the IBP program is to bring international buyers together with U.S. firms in industries with high export potential at leading U.S. trade shows. Specifically, through the IBP, the DOC selects domestic trade shows which will receive DOC assistance in the form of global promotion in foreign markets, providing export counseling to exhibitors, and providing export counseling and matchmaking services at the trade show. This notice covers selection for IBP participation during calendar year 2014. It also announces a new pilot initiative for the IBP, which will allow up to 20% of the 2014 IBP shows to be preselected for IBP participation in calendar year 2015 (January 1, 2015 through December 31, 2015) without having to reapply for the second year. Eligibility for this pilot initiative is limited to annual trade shows that participated in the IBP in calendar years 2011 or 2012. This is the third amendment to the Certificate. This notice summarizes the conduct for which certification has been granted. The period of review (POR) is September 1, 2010, through August 31, 2011. The review covers the following producers/exporters of the subject merchandise, Xiping Opeck Food Co., Ltd. (Xiping Opeck), Yancheng Hi- King Agriculture Developing Co., Ltd., (Hi-King Agriculture) and China Kingdom (Beijing) Import & Export Co., Ltd (China Kingdom). We have preliminarily determined that Hi-King Agriculture sold subject merchandise at less than normal value during the period of review and that Xining Opeck and China Kingdom have made sales in the United States at prices not below normal value.

On June 1, 2012, the Department of Commerce (the ``Department'') published in the Federal Register its preliminary results of the fifth administrative review of certain lined paper products from the People's Republic of China (``PRC'').\1\ We invited parties to comment on the Preliminary Results, however, no party submitted a case brief to the Department. The current review covers two exporters: Leo's Quality Products Co., Ltd./Denmax Plastic Stationery Factory (``Leo/Denmax'') and Shanghai Lian Li Paper Products Co., Ltd. (``Lian Li''). For Leo/Denmax, we continue to apply adverse facts available (``AFA''); for Lian Li, we are rescinding the review.
