Fresh Garlic From the People's Republic of China: Partial Final Results and Partial Final Rescission of the 2009-2010 Administrative Review

On October 20, 2011, the Department of Commerce (Department) published the partial preliminary results of the administrative review of the antidumping duty order on fresh garlic from the People's Republic of China (PRC) covering the period of review (POR) of November 1, 2009, through October 31, 2010. The Department is issuing these partial final results for the PRC-wide entity only. Based on the analysis of the record and the comments received, the Department finds that seven companies subject to this review, including mandatory respondents, Shandong Longtai Fruits and Vegetables Co., Ltd. (Longtai) and Weifang Hongqiao International Logistic Co., Ltd. (Hongqiao), did not demonstrate their eligibility for separate rate status and, thus, will be considered part of the PRC-wide entity for purposes of these final results. These companies are listed in Appendix I. The Department is also rescinding the review with respect to 14 exporters who had ``no shipments'' during the POR. A list of these companies is found in Appendix II.
Silicon Metal From the People's Republic of China: Final Results of the Expedited Third Sunset Review of the Antidumping Duty Order

On November 1, 2011, the Department of Commerce (``the Department'') initiated the third sunset review of the antidumping duty order on silicon metal from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). Based on the notice of intent to participate and adequate substantive response filed by the domestic interested party, and the lack of response from any respondent interested party, the Department conducted an expedited (120-day) sunset review of the antidumping duty order on silicon metal from the PRC, pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of this sunset review, the Department finds that revocation of the antidumping duty order would be likely to lead to continuation or recurrence of dumping, at the levels indicated in the ``Final Results of Sunset Review'' section of this notice, infra.

On February 10, 2012, Maquilacero S.A. de C.V. filed a First Request for Panel Review with the United States Section of the NAFTA Secretariat pursuant to Article 1904 of the North American Free Trade Agreement. Panel Review was requested of the U.S. Department of Commerce's final determination regarding Light-Walled Rectangular Pipe and Tube from Mexico, Final Results of 2009-2010 Antidumping Duty Administrative Review. This determination was published in the Federal Register (77 FR 1915), on January 12, 2012. The NAFTA Secretariat has assigned Case Number USA-MEX-2012-1904-01 to this request.
Citric Acid and Certain Citrate Salts from the People's Republic of China: Amended Final Results of the First Administrative Review of the Antidumping Duty Order

On December 14, 2011, the Department of Commerce (``Department'') published the final results of the first administrative review of the antidumping duty order on citric acid and certain citrate salts (``citric acid'') from the People's Republic of China (``PRC'').\1\ The period of review is November 20, 2008, through April 30, 2010. We are amending our Final Results to correct a ministerial error made in the calculation of the antidumping duty margin for Yixing Union Biochemical Co., Ltd. (``Yixing Union'') pursuant to section 751(h) of the Tariff Act of 1930, as amended (``the Act'').

Large Power Transformers From the Republic of Korea: Preliminary Determination of Sales at Less Than Fair Value and Postponement of Final Determination

The Department of Commerce (the Department) preliminarily determines that large power transformers from the Republic of Korea (Korea) are being, or are likely to be, sold in the United States at less than fair value, as provided in section 733(b) of the Tariff Act of 1930, as amended (the Act). The estimated dumping margins are listed in the ``Suspension of Liquidation'' section of this notice. Interested parties are invited to comment on this preliminary determination. Pursuant to requests from interested parties, we are postponing for 60 days the final determination and extending provisional measures from a four-month period to not more than six months. Accordingly, we will make our final determination not later than 135 days after publication of the preliminary determination.

Antidumping Proceedings: Calculation of the Weighted-Average Dumping Margin and Assessment Rate in Certain Antidumping Duty Proceedings; Final Modification

The Department of Commerce (``the Department'') is modifying its methodology regarding the calculation of the weighted-average dumping margins and antidumping duty assessment rate in certain segments of antidumping duty proceedings (hereinafter, ``Final Modification for Reviews''). Currently, in a review of an antidumping duty order conducted under 19 CFR 351.213 (administrative review), 351.214 (new shipper review), and 351.215 (expedited antidumping review) (collectively ``reviews''), the Department usually makes comparisons between transaction-specific export prices and average normal values and does not offset the amount of dumping that is found with the results of comparisons for which the transaction-specific export price, or constructed export price, exceeds normal value. Several World Trade Organization (``WTO'') dispute settlement reports have found that the United States' application of these methodologies was inconsistent with its WTO obligations. Under this Final Modification for Reviews, the Department will calculate weighted- average margins of dumping and antidumping duty assessment rates in a manner which provides offsets for non-dumped comparisons while using monthly average-to-average (``A-A'') comparisons in reviews, paralleling the WTO-consistent methodology that the Department applies in original investigations. The Department is also modifying its practice in five-year (``sunset'') reviews, such that it will not rely on weighted-average dumping margins that were calculated using the methodology found to be WTO-inconsistent. The schedule for implementing these changes is set forth in the ``Timetable'' section in SUPPLEMENTARY INFORMATION.

Certain Pasta From Italy: Final Results of the 2009 Countervailing Duty Administrative Review

On August 8, 2011, the Department of Commerce (``Department'') published in the Federal Register its preliminary results of administrative review of the countervailing duty order on certain pasta from Italy for the period January 1, 2009, through December 31, 2009. Following the issuance of the preliminary results, Molino e Pastificio Tomasello S.p.A. (``Tomasello'') corrected its reported benefit amount for a subsidy program. We invited interested parties to comment on the preliminary results. Our analysis of Tomasello's correction led to a change in the net subsidy rate. The final net rates for Tomasello; Pastificio Antonio Pallante S.r.L. (``Pallante''); F.lli De Cecco di Filippo Fara San Martino S.p.A. (``De Cecco'') and Pastificio Fabianelli S.p.A. (``Fabianelli'') are listed below in the section entitled ``Final Results of Review.''

Low Enriched Uranium From France: Preliminary Results of Antidumping Duty Changed Circumstances Review

In response to a request from an interested party, Eurodif S.A. and AREVA NP Inc. (collectively, AREVA), the Department of Commerce (Department) initiated a changed circumstances review (CCR) of the antidumping duty order of low enriched uranium (LEU) from France.\1\ We preliminarily determine that it is appropriate to issue a one-time amendment to the scope of the order to extend by 18 months the deadline otherwise applicable to AREVA for the re-exportation of one entry of LEU. We invite interested parties to comment on these preliminary results. Parties who submit comments in these reviews are requested to submit with each argument (1) a statement of the issue and (2) a brief summary of the argument.
